BEIJING, Sept. 28 (Xinhua) -- China's Ministry of Commerce (MOC) issued a statement late Monday saying it would approve U.S. automaker General Motors Co.'s (GM) plan to buy part of parts supplier Delphi Corp, but set conditions on the deal to avoid restricting competition.     The approval came after an anti-monopoly probe by the MOC into the deal last week and negotiations with the two companies over the deal conditions, aimed to avoid exclusion or restriction of competition, according to the statement.     The conditions include a ban on GM and Delphi exchanging trade secrets on Delphi's other Chinese customers, to prevent GM from getting confidential and competitive information.     Delphi should also maintain the timeliness and quality of supplies indiscriminately to the other domestic automakers, at market prices.     The ministry said it had discussed with the two companies its concerns on competition, and GM and Delphi had come up with solutions.     According to a Dow Jones report Monday night, authorities in the U.S. and E.U. had earlier given their approval for the deal, after Delphi, GM's former parts division, received approval from a U.S. court to sell assets to its lender and GM.     The report said this would clear the way for the auto-parts supplier, which operates 17 wholly-owned entities and joint ventures in China and 21 manufacturing sites, to end its four-year stay in bankruptcy.     Under China's anti-monopoly law, mergers and acquisitions that could impact the domestic market must undergo an anti-monopoly review.

PHUKET, Thailand, July 22 (Xinhua) -- China and the United States need to maintain high-level contact and deepen cooperation in various areas of common concern, Chinese Foreign Minister Yang Jiechi said here Wednesday in his meeting with U.S. Secretary of State Hillary Rodham Clinton.     Yang said the two countries should also keep close communication and collaboration on global issues and properly handle disputes and sensitive issues in order to push forward bilateral ties. Clinton and U.S. Treasure Secretary Timothy Geithner will be joined for the dialogue by their respective Chinese Co-Chairs, State Councilor Dai Bingguo and Vice Premier Wang Qishan.     The dialogue will focus on addressing the challenges and opportunities that both countries face on a wide range of bilateral, regional and global areas of immediate and long-term strategic and economic interests.     On Wednesday, Yang also met with his counterparts from Russia, South Korea and Pakistan. 

BEIJING, Sept. 3 (Xinhua) -- A senior Chinese leader on Thursday urged the cultural industry to make greater efforts to improve China's capacity to communicate internationally and boost cultural exchanges between China and other countries.     Li Changchun, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, said when visiting the 16th Beijing International Book Fair, the cultural industry was a new area of growth with tremendous potential.     Praising achievements made in the sector despite the global downturn, Li said it should strengthen international communication and promote China's brand names effectively and professionally.     The Beijing International Book Fair, initiated in 1986, is one of the world's four largest book fairs. This year, the five-day fair has attracted 1,800 publishing houses from nearly 60 countries and regions. BEIJING, Aug. 8 (Xinhua) -- China's ChangAn Auto Co., Ltd., a leading domestic auto maker, announced Saturday that its sales volume rose more than 82 percent year on year last month.     The Chongqing-based company sold 107,863 units of vehicles in July, up 82.4 percent year on year, it said in a statement to the Shenzhen Stock Exchange.     The company produced 118,037 units of vehicles in July, up 64.9 percent year on year.     The Shenzhen-listed firm's shares had fallen 5.24 percent to 10.31 yuan a share Friday before the release of the report.

NEW YORK, Aug. 31 (Xinhua) -- Oil prices plummeted to below 70 U.S. dollars a barrel on Monday as investors were rattled by the sharp decline in China's equities market.     Light, sweet crude for October delivery lost 2.78 dollars, or 3.8 percent, to settle at 69.96 dollars a barrel on the New York Mercantile Exchange. The contract fell to the intraday low of 69.13 dollars a barrel. Global stock markets dropped broadly after China's Shanghai Composite Index dived almost 7 percent, spurring concerns about the pace of world economic recovery.     Oil prices have found support from optimism that a potential turnaround in the economy could boost flagging fuel consumption, which sent the futures up to a fresh ten-month high of 75 dollars a barrel. However, oil failed to break the 75-dollar psychological barrier and fell back to around 70 dollars a barrel as investors were worried that the market might have gotten too far ahead of the economy.     In London, Brent Crude for October delivery tumbled 3.52 dollars, or 4.8 percent, to 69.27 dollars a barrel on the ICE Futures exchange.
