SAN DIEGO (KGTV) - A brother and sister who own two Rancho Bernardo nail salons were arraigned Thursday on federal charges they were part of a forced labor conspiracy. Cindy Mydung Luu and Jason Luu lured their second cousin from Vietnam to San Diego in 2014 to work long hours in their salons, Eden Nails Lounge & Spa and Majestic Nail Salon, prosecutors said. The woman arrived on a student visa and attended Grossmont College, but applied for a spouse visa after marrying Jason Luu in 2016. Prosecutors said the siblings “engaged in a scheme intended to cause the victim to believe she would suffer financial and reputational harm if she did not continue working.” The siblings own Eden Nails Lounge & Spa and Majestic Nail Salon in Rancho Bernardo.“We are very grateful that this matter came to the attention of the Human Trafficking Task Force upon the suggestion and support of two caring and vigilant nail salon customers who had befriended the victim,” said U.S. Attorney Robert Brewer. “With their assistance, Task Force officers were able to assist the victim immediately and to investigate these alleged crimes.” The U.S. Department of Labor’s Wage and Hour Division also investigated the defendants’ nail salon for minimum wage and overtime violations, according to prosecutors.The Luu’s were arrested at their home in Tierrasanta Thursday morning. SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066

SAN DIEGO (KGTV and CNS) -- For the second straight day, San Diego County has recorded over 400 new COVID-19 cases, health officials announced Saturday.The county is reporting 436 new cases Saturday, bringing the total to 12,837.Officials also reported only six communities outbreaks were identified in the past week which falls beneath the county's community outbreak trigger of seven in seven days.The number of recoveries reached 8,954, while the number of deaths increased by two raising the total to 360 for San Diego County.The deaths reported Saturday were of a woman and a man who died June 25 and their ages were in the early 70s and 80s, officials said. The man who died did not have underlying health conditions.Saturday marked the sixth time in seven days that health authorities reported more than 300 new COVID-19 cases. SAN DIEGO (KGTV) -- A frustrating mystery is plaguing commuters in Carmel Valley.A seemingly perfectly good brand new lane meant to ease traffic to the 56 has been coned off for months. The project adds a third lane on southbound Camino del Sur from around Highland Village place to Highway 56. Greg Agius, who commutes that way, says it's been coned off for months. A city staffer told him it would be complete by the end of August, but on Monday it was still inaccessible to drivers. RELATED: San Diego road repairs are ahead of scheduleAgius, who also bikes in the area, said it is making for a tight merge that has led to near fender benders. "It's backing up my commute," he said. "I've actually over the last three to four months had maybe half a dozen close calls."The lane is meant to lighten the congestion in Carmel Valley, which is getting increasingly congested as more housing is built. Developer Lennar hired contractor MGI to add the lane as part of its approval for area housing projects. RELATED: San Diego projects receive funding due to controversial gas tax"This is the one that baffles me the most because it's more dangerous what they've done with the cones than if the cones weren't here," Agius said. The problem rests with the traffic light at the intersection. It doesn't stretch far enough over to be visible to all cars in the new lane. Caltrans Spokesman Ed Cartagena gave an example of cars next to a semi-truck.They wouldn't be able to see the traffic light if not in front of them. Cartagena said it needs to be extended before anyone can benefit from the new asphalt. He also noted recent other work on the lane, above and below ground, including removal of an electric box ten inches above ground.  Either way, Cartagena said the new light should be installed by the end of the week, clearing the way for the lane to open. A city spokesman said the contractor had delays in obtaining the signal pole and mast-arm for the traffic light. SAN DIEGO (KGTV) -- A group of ladies in the North County are part of a nonprofit group that has focused on philanthropic projects for 20 years. Since April, however, six of the women in the group have been on a new mission. "We all go in separate cars and are in a horseshoe line, and someone will ring the doorbell. When the person answers then we're in good shape to sing, ask them how they're doing and tell them we love them and care about them."The group, who call themselves Masquerade Brigade, sing to those who are elderly and vulnerable to COVID-19 on their birthdays. "Just the human connection means a lot to them and it makes them feel like they're not forgotten," said Sophia Bouvier, a member of the singing group.The individuals they sing to are people who they volunteered with before we entered a COVID world."They've texted us after, 'I've been visited by the Masquerade Brigade. You can't believe how uplifting it is to see their faces and listen to their smiles as they sing,'" described Bouvier.Their gift of singing, small gifts, and presence isn't something you can put a price tag on they said, "Kindness is free and it takes so little to make a big difference."The group is out singing every Tuesday at 2:30 p.m., and have visited over 25 people since April. "You can just tell how much this chant has meant to them, it's really beautiful." 1374
