RIVERSIDE, Calif. (KGTV) -- One of the California Highway Patrol officers wounded during a shootout in Riverside Monday evening died and two others remain hospitalized Tuesday, according to the CHP.According to Riverside authorities, the shooting happened around 5:35 p.m. on the 215 Freeway near Box Springs Boulevard and Eastridge Avenue. CHP officer Andre Moye stopped the suspect driving a GMC pickup truck and then decided to impound the vehicle, officials said.RELATED: Cellphone video captures deadly officer-involved shooting in RiversideAs he was calling for a tow truck and filling out paperwork, the suspect entered the truck, grabbed a rifle and fired it at the officer, police say. Officer Moye was able to broadcast an "officer needs assistance" call.Of the first three officers on scene, two of them were immediately engaged, both of them were struck during a gun fire exchange, authorities said.One of them received major injuries to his leg and was taken to the hospital in critical condition. By Tuesday afternoon, “he was conscious and talking, in good spirits," said CHP Inland Chief Bill Dance.The other CHP officer received minor injuries to his leg.The suspect was killed in a shootout with a fourth CHP officer.Officer Moye was transported to Riverside County Medical Center in Moreno Valley and was pronounced dead, authorities said.“This incident shows just how dangerous the job of the California Highway Patrol and law enforcement is in general," said Dance.A "large contingent of security" was established at the hospital out of an "abundance of caution," said Riverside County Sheriff Chad Bianco.Tuesday, investigators continued the lengthy task of looking for evidence on the side of the 215 freeway."It was a long and horrific gun battle," said Riverside Police Chief Sergio Diaz. "And it resulted in a very extensive crime scene."In addition to the three CHP officers who were shot, police said a witness may have also been hit with something, but it doesn't appear to be gunfire. Video from the scene shows bullet holes in the front windshields of two CHP cars. (AP) — Prosecutors have filed eight new charges against a Perris father accused of shackling and starving some of his 13 children, alleging that he lied on government forms about their schooling.The Riverside County district attorney's office said Friday that David Turpin was charged with eight felony counts of perjury related to paperwork he filed yearly with the California Department of Education certifying his children were receiving a fulltime education in a private day school.John Hall, a spokesman for the district attorney's office, said one charge was filed for each year the paperwork was completed from 2010 to 2017.Turpin and his wife Louise previously pleaded not guilty to torture, child abuse and other charges in a case that has drawn international attention since the couple's 17-year-old daughter escaped the family's Perris, California, home in January and called 911.Authorities said evidence of starvation was obvious, with the oldest sibling weighing only 82 pounds, and the children were shackled as punishment, denied food and toys and allowed to do little except write in journals.Turpin, who appeared in court briefly Friday wearing a sage green button down shirt and yellow tie, didn't enter a plea to the new charges during a brief hearing in Riverside. His attorney declined to comment after the hearing.The couple, who are each being held on million in bail, is due back in court May 18 and has a preliminary hearing scheduled for June 20.State records show Turpin listed the family's home address in Perris, California, as the site of a private day school.The children, who were removed from the home and initially hospitalized, ranged in age from 2 to 29. 1721

Robert Davis, 70, faces criminal charges after he was caught in South Florida allegedly using a device that concealed his license plate while driving past toll stations, WPLG-TV reported. For the last 18 months, social media users have been posting videos of a Chrysler van driving past toll stations with a concealed license plate. Until last week, Florida Highway Patrol was unable to find the van. But on Saturday, an off-duty Florida Highway Patrol officer finally spotted the van near Homestead, Fla. "I kind of realized that is the guy and I had to call it in," Lieutenant Alejandro Camacho told WPLG. "And then troopers came and stopped him and made an arrest. "Florida Highway Patrol officials allege that Davis used a remote control that drops a cover over the license plate to conceal the license plate. It is unclear how many times Davis allegedly used the device. Davis was arrested on charges of organized fraud, cheating and petty theft, WPLG said.  1006

(AP) — A group of Democratic California lawmakers called Monday for the state to invest 0 billion to drastically reduce its carbon emissions and reliance on fossil fuels by 2030.A resolution proposed by Democratic Sen. Henry Stern would set the non-binding goal and also declare a climate emergency, citing recent devastating wildfires and the impacts of air pollution on child asthma. It comes as Democrats in Congress advocate for the passage of the Green New Deal, a massive investment in rebuilding the nation's infrastructure and workforce to fight climate change."We have to live in California, hopefully for the rest of our lives, and hopefully in a way that doesn't burn down our homes, that doesn't make our kids sick (and) allows us to get to work without losing our minds in traffic," Stern said on the steps of the state Capitol with students from eight different University of California schools behind him.The 0 billion would be spent over 12 years and come from existing pots of money, including the state's carbon emissions auction program and a gas tax increase to fund transportation projects. The resolution would say all of that money should be spent toward projects that reduce, sequester or remove greenhouse gas emissions.While Stern's resolution would not be binding, Democratic state Assemblyman Todd Gloria has introduced legislation to eliminate greenhouse gas emissions by 2030. The state's current goal is eliminating fossil fuel use for electricity by 2045 and to achieve carbon neutrality by that year, meaning the state takes as much carbon out of the atmosphere as it puts in.The goals are aggressive and ambitious even for California, a state viewed as a global leader on confronting climate change. The 2045 clean energy goal passed the 80-member state Assembly last year by just four votes, with some Democrats voting against it.Gloria's proposal would require an "immediate phase out of fossil fuels.""The emergency facing our state, our nation, our world is climate change, and don't let anybody tell you anything different," Gloria said.Stern's proposal, meanwhile, would call for the elimination of fossil fuels in the energy sector by 2030. He does not propose eliminating fossil fuel use in transportation, but drastically diminishing it. 2313
