SAN DIEGO (KGTV) - Cathedral Catholic High School students took part in a protest Tuesday against a ban on skirts as uniform options for girls. Officials at the Carmel Valley school changed the dress code Friday for the 2019-2020 school year. CCHS said it would ban the uniform skirts, citing multiple detentions based on enforcement. Female students will have the option to wear pants, capri pants, or Bermuda shorts, the school said. “By removing the option for girls to wear skirts at a Catholic school not only demeans me as a female, but makes me wonder if we are moving towards a gender neutral society. I believe this is sexist, patriarchal and sexualizes the female students unnecessarily,” said freshman student Rachel Donaldson. They are there to educate and guide- this is a simple task,” wrote Donaldson. A student created a petition on Change.org to keep skirts as part of the uniform option. By Tuesday afternoon, about 3,000 people had signed online. “It’s not practical to make girls go out and buy new uniforms when they’ve already paid hundreds for the ones they currently wear, our parents are already investing enough money on our education,” said commenter Mia M. on the Change.org petition. “Females should be able to choose what they feel comfortable in and not have their sense of elegance and femininity taken away from them. SAN DIEGO (KGTV) — Authorities are looking for an inmate who walked away from a San Diego rehabilitation facility.Steven Vargas, 53, was last seen at 10 a.m. Tuesday after leaving the San Diego's Male Community Reentry Program, according to the California Department of Corrections and Rehabilitation. Vargas had been given permission to leave the facility but didn't return when required.The facility allows eligible offenders with one year left to serve to do so in re-entry centers, providing them with rehabilitation services that assist them with substance use disorders, mental health care, employment, education, housing, and more. Officials said they were alerted that Vargas' electronic monitoring device had been tampered with just before noon Tuesday.Vargas was sentenced to four years in prison on May 6, 2019 for vehicle theft with prior vehicle related theft convictions and grand theft of a firearm. He was scheduled to be released on parole in June.Vargas is described as a Hispanic male, 6-feet tall, and weighs about 192 pounds. He was last seen wearing faded black jeans, black shoes, a blue shirt, and a charcoal grey sweater. SAN DIEGO (KGTV) — California Highway Patrol investigators are correcting their initial findings of a fatal wrong-way crash on Interstate 5 in February.In March, CHP said 35-year-old Justin Callahan was at fault for the fatal collision on the northbound I-5 transition ramp to westbound I-8 on Feb. 26 just before 2 a.m.Investigators had believed Callahan, driving in a Volkswagen Jetta, was traveling eastbound in the westbound I-8 lanes when he collided with a Toyota Camry on the transition ramp — a finding Callahan's family had contested.RELATED: Family disputes CHP's details of I-5 wrong-way crashCallahan died at the scene while two female occupants inside the Toyota suffered major injuries.Friday, CHP said they've now concluded the Toyota was traveling in the wrong direction when it collided with Callahan's vehicle on the ramp.Investigators also said the driver of the Toyota, 22-year-old Lauren Freeman, was found to be under the influence at the time of the crash.Freeman turned herself into San Diego Superior Court Friday. SAN DIEGO (KGTV) — As a way to celebrate military members and their families this weekend, San Diego County Animal Services will waive adoption fees.From May 24 to 26, the department will take part in the Animals for Armed Forces adoption event to offer the free adoptions for cats, dogs, and rabbits. SAN DIEGO (KGTV) — As counties across the state are able to reopen, some are seeing COVID-19 case numbers bounce back up.There's concern from business owners that the state's current approach to restrictions could put them in a constant state opening and closing. Forty miles east of San Diego is the small community of Descanso."I was born and raised in Descanso," said Melanie Schlumpberger.Staying true to her roots, Descanso is where Schlumpberger opened her small business, Americutz Salon."It was going great," Schlumpberger said. "I was super busy getting new clients all the time."Then came COVID-19 and the stay at home order."It was very hard not knowing how long we were going to be closed down for," she said.Schlumpberger said savings got her through until she could reopen, but that ended up being short-lived. Cases in San Diego County spiked, and a few weeks later, her doors closed again.She said after being closed for another six weeks, she could reopen under the new state's guidelines."It was really exciting when we got to open back up," said Schlumpberger.Then college started, some county metrics spiked, and business could once again be impacted."I don't want to close down again cause it's so hard," she said. "I don't want to lose all the stuff that I've worked for."Schlumpberger said her operation is safe, and there have been very few cases of COVID-19 in Descanso and the surrounding areas.According to the County of San Diego's COVID-19 dashboard cases by residence, San Diego has more than 19,000 confirmed cases. The county's data show Descanso has 12."If the county numbers go up, unfortunately, the businesses countywide have to adjust," said San Diego County Supervisor Jim Desmond.He says you can look at any county across the state and find a similar issue. Desmond says instead of ping-ponging people's lives, some decisions should be made at the local level."If a business is able to operate safely and follow all the safety protocols and we can enforce those safety protocols, then they should be able to open," he said.Reporter Adam Racusin asked California's Health and Human Services Agency Secretary Dr. Mark Ghaly if there should be a different approach for areas in counties not as impacted by COVID-19."Something we've long considered," Ghaly said. "You know we work very closely at the countywide level. We have throughout this entire response had many counties step forward and highlight exactly what your statement highlighted that we have differential levels of transmission throughout the different parts of the county. We continue to work with the county to figure out where those trends, especially those upward trends, where we might intervene, but certainly our approach has been county by county, countywide. We look forward to continuing to work with the San Diego leadership both on the health and the elected side to make sure that we do make the right decisions for that county broadly speaking, and we'll be looking forward to the upcoming week and those conversations."Ghaly said the state does empathize with the concern of the business owners and the idea of opening up just a few weeks ago to close back down.Schlumpberger is worried if her businesses is impacted again, it might not survive."I've put so much money and time into building my business and to just lose it because they keep closing us down again is not fair," she said.San Diego officials formally asked the governor to not include SDSU case numbers in the county’s overall total, however during a press conference Wednesday, Gov.
