SAN DIEGO (CNS) - With every other county in California reporting election results in 100 percent of precincts, San Diego County mysteriously lagged behind for more than 12 hours after polls closed Tuesday night.Riverside County's semi-final report of election results at 8:01 a.m. handed San Diego County the distinction of being the last county in the state without 100 percent of precincts reporting. SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315

SAN DIEGO (KGTV) -- A father and daughter were taken to the hospital for injuries related to an apartment fire in Carmel Valley Tuesday afternoon. According to the San Diego Fire-Rescue Department, firefighters were called to an apartment complex on the 12000 block of Torrey Bluff Drive around 4:30 p.m. The department says the man was taken to the hospital with burns to his hands and face while his daughter was hospitalized for smoke inhalation. The fire was reportedly contained to only one room of the apartment. Preliminary investigations revealed that the blaze may have been started by some sort of device the father was using to smoke. SAN DIEGO (KGTV) - A grand jury indicted two San Diego men Thursday on suspicion of blowing up ATM’s in Kearny Mesa and Miramar.Chad Engel, 46, and Scott Petri, 47, were charged with five counts including using explosives for the crimes and conspiracy to commit bank robbery.The first robbery happened July 4, 2017, at the California Coast Credit Union branch ATM on Ruffin Rd. The explosives went off but the ATM was not breached.RELATED: Explosives used in ATM robberiesThe second robbery was on August 13, 2017, at the Chevron gas station on Miramar Rd. Investigators said Engel and Petri drilled a hole in the ATM, filled it with gas, and ignited a fuse. The resulting explosion damaged the ATM and allowed the men to steal ,000, said investigators.Surveillance videos of both crimes were released to find the suspects. 833

SAN DIEGO (KGTV) -- A .2 million judgment against the San Diego Rock ‘N’ Roll marathon over injuries suffered by an elite wheelchair athlete was recently upheld.Craig Blanchette was born without legs due to a birth defect, but that has not stopped him pursuing his passions. He is a wheelchair racing champion. At 20-years-old, he won a bronze in the 1988 Summer Olympics and over the years, set more than 20 world records. “Wheelchair racing just fit me,” Blanchette said. He eventually took a break to compete in hand cycling, but was preparing to return to wheelchair racing. Court documents said he did everything to prepare for the 2014 Rock ‘N’ Roll marathon, including studying the course map and virtual tour several times. Documents state Competitor Group, which operates the marathon, eliminated a lane on Eleventh Avenue an hour before the race—a move that changed Blanchette’s life. “I wasn’t racing recklessly. I was definitely going to make the corner,” Blanchette said. “When it’s too late to do anything about it, I realized the course had been narrowed by 13 feet. It was significant.” Blanchette was not aware of the change and crashed into a car. He was going more than 20 miles per hour at the time, according to court documents. “It’s the crash that ended my career,” Blanchette said.He filed a civil case against Competitor Group. A jury ruled in his favor and the Court of Appeal recently upheld a judgment of .2 million in his favor. “It’s the best they can offer because they can’t me my racing career back,” he added.It was bittersweet for Blanchette, who had to undergo surgery and several months of recovery. “The doctors basically told me that if I went back to racing and I injured it again, they wouldn’t be able put it back together like I did the first time,” he said.Blanchette now hand cycles, which uses different muscles, and spends time helping other athletes. He has been part of the National Wheelchair Sports Camp for years and this year, Blanchette’s attorney is also helping out. “This case was very eye-opening for me,” said attorney Russel Myrick. “With the proceeds from the case, we intend to make big improvements to the camp and we’re really looking forward to working with the kids.” They hope this ruling will help other athletes with disabilities. “They didn’t accommodate for us in the way that we deserved,” Blanchette said. “[You] want to treat us the same in value, but not the same in function.” Competitor Group did not return Team 10’s request for comment. 2529
