EL CAJON, Calif. (KGTV) - The El Cajon man who is accused of beating his roommate to death with a frying pan says he's not guilty. Brad Payton showed no expression as he was arraigned on Thursday afternoon in front of an El Cajon judge.An attorney spoke for Payton who entered the “not guilty” plea during the video-streamed initial court appearance since the attack, which happened exactly one week ago. Deputy DA Carlos Campbell told 10News that the crime comes with a sentencing of 26 years to life in prison.The attack happened before sunrise at an independent living facility on Naranca Avenue in El Cajon. Police say the two men were heard arguing before 25 year-old Payton allegedly grabbed a frying pan and beat the other man to death. 10News spoke to the victim's mother on the day he was attacked, before she knew he died. She said he suffered from a developmental disability and didn’t like to follow the rules, which was how he ended up at the living facility. His name has still not been released by the Medical Examiner’s Office. The county lists the property where the attack happened as a home to those with physical or mental disabilities. EL CAJON (CNS) - A 21-year-old man accused of leading Border Patrol agents on a high-speed pursuit that ended with a crash on Interstate 8 in Boulevard, killing three of the suspected undocumented immigrants riding in the pickup and injuring seven others, was charged today with murder and other counts.Arraignment for Luis Alberto Virgen, a U.S. citizen who lives in Tijuana, was postponed until Dec. 18 so he can hire an attorney. He was charged with three counts each of second-degree murder and gross vehicular manslaughter, along with seven counts of reckless driving causing injury.Virgen, who is being held on million bail, faces up to 45 years to life in prison.Virgen allegedly sped off when federal officers tried to pull over the passenger-packed white Chevrolet Silverado he was driving near the Mexican border in eastern San Diego County shortly before 4:30 p.m. last Thursday, according to the California Highway Patrol.RELATED: Truck fleeing Border Patrol crashes in Boulevard; 3 killedWith the agents giving chase, Virgen entered Interstate 8 at Buckman Springs Road and fled to the east briefly before exiting at Ribbonwood Road and re-entering the freeway, this time headed west, the Border Patrol reported.After fleeing for several more miles, the suspect ran over a tire- flattening spike strip that agents had laid across the roadway in his path east of Crestwood Road, according to the federal agency.About a minute later, the Silverado -- occupied by a single passenger in the front and the rest unrestrained in the cargo bed -- veered off the interstate, went up a dirt embankment, became airborne, overturned and rolled back down the sloping roadside onto the freeway.Virgen was the only one in the truck wearing a seat belt at the time of the crash, and the others were ejected, CHP public-affairs Officer Travis Garrow said. Two of the male passengers and the sole female member of the group died at the scene of the crash.The names of the deceased were withheld pending family notification. Paramedics took Virgen and the surviving passengers to a hospital for treatment of moderate to serious injuries, Garrow said.About an hour after the fatal accident, Border Patrol personnel in the area came across another vehicle believed to have been involved in the apparent human-smuggling attempt and arrested a second man. Doctors say a second wave of mental health devastation brought on by the pandemic is imminent and has the potential to overwhelm parts of the mental healthcare system.“This is going to be a long-haul situation,” said Chuck Ingoglia, president and CEO of The National Council of Behavioral Health, which offers services to 3,400 local mental health organizations around the country. “I’m certainly hearing from our members that they’re feeling a lot of tension right now.”In a survey of more than 5,000 people released by JAMA last week, 40.9 percent reported feeling at least one adverse mental health condition including depression, anxiety, and substance abuse, tripling to quadrupling rates from one year earlier. And remarkably, 10.7 percent reported seriously considering suicide within the last 30 days.“We are concerned that these [symptoms] could get worse,” said Dr. Vail Wright, senior director of healthcare innovation at the American Psychological Association. “We’re anticipating that we’ll continue to see mental health challenges including an increase in diagnostic categories as this continues if people don’t take active steps to manage their stress.”One of those major respites has been the outdoors during the summer months. Dr. Wright says as the days get shorter and the weather gets colder more people will stay indoors, losing a source of happiness as Vitamin D boosts energy and mood.This is all happening as COVID cases across the country increase drastically. This past week 500,000 positive COVID-19 cases were reported in the United States, the most since the pandemic started, which has prompted some states to tighten their restrictions on activities and capacities in restaurants.The increase also has the potential for hospitals to leave more beds open for patients, taking away psychiatric beds in the emergency room for those who come for treatment.The shift puts even more strain on the local organizations Ignoglia oversees that have been dealing with funding issues.“Our members are reporting about a 20 percent reduction in revenue,” said Ignoglia. “You deal with that by closing programs and laying off staff, which then means you serve fewer patients which then means your revenue stays low. So it’s kind of this self-perpetuating problem that we’re having.”Ignoglia says he has been focusing on the Trump administration and Congress as a source of relief in hopes more stimulus money comes to these programs so this concern does not evolve into something worse. 2510

EL CAJON, Calif. (KGTV) --  A woman was hit and killed by a vehicle Tuesday night in El Cajon. The crash happened on the 600 block of Greenfield Drive near Magnolia Elementary School around 5:15 p.m.Police say it appears that the woman was walking westbound on the south sidewalk of Greenfield Drive when a blue 2004 Chevrolet Suburban was traveling westbound on Greenfield Drive and veered across the eastbound lanes and left the roadway, hitting her.Paramedics administered CPR and transported the woman to the hospital where she later succumbed to her injuries. The name of the woman has not yet been released. She is believed to be in her 40's. The male driver of the Suburban, a 49-year-old resident of El Cajon, remained on scene and has been fully cooperative with the investigation, according to police. It is unknown at this time if drugs or alcohol were a factor in the collision.The El Cajon Police Department is asking anyone with information regarding this collision to call (619) 579-3311. 1046

EL CAJON (CNS) - A passenger in a vehicle was killed Sunday when its driver left the roadway in El Cajon and struck a light pole.The male victim was pronounced dead at the scene, the El Cajon Police Department reported.The driver allegedly was speeding westbound on Chase Avenue when the vehicle hit the pole near Wilson Avenue. Police and firefighters were dispatched at approximately 6:45 a.m. to the crash scene in the area of Chase and Wilson avenues.The driver was extracted from the vehicle, treated at the scene and then taken to a local hospital, police said. The driver's condition was not immediately known.El Cajon police asked anyone with information regarding the crash to call them at 619-579-3311. 720
