Gavin Newsom signed AB 2731 this week, which will allow the San Diego Association of Governments (SANDAG) to quicken the environmental review process in order to build a transit hub connecting to San Diego International Airport and redevelop the Naval Information Warfare Systems Command (NAVWAR) Old Town campus site, should the Navy partner with SANDAG.The bill, introduced by California State Assemblymember Todd Gloria and Senate President pro Tempore Toni G. SAN DIEGO (KGTV) — FBI investigators are searching for a woman wanted in two grocery store bank robberies.The woman, described as a Caucasian blonde in her 20s standing about 5-feet 6-inches tall, is believed to be behind two heists in La Mesa and Rolando areas this month.On Sept. 12, investigators say the woman walked into a US Bank inside the Vons grocery store at 6155 El Cajon Blvd. just before 3 p.m. She presented a demand note to the teller and fled with an unknown amount of cash. SAN DIEGO (KGTV) — Eve Ramirez made the difficult decision to close her City Heights taco shop when the coronavirus outbreak hit. She says she did it to protect her eight-month-old son. "I got scared to death," she said. "I was like, you know what, I had my baby boy in January, imagine something were to happen to me. I'm a single mom. I can't risk my baby's life. I immediately shut down without thinking twice."Ramirez, who owns Mexicali Street Tacos, is one of a large number of San Diegans now struggling to pay for basic necessities amid the pandemic. A San Diego Association of Governments study released Thursday says 71% of respondents reported not being able to pay for rent, food, and utilities, while two-thirds said the pandemic has negatively impacted their employment. Ramirez said she has received donated diapers from friends, is on Medi-Cal and is receiving government food allowances. "I had no choice but to apply for help," she said. More than 3,500 San Diego households responded to the survey, conducted via 23 community-based organizations. San Ysidro Health surveyed 300 families about the impact of the virus. Ana Melgoza, the organization's vice president of external affairs, says the virus has hit South Bay families particularly hard. She says many live in overcrowded homes due to high rent, and are forced to work in jobs that require interaction with the public such as in grocery stores and retail. "When you have people literally dying to go to work and provide for their families, we need to make sure health care is a priority for people so that when they do feel sick or are infected they have the right follow up care to manage and survive this deadly virus," Melgoza said. Melgoza said one potential solution is to provide hotel vouchers so people in overcrowded homes can quarantine safely. The study also says 60% of parents with school-aged children reported distance learning challenges during the school year. SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

"Our numbers are still way above normal so we'll take it," South Beach Bar & Grille Bartender Philip Cullin said Friday and Saturday were great for business.Next door at Lighthouse Ice Cream, those sentiments were echoed.Sunday was a different story, clouds loomed overhead with sprinkles and rain in the evening, dampening the influx of customers. "It's really cold, there's not that many people out," 14-year-old birthday girl Bella said. She came out with friends and family to celebrate.Businesses thankful to see those customers, saying it's been tough through the slow winter months.Inside the bar, Cullin said they saw lots of business Sunday, "it comes in waves, you'll get like a mad lunch rush, everybody bombs in at the same time to get their fish tacos, and then they clear out mid afternoon and your locals come in."With the pier open, they're seeing even more people, "this area gets way more congested when people are chilling at the pier," Cullin said."I found out Thursday night the pier was opening on Friday and I knew I had to get here early and start making waffle cones, it was a busy day for us, we couldn't even find parking in the morning," Lighthouse Ice Cream Manager Robbie Valdivia said.They're hopeful Memorial Day will bring sunshine and another wave of customers."We actually had them for about two weeks now, a lot of tourists here from out of town, out of state, so it's been really really nice," Valdivia said, knowing it's the unofficial start of summer.
