USAA then committed million to the Military Family Relief initiative, which will help two-dozen military and general aid non-profits, including Blue Star Families. It’s the largest one-time philanthropic contribution in USAA"s nearly 100-year history.“This million will help augment the reduction in fundraising and the increased need that’s happening with military families,” said Harriet Dominique, who manages philanthropic strategies and contributions for USAA.“We know that military families as they’re serving our nation taking care of us and our freedoms have challenge and stressors. Those challenges have been increased by financial impacts and career and employment impacts of COVID-19,” Dominique said.For Dominique, this is personal. With Congress unable to agree on another stimulus package, the CARES Act may have been the only chance for many to get an economic impact payment or stimulus check. However, millions of people still haven’t received that check.The Internal Revenue Service (IRS) estimates roughly 9 million people are still owed at least ,200. The Center for Taxpayer Rights estimates another 2 to 3 million people are entitled to and have been fighting to get the 0 for each of their eligible dependents.“There is a whole combination of factors for why people have not received their checks,” said Nina Olsen, the Executive Director for The Center of Taxpayer Rights.One reason some have not gotten their checks is because they did not file a 2018 or 2019 tax return, and they have not gone to the IRS’s “Non-Filer Portal,” which is located on the home page of the IRS’s website.So now, after 5 months, the IRS is sending letters to 9 million people in that category. The IRS has been able to identify who still qualifies for a check, but hasn’t received it, by sorting through its records and checking W-2 forms and 1099s.Those forms also have the non-filer’s address information, and that is the address the IRS is using for the new letters. The letters will inform these non-filers they are still eligible to get a stimulus check under the CARES Act and the steps they need to take to get that money. The steps are simple, either go to the IRS’s website and fill out the non-filer form or file a tax return.“It is also really important that people realize that if they use the non-filer portal they won’t be able to claim the earned income credit and many of these people may be eligible for the earned income credit,” said Olsen. “Those people need to file a regular return rather than use the non-filer portal and I don’t think the IRS has done a really good job of telling people that.”The earned income tax credit (EITC), typically earned by those who have dependent children, can be worth up to ,000. If you fill out the non-filer form in the IRS’s portal but later learn you qualified for additional money from the EITC, you could potentially lose the money from EITC.Outside of the 9 million non-filers getting a letter from the IRS, the 2 to 3 million people still eligible for 0 per dependent are getting a second chance at more CARES Act stimulus money.“Social Security Retirees and disabled people, it gave them less than 48 hours to go online if they had children. That meant they could get an additional 0 and enter that on the non-filer portal. Well a lot of these folks don’t have online access,” said Olsen. "It actually took a lawsuit that is still in the process of being settled for the IRS to reopen the portal.”Those still eligible to claim dependents have until the end of September to claim them through the IRS’s non-filer portal. The waste eventually flows into sewer systems, which scientists will now collect.“We can then take a sample at a wastewater plant and send it to a lab,” he said.Labs at places like Metropolitan State University of Denver.“One of the advantages of this approach is that everybody in the community makes a contribution to the sewage,” said Rebecca Ferrell, Ph.D., a biology professor at MSU Denver.She says that when people get infected with COVID-19, they often shed the virus for several days before showing symptoms. When cruise lines begin sailing again, the Centers for Disease Control and Prevention has some guidance. The health agency issued their “framework for resuming safe and responsible cruise ship” operations Friday, ahead of the no-sail order expiring Saturday.The no-sail order, which originally began in April, prohibits cruise ships from carrying 250 passengers in waters subject to US jurisdiction.The CDC said it has identified at least 3,689 coronavirus-related illnesses, and 41 associated deaths, connected to cruise ships. Although the CDC cautions these figures are likely an underestimate.The framework urges a phased approach, and applies to ships that have the capacity to carry at least 250 passengers in waters subject to U.S. jurisdiction.“A phased approach is necessary because of the continued spread of the COVID-19 pandemic worldwide, risk of resurgence in countries that have suppressed transmission, ongoing concerns related to restarting of cruising internationally, and need for additional time for the cruise industry to test the effectiveness of measures to control potential COVID-19 transmission on board cruise ships with passengers without burdening public health,” a statement from the CDC reads.During the beginning, cruise line operators will have to demonstrate adherence to testing, quarantine and isolation plans, as well as social distancing requirements for passengers and crew members.The CDC says they will help by “establishing a laboratory team dedicated to cruise ships to provide information and oversight of COVID-19 testing,” updating instructions and creating a system to track ship status and passenger cases.Meanwhile, cruise lines will need to build out the capacity and ability to test crew and passengers on a regular basis.In their framework, the CDC says there may be simulated, or mock, voyages with volunteers to test cruise ship operators’ ability to apply COVID-19 mitigation measures.Although the no-sail order will be lifted, Carnival, Royal Caribbean and other cruise lines have already cancelled sailings until 2021. 2083
