Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons. FREDERICK, Colorado — The bodies whom police have “strong reason to believe” are 4-year-old Bella and 3-year-old Celeste Watts were located during the late afternoon hours Thursday, Frederick, Colo. police announced Thursday evening.Police said they will not disclose the location of where the bodies were recovered, but said they were located in close proximity to the other body whom officers strongly believe is Shanann Watts. FRANKLIN, Indiana — Authorities in Indiana are warning people of a scam involving a person who is claiming to be a sheriff's deputy in order to deceive people into sending money.According to a report from the Johnson County Sheriff's Office, a woman came to the Johnson County Jail on Wednesday who said while she was at work she received a call from an individual who claimed to be a sheriff's deputy.The individual told the woman she had a warrant for her arrest due to failure to appear for jury duty selection. The suspect told the woman if she wanted to avoid arrest she needed to pay the fines by purchasing ,000 worth of Apple Store gift cards. The suspect also told the woman she would need to go to the sheriff's office with her receipts to prove her identity.After making the initial purchase in pre-paid gift cards, the suspect informed the woman 0 was not transferred, according to the sheriff's office. The suspect reportedly told the woman to purchase another 0 in pre-paid Apple gift cards. The woman said she was on the phone with the suspect for approximately two hours until all the transactions were made and confirmed. She then drove to the sheriff's office where she was informed she was the victim of a scam.The woman was distraught and told deputies she is recently divorced and the money used from her saving account was being saved for her children's Christmas gifts. 1413

Florida State University held a vigil Sunday night for the two women fatally shot at a Tallahassee yoga studio Friday as investigators try to establish why the alleged gunman opened fire.Scott Paul Beierle, 40, posed as a customer when he walked into Hot Yoga Tallahassee on Friday evening and fired a handgun without warning, police said.The yoga students fought back, police said, but two women were killed and five people were wounded.
