View this post on Instagram This honestly hurts my heart to have to post this right now, but I’m just requesting prayers and positive energy for my young guy! @RyanBowersOB has to be one of the most talented and gifted youngsters I’ve ever met but more importantly one of the most resilient and strong spirits I’ve personally witnessed. He had such a troubled and haunted journey when I first signed him that I wasn’t aware of because he did it all with a smile. One of the nicest and sincere kids you could ever meet. About 5 years ago I created a alternative rap group for him and @Kehlani along with a few other talented young artist called “PWD”. They were all so dope that I invested hundreds of thousands of dollars in them. They had amazing songs with @E40 @losangelesconfidential @djpremier and more. They toured with @therealtechn9ne and even performed on Wildnout, at SXSW and other festivals. And Bowers was the energy of the group, a writer, rapper, singer, skateboarder.??! The kid could do it all, but like most of us he had his own demons and darkness that he struggled with. We would often talk about God and Spirituality and he got to a place where it all was confusing for him and he couldn’t trust anyone. I told him I would always have his back and would be there for him so when I got the call today that he slit his throat and then immediately after the San Diego police shot him numerous times. My heart sunk. Through the grace of the Most High Ryan Bowers is still here with us, but he needs your prayers and positive energy. I promise you if my guy pulls through I will make the world know him and appreciate his amazing journey and gifts!! I love you my dude! I know you are going to pull through! ???? WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643

VISTA, Calif. (KGTV) -- California could become the first state in the nation to use recycled plastic as part of its roads and freeways.The state Senate unanimously passed SB 1238, which directs Caltrans to study the use of plastics in asphalt for construction, or repair of a state highway or road."There's no other state in the nation that has more paved roads in California," said Sen. Ben Hueso, who wrote the bill. "So, imagine if California developed the use for a product that it's abundant in … This would be a game changer. This would be a great way to reuse plastic.”That's especially important now, as China has stopped buying recycled materials from the U.S. Prior to 2018, California sent 2/3 of its recyclable materials to China, which has since banned all plastic trash imports.Now, instead of going into the landfill, it could go into California’s roads."It would help create jobs in our state. It would help a local contractor that we have in our county, it would help improve the sturdiness of our roads and reduce the maintenance of our roads," said Hueso.Hueso said he got the idea from a group of students at Bonita Vista High School in Chula Vista. He met with their Progressive Club and Green Club, challenging them to find solutions.The students introduced Hueso to MacReber Southern California, a Vista company that takes plastic and prepares it to be used in asphalt."It makes too much sense not to do," said MacReber CEO Rebeca Sparks. "With this technology, we can truly offset our footprint, and not only offset it but be do more than that to be plastic positive."MacReber takes plastic out of the recycling and landfill chain, and then processes it. The company then sells the plastic to asphalt companies. They use the plastic mix instead of oil when making asphalt.MacReber said in addition to being more environmentally friendly, it also creates a stronger, sturdier road."It's going to look feel and move the same as a traditional asphalt," said MacReber President Chris Sparks. "But our product lends to a stronger, longer lasting asphalt road."Hueso said finding a use like this for all of the plastic waste produced in California is vital to the environment, especially now that China has stopped buying the state's plastic waste.The bill still has to get approval from the state Assembly, and then it would need the governor’s signature to become law.After that, Caltrans would be responsible for studying and implementing the idea. 2478

  

WASHINGTON — The course of President-elect Joe Biden's transition to power is dependent in part on an obscure declaration called “ascertainment.” The formal presidential transition doesn’t begin until the administrator of the federal General Services Administration ascertains the “apparent successful candidate” in the general election. Neither the Presidential Transition Act nor federal regulations specify how that determination should be made. That decision greenlights the entire federal government’s moves toward preparing for a handover of power. It includes millions of dollars in funding for the new team, office space, and makes administration officials available. The administrator of the GSA, Emily Murphy, was appointed by President Donald Trump. She has not given any indication on when she would start the process.The General Services Administration is a government agency that is in charge of federal buildings. The GSA’s leadership is supposed to act independently and in a nonpartisan manner, and at least some elements of the federal government already have begun implementing transition plans. Aviation officials, for instance, have restricted the airspace over Biden’s lakefront home in Wilmington, Delaware, while the Secret Service has begun using agents from its presidential protective detail for the president-elect and his family.The most notable transition delay in modern history was in 2000, between outgoing President Bill Clinton and incoming President George W. WASHINGTON (AP) — Bahrain is the latest Arab nation to agree to normalize ties with Israel as part of a broader diplomatic push by President Donald Trump and his administration to fully integrate the Jewish state into the Middle East. Trump announced the agreement on Friday — the 19th anniversary of the Sept. 11, 2001 terrorist attacks in the United States. The announcement followed a three-way phone call he had with Israeli Prime Minister Benjamin Netanyahu and Bahrain’s King Hamad bin Isa Al Khalifa. The three leaders also issued a brief six-paragraph joint statement, attesting to the deal.“Another HISTORIC breakthrough today!” Trump tweeted. 660
