SAN DIEGO (KGTV) - The family of the man killed on India Street on this month has identified him as David Hill. The 38-year-old was a pathology resident at Balboa Naval Hospital. In the Navy since 2004, Hill had reached the rank of Lieutenant Commander. He was an avid traveler, having visited dozens of countries. His mother, Carol Hill, said he had a goal of running a marathon on every continent. Hill had already checked off the hardest, Antarctica, though he had to get creative. “He did the 26 miles on the ship’s treadmill to fill that square!” said Hill's mother. He had made it a few blocks from his apartment when he was struck by the driver of a minivan on India Street near Olive and Palm. Paramedics pronounced him dead at the scene. SAN DIEGO (KGTV) - The census count impacts everyone living in the United States, from determining how much federal money cities and counties receive to how many representatives states get in Congress. Everyone living in the country regardless of age, race, and citizenship status is asked to fill the survey out. But San Diego and Imperial Counties are notoriously difficult to get an accurate count, the second most challenging region in the entire country. For the 2020 census, over 100 community organizations and civic groups in San Diego are working together to reach "hard to count" populations.“Some of the ethnic groups are the ones that are hard to count, such as the African Americans, the Hispanic, Asian Pacific Islanders, as well as immigrant and refugee populations are really hard to count," said Nancy Sasaki, President & CEO of United Way of San Diego County.United Way of San Diego County is leading the Count Me 2020 campaign. Sasaki went on to say veterans, homeless people, and children are often left out too. The county was awarded two major contracts, totaling .22 million, to coordinate Census 2020 outreach for hard to count populations in San Diego and Imperial Counties.The Supreme Court will rule whether the controversial citizenship question will be added to the census, a decision is expected by June. 1349

SAN DIEGO (KGTV) -- The leader of a San Diego motorcycle gang pleaded guilty Tuesday to participating in a scheme to seal dozens of Jeep Wranglers in San Diego County. Jimmy Josue Martinez, a leader of the Hooligans motorcycle gang, pleaded guilty Tuesday, admitting to participating in the scheme. According to court records, the gang is responsible for the theft of more than 150 of the vehicles since 2014, totaling about .5 million. Records show that the Hooligans used high-tech methods to disable security systems and steal the Jeeps before taking them to Tijuana to be sold or stripped for parts. RELATED: Three arrested, 6 sought in San Diego Jeep Wrangler theft ringAs part of the plea agreement, Martinez admitted to stealing the Jeeps in Pacific Beach, Serra Mesa, Chula Vista, Mission Valley, Ocean Beach, Hillcrest and North Park. Martinez and members of his crew would obtain the vehicle identification number in advance before getting secret key codes which allowed them to create a duplicate key for a particular Jeep. “The joy ride is over for Mr. Martinez,” said U.S. Attorney Robert Brewer. “These thefts were audacious and sophisticated and created hassle and heartache for scores of Jeep owners. I congratulate prosecutors Andrew Galvin and Joseph S. Green, the FBI and members of the Regional Auto Theft Task Force for putting together a strong case against a gang that, unfortunately, has lived up to its name.”Along with Martinez, eight other members of the gang were charged in a grand jury indictment in 2017.
