SAN DIEGO (KGTV)- Monday morning Escondido Police provided extra police patrols at a local mosque that was targeted on Sunday.Police say the Dar-ul-Arqam Mosque on 6th Avenue was set on fire by an arsonist that has yet to be identified.Worshipers inside the mosque noticed the flames around 3 a.m. on Sunday and were able to put them out before the fire could spread.Lt. Chris Lick with the Escondido Police Department said once police and arson investigators arrived, they determined that the fire was set intentionally. They also found a note left by the suspect.“Graffiti left behind by the suspect made reference to the shooting incident in New Zealand,” said Lt. Lick.The San Diego Police Department has also stepped up patrols at mosques across the city in response the incident in Escondido.San Diego's Anti-Defamation League issued a statement in support of the mosque and worshippers.“This attack appears to be meant to send a signal to the Muslim community” said ADL Regional Director Tammy Gillies. “Sadly, this type of behavior is consistent with the growth in hate crimes, rise in attacks on Muslims, and the surge in anti-Muslim bigotry that we have seen in our country and around the world.”A crowdfunding campaign was launched to help raise money to provide repairs and proper security at the mosque in Escondido.The campaign has received support from people across the country. SAN DIEGO (KGTV)— In the wake of two serious e-scooter accidents over the weekend, San Diego city leaders are working to update e-scooter regulations. While the scooters are off-limits on all city sidewalks, they are allowed on beach boardwalks. While some believe they are instrumental in freeing up car traffic and parking, others believe scooters just bring the congestion straight onto the boardwalks.Chase McKenna enjoys riding e-scooters at Pacific Beach. He says it is the best way to enjoy the boardwalk."Cruise around the strip right here and that's fun,” McKenna said. “They're convenient because down here, they're everywhere."But what is fun and convenient for McKenna, is a total nightmare for Paul Thackery."PB's great. The scooters are out of control,” Thackery said. He says some areas along the boardwalk are beginning to look like a scooter graveyard. He has also been hit by several intoxicated scooterists in the last several months. "I can't stand them. I ride my bike down here every day, and scooters are in the way, it's dangerous,” Thackery said. “I think they should get rid of them all together. "This weekend alone, at least two e-scooterists in San Diego were sent to the hospital for severe injuries. San Diego Police said a 39-year-old man fell off a scooter just before 10 pm Saturday in Mission Beach. He suffered life-threatening head injuries. Then at 12:30 am Sunday, just a mile away, a 62-year-old man lost control of his scooter, and crashed into a sidewalk. He suffered a neck fracture and facial abrasions.Since February 2018, two people in San Diego County have even died in scooter crashes. The city of San Diego is now defending against four e-scooter lawsuits that claim the city needed to enforce stronger regulations to prevent collisions and accidents.But in a crowded place like a boardwalk, McKenna says scooters are not the only issue."A person on their bicycle can be just as inconsiderate,” McKenna said. That is why McKenna says it is vital that each rider regulates themselves. We met Tracy Grimmett, a visitor from Modesto, doing a few practice laps before taking off for the first time. “Yes, without running into all the people around here. Yes, trying!” she laughed. She hopes to have fun while being considerate, as they share the busy boardwalk with thousands of weekenders."Be courteous around people, go slow,” McKenna said. “If there's a lot of people, you have to slow down, and you have to give other people the right of way."The city of San Diego is now considering making companies install “geo-fencing” on the scooters. SAN DIEGO (KGVT) - For many students across California, school is either back in session or will start soon in a virtual setting.With uncertainty about what the school year will look like for all children, the parents of students identified as needing special education services are raising serious concerns about their child’s access to necessary supports and resources."Right now, school is virtual," said Sally Sachrison. "It’s been quite a challenge".Sachrison's 12-year-old son just started the 7th grade. That's an achievement, but the emotions she's feeling are not the typical excitement of going back to school."It's just overwhelming because distance learning doesn't always work for everybody, and I feel like they have abandoned our kids that really the special services," Sachrison said.Her son has Down syndrome and is autistic. His unique needs can’t be met over a computer, Sachrison said.