SAN DIEGO (KGTV) - Interstate 15 Express Lane signs are being changed from white to green, with other improvements, at a cost of .5 million, the San Diego County Association of Governments said Thursday.A research effort determined that the existing signs could be difficult for drivers to read, and that information about toll rates and permission to use the lanes was unclear, according to SANDAG."There's quite a bit of confusion on the motorists part, trying to understand, can I actually get in there as a carpool or not?" said Ray Traynor, SANDAG's director of operations. "Having a system that's clear to the end users is vitally important so that the lanes operate effectively."A spokesman for Caltrans says research showed a green sign with white text was more difficult to read, with the amount of information on the sign. The I-15 Express Lanes stretch for 20 miles between SR-78 in Escondido and SR-163 in Kearny Mesa. SAN DIEGO (KGTV) - Less than two weeks before Halloween, people across the county are getting creative and building candy chutes in hopes of a safer version of door-to-door trick-or-treating.In the yard of the Witthoft home in Lakeside, a large display stands in testament to a four-decade old family tradition of Halloween fright."We love Halloween. It's a fun holiday, a scary holiday. Seeing people dressed up. It's a lot of fun," said Chris Witthoft.Witthoft says part of that fun is handing out candy. That tradition, like so many things this year, is wrapped in uncertainty because of the pandemic."We've done it for so long. Just don't want to let the kids down," said Witthoft.So Witthoft and her family decided to build their own solution: two candy chutes created from PVC pipes and then painted. Witthoft and other family members will push the candy down the chute, staying six feet from the kids."All of us will have gloves and masks on, with social distancing circles along our fence," said Witthoft.Witthoft says the line to get to the candy will be socially distanced, while the chute and nearby areas will be constantly wiped down.To the west, in Rolando Village, Amberosia Vivar has designs on her own candy slide."Will make it out of PVC pipe ... It brings a little excitement for families stuck inside for months. I know my kids have been looking forward to Halloween for months," said Vivar.Across social media, ABC 10news has seen countless examples of San Diegans creating similar candy chutes, but is it safe? County guidelines recommend against any door-to-door trick-or-treating, a chief concern is kids congregating to get the candy. That 'congregating' is also a potential issue with the candy chutes. SAN DIEGO (KGTV) — Independent reviews by the FDA show the COVID-19 vaccines by Pfizer and Moderna have similar levels of safety and efficacy, although there are early indications of potential differences.Both vaccines rely on the same basic approach: jumpstarting the immune system with messenger RNA. The FDA confirmed their overall efficacy is essentially identical; 95 percent for Pfizer and 94.1 percent for Moderna.However, signals in the data suggest Moderna’s vaccine may better protect against severe cases of COVID-19, while Pfizer’s vaccine may work better in adults over 65. But experts warned those differences may just be statistical illusions.In Moderna’s study of 30,000 volunteers, 30 people got severe cases of COVID-19. All 30 of those cases were in the placebo group, suggesting the vaccine offers powerful protection against the most serious symptoms.In Pfizer’s trial of 44,000 volunteers, one vaccinated person got a severe case compared to 10 people in the placebo group.“We still need more data,” said Dr. Abisola Olulade of Sharp Rees-Stealy. “It's not a reason to recommend one versus the other.”In adults over 65, the efficacy of Moderna’s vaccine dipped slightly to 86.4 percent. Pfizer’s vaccine was 92.9 percent effective in people aged 65 to 74 and 100 percent effective in individuals 75 and up.“When I think people in the community look at that number, they might say, ‘Oh, that Moderna vaccine probably isn't as good for the older population compared to the Pfizer vaccine.’ But as a clinician looking at numbers, they're both amazing,” said UC San Francisco infectious disease expert Dr. Peter Chin-Hong.FDA scientists found both vaccines are safe but short-term side effects are common, especially with Moderna’s drug. Both vaccines are administered in two doses. Moderna’s bubble is a little stronger and more stable so it doesn’t need to be stored at sub-arctic temperatures.“It could be that [Moderna’s] elicits a little more inflammation than the other,” Dr. Chin-Hong said.Having slightly more side effects could be a sign that Moderna’s vaccine prompts a stronger immune response that might lead to longer-lasting immunity, but the durability of either vaccine remains one of the most pressing unanswered questions.The biggest difference may be where the vaccines are deployed. SAN DIEGO (KGTV) - Many Asian American business owners continue to struggle during the pandemic, but a North County teen is hoping to help by creating a website to support local restaurants."I was hearing a lot of stories about Asians in my community experiencing discrimination during the pandemic," said 17-year-old Kaia Culotta.The teen said coming from a family of small business owners, she wanted to do something to help."I realized that there wasn't an easily accessible, comprehensible list of Asian owned businesses in my community," said Culotta. "So, I saw a need for that."For weeks, Culotta learned how to code through free programs online to build a website. The "Help Asian Owned Businesses" site has an extensive list of restaurants located around the county.Culotta said her project sparked the interest of San Diego City Councilmember Chris Cate. He even shared a video promoting the site on social media."It is awesome. It's such a neat thing to be doing out of the goodness of her heart," said Joe Kao, owner of R3fresh Juice Bar.After seeing Cate's video, the small business owner reached out to the teen to thank her for putting the site together.Kao said his business, like many others, had fewer customers during the pandemic. "We definitely saw a drop in business, but we've stayed open," he said.Kao applauds Culotta's work and thanks her for thinking of the county's small Asian business owners. 1430
