CHICAGO -- Right now, nine COVID-19 vaccines are in or near a large-scale human trial phase. But enrollment of minorities in the trials remains a challenge. Over the past 15 years, they’ve worked with the pharmaceutical industry to boost Black representation in more than a dozen previous clinical trials.“I think that we can be a major help to both the government and the pharmaceutical industry if they use us,” said Evans.The Black community has been hesitant to take part in medical research and clinical trials because of a history of past abuse.Most infamously, the 40-year Tuskegee Syphilis Experiment that used Black men to study what happened when the disease went untreated.“They were just basically experimented on without their knowing about it or their understanding what was happening. And a lot of people had very bad outcomes because of this,” said Dr. Emily Landon, an infectious disease specialist at University of Chicago Medicine.A recent Pew study found that Black Americans are still more skeptical of experimental treatments and a potential COVID-19 vaccine than Hispanic and white adults.Add to that, most of the current trials are recruiting mainly online, something experts say often results in mostly white people enrolling.“We will know more and be able to do a better job in caring for our friends and patients of color if we have more participation in these trials,” said Landon.Moderna had to delay trials because of a lack of diversity. As of earlier this week, 13% of Moderna’s enrollment volunteers were Black and 51% white. At the same time, only 8% of Pfizers volunteers are Black and 75% white.“They are going to have a significant shortfall of data when it comes down to African Americans and other groups, especially Latinos, and simply because they have not made the efforts,” said Evans.In the end, the vaccine must be at least 50% effective to receive FDA approval. (KGTV) — Shortly after the De Luz Fire ignited on Camp Pendleton Wednesday, an unnamed Gunnery Sergeant jumped into action to evacuate more than 70 students.The brush fire broke out on base just after 12 p.m., prompting several precautionary evacuations of nearby structures, including schools, businesses, and hundreds of homes in the DeLuz Housing area.While there were no students or staff at Mary Fay Elementary School at the time of the fire, the base says, there were 73 students at the nearby Child Development Center that needed to be evacuated.An unnamed Gunnery Sgt. with the Provost Marshall’s Office commandeered a city transit bus to evacuate the children and residents, the base said. Emergency Services Battalion police and fire crews, along with NCIS agents, also helped transfer each student to the evacuation point to be reunited with their families."This Gunnery Sgt. exhibited but one example of the brave, fast-thinking actions that were taken this day," a release from Camp Pendleton officials said.Within three hours of sparking, the De Luz Fire was largely stamped out by firefighters as high temperatures brought an elevated threat of wildfires to the county on Wednesday."Their quick and heavy response, deploying all available units and requesting aid from CAL FIRE/San Diego County Fire Authority, allowed for residents to return to their homes within four hours after evacuating," the release added.The only loss from the fire was an NCIS government vehicle, according to officials. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

Chad Daybell was arrested Tuesday after investigators recovered what they believe are human remains on his property.A search warrant was executed at his home in Salem, Idaho Tuesday morning in connection to the search for two missing children — his 7-year-old stepson Joshua "JJ" Vallow and 17-year-old stepdaughter Tylee Ryan.The remains have not been identified.Police took Daybell into custody about a mile from his home as numerous police officers and FBI agents served the search warrant. He was booked into the Fremont County Jail several hours later.