“The conflict is that my son needs like a special education teacher, he needs a speech pathologist, he needs an occupational therapist, and these are specialized, trained professionals," she explained.Sachrison said she’s already noticed her child regressing just since schools moved to remote learning in mid-March to prevent the spread of COVID-19. By May, he was slurring his speech and having trouble with other tasks, she described.Regression and lack of services are a concern heard by attorney's and advocates from parents across the state."How do you take a parent and say hey we're going to train you to do occupational therapy even though you're not licensed to do it?” said Nicole Shelton, the executive director of Advocacy Associates Inc. "You don't have that background and still have that done virtually."Advocacy Associates Inc. is an origination that helps families of students with specials needs get the services to which they are entitled by law.In California, once a child is found eligible for special education, the family will participate in the process by attending an individualized education program or IEP.It's both a process and a written document.Shelton explained the IEP team, which includes representatives from the school and district, meets once every three years to conduct an assessment to ensure the student still qualifies. The team must also meet annually to review progress on goals, create new goals, and see what accommodations the student needs.She said parents are concerned that won't happen."I think it's important for parents to be requesting IEP meetings right now," Shelton said.There are also concerns about services not being provided and compensating students if they've regressed because they weren't provided with appropriate services and support."I think parents absolutely need the first step to be asking for that emergency IEP," she said. "We need to talk about services, and we need to talk about accommodation."In Sachrison's case, the district told 10News, "Providing equitable educational experiences to all students including students with disabilities is a key priority for us and we want the service you receive to reflect that principle. Due to the current school closure emergency that prevents in-person instruction, student Individualized Education Plans will be implemented through distance learning to the greatest extent practical via online resources and other means. The IEP will be provided by means of ‘distance learning’, as determined by your child's teachers, in light of the emergency circumstances."A district spokesperson explained, “‘Distance learning’ means instruction in which the pupil and instructor are in different locations. ‘Distance learning’ may include, but is not limited to, all of the following: (1) Interaction, instruction, and check-ins between teachers and pupils through the use of a computer or communications technology. (2) Video or audio instruction in which the primary mode of communication between the pupil and certificated employee is online interaction, instructional television, video, tele-courses, or other instruction that relies on computer or communications technology. (3) The use of print materials incorporating assignments that are the subject of written or oral feedback. This applies to the special education and related services in the IEP to the greatest extent possible in light of the emergency circumstances. Under current public health and CDE guidelines we cannot provide services either at the school, or in person, for more than 10 days due to the qualifying state of emergency. The parent will be notified as to the specific means by which the student's IEP will be provided, given the emergency circumstances present at that time. The IEP will be provided by alternative means as necessitated during the period of emergency conditions only."The district said IEP meetings are being scheduled to take place virtually and it is dependent upon the IEP team to determine whether new goals will be developed on an individual basis.When asked how the district plans to handle learning regression from the spring and forward and whether the state has provided any guidance a spokesperson explained, "When ‘regular’ school hours resume there will certainly be a need to discuss each students' services since distance learning falls short of providing optimal outcomes. At that time students with disabilities, in addition to ALL students in the general education setting, will have to undergo some form of instructional/educational recuperation. Our district is currently considering multiple options to meet this need."A spokesperson for the California Department of Education said students who are receiving special education services through their school district have an IEP and the services and/or accommodations they receive are listed in that IEP."The federal government has not waived the federal requirements under the Individuals with Disabilities Education Act (IDEA) and local educational agencies (LEA) should adhere to IDEA requirements. In the upcoming school year, local educational agencies in consultation with their local health agency may offer in-person instruction, distance learning, or a combination of both. (KGTV) - An open letter to the World Health Organization titled “It is Time to Address Airborne Transmission of COVID-19” is signed by 239 scientists from 32 different countries and highlights the importance of acknowledging and protecting the public against the possibility that coronavirus can be spread through the air. One San Diego scientist who signed is from the UCSD Scripps Institution of Oceanography, Doctor Kim Prather.The idea shared is that COVID-19 can be spread from aerosols, which are particles that float in the air rather than dropping to the ground like a droplet. An infected person breathes out aerosols that are suspended in the air, then another person walks through that air and breathes it in.It’s no secret that heath officials have discussed the importance of good airflow to stop the spread, but this paper