(KGTV) -- Local cannabis shops are sounding the alarm, saying higher state tax rates set to take effect next year will drive more customers to the black market.Starting January 1, the state will change the way it calculates the excise tax on all marijuana products, effectively raising the rate by 12.5 percent. The state will also adjust a fee charged to growers by the rate of inflation, raising it to .65 per ounce of flower from .25 per ounce.Marijuana is also subject to sales tax and local taxes, which at the Reserve dispensary in La Mesa is an extra 8.5 percent and 4 percent respectively.RELATED: Exclusive: Police raid illegal Chula Vista pot shop, as prosecution efforts ramp up“What we have here is a clean, safe product, but those extra taxes push people away because they don’t want to spend the extra money,” said Reserve budtender Owen Horsman. “And when that happens, they go and find their product at an unlicensed or illegal spot.”Industry analysts estimate the illegal market still overshadows California’s legal industry, capturing dollars for every spent at a licensed shop.Reserve owner Gregg Holda said the higher taxes will only widen the price gap between the two markets, and further incentivize customers to buy unlicensed cannabis products, which may be counterfeit or untested.“Unfortunately you could be consuming pesticides, molds, stuff that’s really bad,” he said.RELATED: 6 arrested at Chula Vista pot dispensaryIn a statement, the California Department of Tax and Fee Administration said the changes were required by the language of Proposition 64. The agency said it analyzed thousands of transactions and determined the state excise tax wasn’t capturing 15 percent of gross receipts of all cannabis sales, as the law requires. The CDTFA is required to analyze cannabis transactions and set the tax rate every six months. The agency said the changes are designed to capture the appropriate amount of tax revenue that voters approved.The explanation has not reassured marijuana industry leaders.“We believe that the CDTFA’s decision to increase tax burdens on compliant operators is counter to developing a safe industry,” said the California Cannabis Industry in a statement. 2246

LA JOLLA, Calif. (KGTV) - One of the most elite schools in San Diego has finished investigating accusations of decades of sexual abuse. Investigative reporter Jennifer Kastner broke the story last July when several former students at The Bishop's School came forward about former school employees. The numbers have since doubled. The current tuition at the prestigious private high school is more than ,000 per year. It's been ten months since we reported on how the school was dealing with claims of abuse that spanned three decades. In a transparent move last year, the The Bishop’s School revealed that seven members of its alumni had come forward and described fifteen separate instances of misconduct. It is now over and the numbers are up. The school report’s, “To date, 14 alumni have come forward to report incidents of sexual misconduct.” The school also reports, "Ten different perpetrators were identified as having engaged in sexual misconduct that would potentially constitute a crime at the time of occurrence." None of the accused are apparently still with the school and at least two are reportedly dead. The school reports that most of the cases were from the 1970s and 1980s. There were no reported cases within the last 20 years.The school declined an interview with 10News, but in a new letter to alumni, it reaffirms its commitment to student safety and apologies to everyone who was affected.The school has turned over ten cases to the San Diego Police Department and says it will notify the community if charges are filed against any of its former school employees. 1894

LEIMERT PARK (CNS) - A 5-year-old boy was killed Wednesday when he apparently found a gun that went off in his hands inside a Leimert Park home. Los Angeles police responded at 1:15 p.m. to reports of a shooting in the home in the 2000 block of Van Ness Avenue, and the child was found inside. ``Initially it appears to be a self-inflicted'' gunshot, an LAPD official told City News Service. RELATED: San Diego gun law: New ordinance requiring safe storage or trigger lock for firearms takes effectNBC4 reported from the scene that the child and three siblings were inside the home with a woman, believed to be the boy's adoptive mother, when the shooting occurred. No other injuries were reported. LAPD Cmdr. Alfred Labrada told the station there does not appear to be any evidence of the bullet being fired into the home from the outside. ``We don't have any reason to believe there's any danger to the surrounding community,'' he said. ``We don't have any information there is a round that was fired into the residence at this point. We are looking at that as a possibility, but we don't see that as having occurred at this residence.'' LA MESA, Calif. (KGTV) -- A La Mesa woman is recovering after she says she was attacked during the protest on Saturday night. Eleyna Bedolla said she was not protesting and she is not sure if the man that attacked her was a protester. Bedolla told 10News she heard commotion in her neighborhood so she went for a walk to check out what was happening. When she noticed the demonstration, she said she started to make her way back home along Palm Avenue. That's when a man approached her with a baseball bat and asked her, "Who the hell do you think you are?"Bedolla said she told the man she was trying to get home, but she said he grabbed her and threw her into the street, hitting her with a bat in the leg. He also tried to hit her head, but Bedolla said she was able to protect herself with her hand. She suffered a broken hand and large bruising on her legs. According to Bedolla, La Mesa police were nearby and officers were able to arrest the man. She wants others to be careful when deciding to go out and protest. 10News reached out to the La Mesa Police Department to ask about the arrest, but so far have not heard back. 1139
