SAN DIEGO — The city of San Diego never waived permit repair fees for sidewalks, despite a January announcement from the mayor's office saying it would do so throughout 2020.A homeowner pays the fees, which total to just over ,000, when he or she elects to repair the sidewalk in front of their home. She wanted to spend upwards of ,500 to repair the crumbling sidewalk in front of her home. That sidewalk, laid down in 1922, is likely one of upwards of 81,000 backlogged locations the city has marked for repair."I actually am afraid now," St. George said. "People could trip. It's become sort of a hazard."The city has a program to split the construction cost with residents, as both the city and homeowners can be liable for the condition of the sidewalk. St. George, however, was willing to pay all of the cost because she wanted it done faster. However, when she called to get the permits, the city representative said she couldn't waive the fees. "I thought based on the mayor's announcement that it would be waived, so it was pretty shocking," she said. Councilman Mark Kersey, who heads the Active Transportation and Infrastructure Committee, which was moving the fee waiver program forward, said in a statement that he hopes this will be prioritized as money comes available. “Repairs on sidewalks are even more important in the pandemic since so many people depend on them every day," he said. "Programs like the fee waiver can keep residents moving safely and save valuable City dollars by preventing trip-and-fall lawsuits."The city says it also repaired or replaced more than 7,500 sidewalk locations last fiscal year. SAN DIEGO (AP) — A pathologist testified Monday at a Navy SEAL's murder trial that a wounded Islamic State militant in Iraq could have died from a stabbing described by other witnesses.Dr. Frank Sheridan said he couldn't determine a cause of death because there was no body and a lack of other evidence.The testimony at the trial of Special Operations Chief Edward Gallagher, though, countered a statement offered last week by another SEAL who stunned the court when he confessed to the killing.Corey Scott testified Thursday that he killed the victim by plugging his breathing tube after Gallagher unexpectedly stabbed the fighter while treating him for injuries suffered in an air strike outside Mosul in 2017.Scott testified that the militant, described as an adolescent boy, would have survived the stabbing.But Scott said he decided to asphyxiate him because he assumed he would later be tortured and killed by Iraqi forces who captured him and brought him to the Navy medics for treatment.Gallagher, 40, is charged with murder in the killing of the boy and attempted murder for allegedly gunning down civilians from his sniper's post.He has pleaded not guilty and his lawyers blame his former troop mates for fabricating the accusations to get Gallagher ousted from the special forces because they didn't like his tough leadership.Scott and another SEAL said Gallagher had initiated medical treatment for the boy and then stabbed him one to three times in the neck for no apparent reason.Gallagher later texted a photo of the corpse to friends with the following message: "Good story behind this, got him with my hunting knife."His lawyers said the message was an attempt at dark humor.Sheridan based his testimony on witness accounts and video of the wounded war prisoner before the alleged knifing.After the boy was wounded in an air strike — more than an hour before he was brought to the U.S. forces for treatment — he was interviewed by an Iraqi TV news crew. He appeared lucid and did not have significant hemorrhaging, Sheridan said."He's clearly responsive," Sheridan said. "There's no sign he's bleeding from any wound."Witnesses at the scene said Gallagher treated the boy for a leg wound and an apparent collapsed lung. The patient was sedated and given a breathing tube for a wound they believe occurred from the air strike blast.He was breathing normally after the procedure when Gallagher suddenly pulled out his personal knife and stabbed him in or near the neck, witnesses said.Depending on the location of the stab wounds, he could have died from profuse internal or external bleeding, Sheridan said. SAN DIEGO — (KGTV) -- Democrat Sara Jacobs continues to hold a double-digit lead over Democrat Georgette Gomez in the race for California's 53rd Congressional District, according to a new scientific poll.The ABC-10News Union-Tribune scientific poll shows Jacobs leading Gomez 40 percent to 27 percent, with 33 percent still undecided. The two Democrats are vying to replace Susan Davis, who is retiring in the central and south San Diego district after nearly 20 years. The poll shows Jacobs, granddaughter of Qualcomm founder Irwin Jacobs, leading in support from those who describe themselves as liberal, moderate, conservative, and very conservative. Gomez, currently the City Council president, is generating most of her support from voters who describe themselves as very liberal."With only two weeks left to go until the election, Georgette Gomez is running out of time to close the gap on Sara Jacobs," said Thad Kousser, a political scientist at UC San Diego.Kousser said the closer the election gets, the harder it will be for Gomez to catch up, because of the increase in mail-in ballots and early voting. The poll shows 26 percent of the respondents already sent in their ballots. Kousser said, however, that Jacobs still has not reached the 50 percent support threshold, leaving the door open for Gomez, who will have to convince most of the undecideds to support her. SACRAMENTO, Calif. (KGTV) -- California will have the highest gas tax in the nation after an upcoming increase beginning July 1, according to figures by the Tax Foundation. Beginning July 1, California’s gas tax will increase by nearly six cents. Currently, the tax is 55.2 cents per gallon. When the additional tax kicks in, that figure will jump to more than 60 cents in taxes per gallon. Currently, the highest gas tax in the nation is in Pennsylvania at 58.7 cents. SAN DIEGO (AP/KGTV) — Unlike most Californians, people in San Diego will be able to get a reprieve from the heat this Labor Day weekend by heading to movie theaters and dining inside a restaurant. Among California’s 10 most populous counties, San Diego is the only one with virus cases low enough to meet state standards for reopening theaters, museums and gyms, and resuming indoor dining — all with limited capacity to provide for physical distancing. San Diego County is listed in the state's second tier, or "substantial" tier, for cities reporting four to seven daily coronavirus cases per 100,000 residents and a positive test rate between 5% and 8%.As of Thursday, San Diego’s case rate is 5.8 and the testing positivity percentage is 3.8%. Since one of those metrics is in the second tier, the county isn't eligible to begin the 14-day countdown to qualify for the next tier of easing restrictions.Local officials say an aggressive reaction to outbreaks and a bipartisan approach have helped the county deal with the pandemic.While San Diego County has kept case rates low, the county reported two new outbreaks — in a business and in a restaurant/bar — on Thursday for a total of 17 community outbreaks in the last week.Officials warned this week that Labor Day weekend poses a threat to those gradually decreasing metrics and encouraged residents to be safe and avoid gatherings over the holiday weekend. 1422
