Cameras capture history. That’s what Marc Tasman loves about them. He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. In the case of Floyd and Blake, if someone hadn’t been filming, the world may never have known what happened to them.If you ask Tasman, that shows how powerful cameras really can be.“The camera is a shield, but only if people, only if there’s some consequence.” 2341

CARLSBAD, Calif. (KGTV) — A 52-year-old modeling photographer was arrested this week in Carlsbad, accused of sexually assaulting a teenager.Robert Koester, of Carlton, Ore., was arrested on Tuesday at a Carlsbad Blvd. residence after the reported sexual assault of a 16-year-old during a modeling shoot, according to Carlsbad Police.Police were alerted to the reported sexual assault on Monday after the teenager said she met with Koester, who was subcontracted by Frank, a Carlsbad-based modeling agency. MAP: Track crime happening in your neighborhoodThe victim said during the photo shoot, Koester sexually assaulted her. She left the shoot early and told her father about the incident.Police investigated and found Koester at the residence, which he was temporarily renting. CHICAGO — Millions of frontline healthcare workers are rolling up their sleeves for the first of a two-dose COVID-19 vaccine. First out is Pfizer’s vaccine, and now, an FDA panel has recommended Moderna’s vaccine for emergency use authorization. The available Pfizer shot requires a complex and precise procedure for it to work.Before the needle even breaks the skin, a strict protocol must be followed precisely.“We're going to put it take it from the negative 80 ultra-low storage and we're gonna defrost it to refrigerator temperatures,” explained Erin Shaughnessy, director of pharmacy at Rush University Medical Center in Chicago. “That's gonna give us five days of stability for the vaccine.”It’s like something out of Mission Impossible.“We installed additional security cameras and we have additional security protocols,” said Shaughnessy.She’s charged with ensuring the vaccine is securely handled and properly prepped before it’s injected.“We don't want to risk wasting any of the drugs,” she said. “The stuff is liquid gold right now.”That liquid gold must be stored at 80 below zero, in a secure location that only a few pharmacists have access to.“We have to take it out of the ultra-low freezer and move it to a refrigerator just to thaw for three hours.”Once thawed, it cannot be re-stored.“You can't put the medication back into the freezer,” said Shaughnessy. “Once inside, you have to use it or you're going to lose it. It's gonna have a five-day refrigerated expiration.”Pfizer’s vaccine protocol also requires the vaccine to be protected from UV light and the dilution must be gently inverted exactly 10 times. Shaken too hard, says Shaughnessy, and it could go bad.“It's very, very specific," she explained.That’s when the clock starts ticking.“Once they're thawed and reconstituted, basically diluted down to make the actual doses, then that's when we have six hours on the clock going from that dilution point into someone's arm,” said Luke Hvass, a clinical pharmacist at Rush.Each dose is recorded and logged. It’s a symphony of procedures that must come together like clockwork.“It's a lift for a lot of hospitals, a lot of organizations, but I think it's a challenge everybody is ready to rise to because everyone is so excited about getting this vaccine process started,” said Shaughnessy.The Department of Health and Human Services has expanded the scope of who can act as vaccinators. Charges have been dropped against the man accused of criminal homicide in the Opry Mills shooting.Chaos ensued when 22-year-old Justin Golson?shot at?22-year-old?Demarco Churchwell, who was taken to Skyline Medical Center in critical condition where he later died.Immediately after the shooting, Golson ran from the mall to a ticketing booth outside, placed his gun on the counter, and told the people inside to call 911. He told detectives he acted in self-defense after being threatened over social media by the victim and his friends.The mall was evacuated as police secured the area and investigated the incident.Court records show Golson's charge of criminal homicide was dismissed on Monday, July 30. 729
