RIVERSIDE, Calif. (AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. His attorney declined to comment after the hearing.The couple, who are each being held on million in bail, is due back in court May 18 and has a preliminary hearing scheduled for June 20.State records show Turpin listed the family's home address in Perris, California, as the site of a private day school.The children, who were removed from the home and initially hospitalized, ranged in age from 2 to 29. 1721

Prop 63. - Ammunition salesStarting July 1, new rules for purchasing bullets will go into effect. The new rules require background checks every time someone wants to purchase ammunition. The law is part of Proposition 63, which voters approved in 2016. A fee is also required for each transaction. Gas tax increaseBeginning July 1, 2019, California’s gas tax is set to rise again by nearly 6 cents per gallon. They’re already targeting this year’s midterm elections.“One, to try to infiltrate our election infrastructure, and second, to try to infiltrate our minds with misinformation,” says David Becker, executive director and founder of The Center for Election Innovation & Research, of the Russian meddling.In 2016, Russian hackers targeted voting systems in at least 21 states, according to Homeland Security officials. While no votes were changed, states are now trying to prepare for what could happen this year.“States are going to need the federal government to step up, because states can’t defend against a nation state as big as Russia,” says Becker.Congress approved 0 million in election security funding for states. Becker said the money will go toward things like new voting machines that are more secure, updating computer software to protect voter information and hiring and training staff on cyber threats. House and Senate Republicans blocked millions in additional funding to bolster election security efforts, saying it’s too soon to allocate additional money and want to see how states use the 0 million already given out. While state and local governments are working to protect our elections, Becker said voters can also do something to help out.“Register to vote; check your registration and then go vote – earlier by mail if possible,” Becker says. “If there has been some kind of incident, if the Russian’s have infiltrated a voter list for instance, we will discover that early thanks to people voting and when we discover it early we can fix it early and make sure it has no impact on the election.” 1690
