(KGTV) - Solutions for Change is working to combat family homelessness in North County.They've recently opened 33 new apartments in Escondido and are building 33 more affordable housing units in Oceanside.There's a waiting list of around 200 to 300 families to get in the program. (KGTV) -- A Navy veteran accused of torturing and disfiguring his neighbors’ dogs decided Tuesday to represent himself in court.The accused attacker, David Herbert, told the jury room repeatedly that he didn’t do it, adding that authorities have the wrong man.Prosecutors in the case say the evidence and video show there’s no mistake. Herbert is accused of such torture as gouging out a Husky’s eye and pouring acid on another. Prosecutors say they have several smoking guns, including a bloody bat and saliva samples with DNA from the dogs taken from Herbert’s car and home.The most compelling evidence in the case is surveillance video of a missing dog Herbert is seen driving away with. The dog was never seen again.Other neighbors further detailed the alleged abuse inflicted on the two Huskies. One of the dogs was dumped at Camp Pendleton and, when that failed, Herbert reportedly broke into their home, gouging out one of the dog’s eye and forcing another to ingest antifreeze.Both families said they moved, terrified Herbert would hurt their children. The tapes aired on CNN come from Stephanie Winston Wolkoff, a former aide to the first lady who released a book last month entitled "Melania and Me: The Rise and Fall of My Friendship with the First Lady." Warning: Video attached is disturbingLAFAYETTE, La. -- Louisiana State Police are investigating after a Black man was shot and killed by officers in Lafayette, Louisiana, on Friday.State police say shortly after 8 p.m. on Friday, the Lafayette Police Department responded to a disturbance involving a person armed with a knife at a convenience store. Officers encountered 31-year-old Trayford Pellerin of Lafayette in the parking lot of the convenience store on NE Evangeline Thruway. As officers tried to apprehend Pellerin, troopers say he fled the scene and a foot pursuit ensued. Officers deployed Tasers as they pursued Pellerin, but they were ineffective.Pellerin, who was still armed with a knife, attempted to enter an occupied convenience store along the NW Evangeline Thruway. Officers discharged their weapons and Pellerin was struck by gunfire.Pellerin was transported to a local hospital where he was later pronounced dead. No officers were injured.The officers have been placed on administrative leave, according to the spokesperson for the Lafayette Police Department.The investigation is active and ongoing. Investigators with the state police will be reviewing body cam video from Lafayette police.Video being widely shared on Facebook shows a man with what witnesses said was a knife in his hand walking away from police toward a convenience store.