says leaders like the WHO are not recognizing the possibility that it is airborne and the “lack of clear recommendations on the control measures against the airborne virus will have significant consequences: people may think that they are fully protected by adhering to the current recommendations, but in fact, additional airborne interventions are needed for further reduction of infection risk.”Researchers say wearing masks and social distancing are important steps to stopping the spread, but want to also emphasize that other steps need to be taken to stop the spread through the air. SAN DIEGO (KGTV)—This May, 10News is celebrating Asian Pacific American Heritage Month by featuring several stories of the Asian-Pacific-Islander experience in San Diego.During World War II, nearly 120,000 Japanese and Japanese Americans living on the West Coast were forcibly removed from their homes and sent to desolate incarceration camps.One of those internment survivors lives in La Jolla today. She shared her story about a beloved city librarian who gave her hope, while she lived behind bars.It was a different time. No computers. No internet. Just the Dewey Decimal System. The San Diego Public Library was not a downtown skyscraper. At its helm was Miss Clara Estelle Breed. “She was here for 25 years,” Special Collections Librarian Rick Crawford said. “It’s the longest tenure for a librarian we’ve had here as a Head Librarian.”Crawford remembers a woman with a lifelong love of literature. She was instrumental in modernizing the city’s multiple branch system, he said. But perhaps her greatest legacy was borne from conflict. On December 7, 1941, Imperial Japanese planes attacked Pearl Harbor. The bombings and suicide attacks destroyed hundreds of American military ships and aircraft and killed more than 2,400 people on Oahu Island. “Life changed for not only me but everyone,” Elizabeth Kikuchi Yamada remembered. She was a 12-year-old San Diegan when the attack took place in Hawaii.Suddenly, everyone who looked like Elizabeth was deemed the enemy. President Franklin Delano Roosevelt’s Executive Order 9066 forced anyone of Japanese ancestry, American citizens included, into incarceration camps. This was ordered in reaction to the Pearl Harbor attacks, with the intention of preventing espionage on American shores. “I was fearful,” Kikuchi said. The Kikuchi’s had one week to pack and report to Santa Fe Station in Downtown San Diego. There, the 12-year-old saw a familiar face.“Clara had given everyone postcards saying, ‘write to me,’” Kikuchi remembered. Breed was passing out hundreds of pre-stamped postcards and letter sets to children at the station, pleading with them to stay in touch.During this time, Breed was San Diego’s Children’s Librarian. Many of her visitors were Japanese American children; kids she cared for deeply.“She really fought resistance from the local community and of course the national opinion,” Crawford said. “I think she was very concerned about their future.”So the correspondence began, first from the converted horse stables at the Santa Anita Assembly Center. This was where more than 18,000 Japanese and Japanese Americans were first sent while their more permanent internment camps were being built. “Dear Miss Breed,” Kikuchi read her imperfect cursive. “How are you getting along? Now that school is started, I suppose you’re busy at the library.”In return, Breed always sent books and little trinkets to the dozens of children who wrote to her. This continued, even after the San Diego group was transferred to Poston Internment Camp in Arizona. There, Clara became their lifeline to the outside world. “I took the book “House for Elizabeth,” and it kept me from being lonesome,” Kikuchi said. Lonesome, staring at the desolate Arizona landscape. But that book gave Elizabeth a sense of belonging. “It’s like she read my mind. She knew I needed a house,” Kikuchi said, hugging the book. She never threw it away.Three years later, the war ended, and the Japanese Americans were released from the incarceration camps. In the following decades, Elizabeth and Clara Breed remained close friends. Before her death in 1994, Clara gave Elizabeth all of her saved letters and trinkets. They have since been donated as artifacts to the Japanese American National Museum in Los Angeles, CA. Clara Breed was a lifelong Miss, who had no children of her own. But she touched the lives of many. They were the innocent Japanese American children who remember the brave woman who met wartime hysteria and xenophobia with love. This legacy, Kikuchi said, would live on forever. “Clara cared about helping young people know that there was freedom beyond imprisonment,” Kikuchi said. “Freedom of the mind to grow and freedom of the heart to deepen. She gave us all of that.”Years later, the FBI concluded that there was not a single instance of disloyalty or espionage committed by the nearly 120,000 Japanese and Japanese Americans imprisoned in the ten internment camps across mainland United States. In fact, around 33,000 Japanese Americans served in the American military during WWII, while their families remained imprisoned. The Japanese internment camps are considered one of the most egregious violations of American civil rights in the 20th century. President Ronald Reagan signed the Civil Liberties Act in 1988 to give a formal apology for the atrocities. This legislation offered each living internment survivor ,000 in compensation. 4909
