It was also a surprise in Kansas, as the Democratic state legislator who beat staunch Trump supporter Kris Kobach describes her win as, “a wave of common sense.”Perhaps two of the biggest gubernatorial wins went to the Republicans—in Florida and in Ohio, two swing states that could boost the odds for Republicans in 2020.But the governor’s race that gained some of the biggest attention was the governor’s race in Georgia, where Democrat Stacey Abrams trails Republican Secretary of State Brian Kemp.Votes won’t be certified until next week, but the margin is so thin right now that Abrams believes they'll be headed for an automatic runoff election.In Georgia, a runoff is triggered when neither candidate reaches 50 percent.  Abrams' campaign says that could happen once absentee ballots are factored in."We feel we owe a fight to voters, to all voters, to make sur every vote is counted," says Lauren Groh-Wargo, Abrams’ campaign manager.Despite Abrams refusing to concede, Kemp sounded confident in his early morning speech, saying, “There are votes left to count, but we have a very strong lead. CARLSBAD, Calif. (KGTV) - A new law, passed unanimously by the Carlsbad City Council, will allow any place with a license to serve food and alcohol to also host live entertainment.Previously, only places that served primarily food were allowed to have live music or shows."What we’re looking at is more of the solo artist, the pianist, more of the acoustic music that we’re seeing a trend in the rise all over," says City Village Manager Claudia Huerta.The city hadn't updated its live entertainment rules since 2017. Huerta says business owners had requested the change to keep pace with other similar coastal cities. Now, they can apply for a permit to have live entertainment, including music, DJs or other performers like hypnotists and comedians."The village is a special place," says Zac Markham, who owns Humble Olive Oils on State Street. "I really think this will raise bar of the village and make it a place to be for Carlsbad and all of our county."Not everyone is excited about the change. Some neighbors worry that more music will lead to more people and more problems, especially late at night."The whole purpose of that is to get more business, right? I understand, that’s a valid business reason," says Carlsbad Barrio resident Simon Angel. "But is it appropriate for the communities that are going to be impacted by it? We already have people walking through at night. Sometimes they stop and relieve themselves or they get sick in people's front yards."Huerta says the city is working to make sure that doesn't happen. Every application for an entertainment permit will be reviewed by the police. And the City Council will revisit the program after 6 months to make sure it hasn't created any problems.The new ordinance goes into effect in April. However, Huerta says the Village still has to adapt its master plan before the change can take effect. That may not happen until the fall. 1911

CARLSBAD, California — A California says it lost thousands in a bank scam that started with a notice about fraudulent debit charges.Krystal, who did not want to share her last name, lives in Carlsbad with her husband and their dog, Otis. Her husband is in the Marines and was recently in dive school in Florida. During that time, he received a call from what they thought was a USAA representative.USAA is a financial institution that serves primarily military families.“They told him there were fraudulent charges on his debit card and if they weren’t from him, that they’ll cancel the card and give him a new one and it will be sent to him,” Krystal said.She said it was from a USAA phone number.“They sent him a code through via text and had him repeat it,” Krystal said. “You could tell it was from USAA because there are previous text messages from USAA from other times they sent us the code,” Krystal said.Krystal said the caller said they needed to give her husband a new pin number and asked for the current one. In hindsight, it was a red flag, but at the time, he was busy evacuating from Hurricane Michael. The call sounded legitimate, even using the same song USAA uses when her husband was put on hold.“They had his debit card number. They mentioned me as a second account holder,” Krystal said.Before they knew it, their checking account was drained of more than ,800.“[I was] very angry, very heartbroken. Panicking,” Krystal said.Stephen Cobb with cybersecurity firm ESET said technology to make phone numbers look like a different one is increasingly used by crooks."A phone today is just a computer endpoint on a network and as such, its identity can be spoofed,” Cobb said.Krystal’s fraud claim was first denied by USAA, but she kept calling the bank, determined to get answers.“I finally got a hold of somebody in the financial crime department. She was very apologetic [and] said this isn’t the first time she’s heard of this today,” Krystal said.Krystal said she found her debit card was used in multiple transactions on the East Coast. The scammer has not been found.She was finally able to get a refund but has since switched banks. Now if she gets a call from a financial institution, she asks for a call back number to make sure it is real.“It makes me really angry and really sick. I feel really sick to my stomach about it. It makes me think of people that are veterans. What if their money was taken away?” Krystal said.On its website, USAA said this cybercriminal activity is on the rise. It reminds customers that it will never ask for any personal login information. 2609

CHERRY VALLEY, Calif. (KGTV) -- The Apple Fire in Riverside County has almost doubled in the last day. As of 5:00 p.m. Sunday, it has grown to 20,516 acres, with 0% containment. Mandatory evacuations are in place for more than 7,000 people. Authorities believe this may have been caused by arson.This weekend, multiple San Diego fire agencies are helping fight the Apple Fire. Experts say our local agencies are equipped to support the fight in Riverside and any incidents at home.The conditions are almost too perfect for the raging Apple Fire."Fuel, weather, and topography - All three of those things come together in that part of the state," CAL FIRE San Diego Fire Captain, Issac Sanchez said.The Apple Fire is burning just north of the city of Beaumont in Riverside County. Sanchez says the flames are relentless, and crews on the ground need all the help they can get."Any agency, regardless of their size, cannot handle anything of this nature, in size and complexity," Sanchez said.Overnight, the fire erupted into the San Bernadino National Forest, which officially made it a federal incident. But multiple local crews from San Diego County are now at ground zero to help."It's not just a CAL FIRE show. It's not just a US Forest Service show," Sanchez said. "Everybody is on deck. Everybody is contributing. Everybody is engaged right now."Some of the local crews assisting in Riverside County include San Diego Fire-Rescue, Poway Fire Department, Coronado Fire Department, and the North County Fire District.Early Sunday afternoon, maintenance crews were doing final checks for CAL FIRE San Diego's air fleet, stationed at the Ramona Airport. These are valuable assets on stand-by to help attack the flames from above.ABC 10News learned that just before 3 pm Sunday, one of CAL FIRE San Diego's small tactical planes out of Ramona were dispatched for emergency assistance. It is now guiding large air tankers above the Apple Fire.But with so many local resources being taken out of the mix, many wonder if we are prepared if something like the Apple Fire erupts now in San Diego county."We never will give more than what we can afford to give," Sanchez answered.Sanchez says allocating resources is carefully calculated.
