MSAN DIEGO (KGTV) -- Mayor Kevin Faulconer announced Monday that the city has repaired 655 miles of roads so far, which is ahead of schedule to meet the goal of 1,000 miles of roads by 2020.Averaging more than 300 miles per year puts the city ahead of schedule, even as a small percentage of repairs has required taking the roads down to the dirt.RELATED: San Diego County approves million road resurfacing project“The unprecedented investment we’ve made in road repair is showing results with more smooth streets in our neighborhoods,” Mayor Faulconer said. “There’s still a lot more work that needs to be done, but we’re making significant progress on an issue that is a top concern for so many residents.”Within the first two fiscal years of the pledge, the city fixed 595 miles of roads. Nearly 200 feral horses were found dead in Gray Mountain, an unincorporated town on Navajo land in Coconino County, Arizona.Navajo Nation President Russell Begaye and Vice President Jonathan Nez traveled to Tuba City on Wednesday to address the situation, where 191 horses were found dead in a stock pond.President Begaye said their deaths are due to drought and famine."This tragic incident exemplifies the problem the Navajo Nation faces in an overpopulation of feral horses," Begaye said. Over the years, Gray Mountain has seen an uptick in feral horses. For instance, there's an estimated amount of 50,000 to 70,000 feral horses on the Navajo Nation. Government officials are at the site to keep the area closed off and prevent diseases from being spread, a press release said. The area will be fenced off permanently and the horses will be buried onsite after officials considered multiple factors."The horses are anywhere from thigh to neck deep in the mud," said Nina Chester, a government spokeswoman. "This is our most humane and safest option."The Navajo Water Management Branch confirmed that the plan does not pose a threat to groundwater.  1195

MILWAUKEE, Wisconsin — Over the past year, there has been an increase in drivers illegally passing school buses in Kenosha County, Wisconsin.In 2017, the Kenosha County Sheriffs Office issues 57 "failure to stop for school bus" violations. This year, the number of citations is up 70.Steve Bennett has been a bus driver at First Student Inc. in Kenosha for 11 years. It's a school bus company that services 39 schools in that county. He said when he sees a car passing the stop arm, it’s upsetting. “It’s a mix between anger and I’m terrified. What’s going to happen with my kids?” Bennet said.According to a one-day study done by the Wisconsin School Bus Association, out of 1,538 participating drivers, 363 cars were observed passing the stop arms.In Waukesha County, 242 violations were reported in 2017. Michael Comstock, manager of First Student, said his drivers report violations daily. Once a violation is observed, license plate numbers and the description of the vehicle are then handed off to authorities. “It’s a life and death decision every time they decide to drive through the red lights on a school,” said Bennett.Elizabeth Ramirez is a mother of a 4-year-old and said it’s gut-wrenching to see drivers pass through school bus stop arms. “You have to pay attention because that’s why so many things are happening nowadays. NATIONAL CITY, Calif. (KGTV) – A car crashed into a power pole in National City late Monday evening, killing a teen driver and leaving his female passenger trapped in the wreckage.The crash was reported at around 11 p.m. in the 2800 block of E 16th Street, according to National City police.Police believe the driver was traveling at a high rate of speed when he lost control of his Cadillac sedan and veered into a pole.The driver died at the scene, and it took responding emergency crews over an hour to pull the unconscious passenger from the wreckage. She was transported to the hospital with severe head trauma and other life-threatening injuries.The driver and passenger are believed to be in their late teens.Several people who said they were family members of the victims arrived at the scene to talk to police.No other injuries were reported and no other vehicles were involved. 895
