SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. All CSU police officers are sworn and certified by CA POST, and receive further training in de-escalating situations that might be caused by mental health or controlled substance issues.The announcement comes as student activists across the country call on administrators to disband campus police departments and cut ties with local police. 2143

SAN DIEGO (CNS) - A man accused of opening fire inside a Poway synagogue, killing a woman and injuring three other people, pleaded not guilty today to more than 100 federal hate crime charges alleging he acted out of hatred toward the Jewish and Muslim communities.John T. Earnest, 19, is accused not only of the synagogue shooting but also of an earlier arson fire at an Escondido mosque. He is being charged by both federal and state prosecutors and faces a possible death sentence in both cases. Neither office has made a decision regarding whether they will pursue the death penalty.Earnest, of Rancho Penasquitos, is accused of carrying out the shooting at Chabad of Poway on April 27 -- the last day of Passover -- killing Lori Gilbert Kaye, 60, who was shot twice in the synagogue's foyer and died at a hospital.The congregation's rabbi, Yisroel Goldstein, 57, lost an index finger in the shooting. Two other people -- Almog Peretz, 34, and his 8-year-old niece, Noya Dahan -- were also injured.Earnest is also accused of setting a March 24 fire at an Escondido mosque -- a crime to which Earnest allegedly confessed in an online manifesto he posted prior to the synagogue shooting.Following his initial appearance Tuesday afternoon, he's slated to return to court May 28 for a preliminary hearing. He remains held without bail.He was charged last Thursday with 109 federal hate crimes: -- 54 counts of obstruction of free exercise of religious beliefs using a dangerous weapon, resulting in death, bodily injury and attempts to kill; -- 54 counts of hate crimes stemming from the synagogue shooting in violation of the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act; and -- one count of damage to religious property by use of fire.Each of the 54 hate crime and obstruction of free exercise of religious beliefs counts apply to a person who was inside the synagogue during the shooting, Brewer said. Among those people, 12 of the congregants present were children, he said.Earnest is due back in federal court May 28.Earnest is also charged in state court with murder, attempted murder and arson. His next court hearing in the state's case is a readiness conference set for May 30.Kaye, a longtime member of Chabad of Poway, was at the temple with her physician husband and daughter the day of the shooting to honor her mother, who recently died. The rabbi, Goldstein, lost his right index finger in the shooting. Peretz was shot in a leg while shepherding children to safety. His niece was struck by shrapnel in her face and leg.An off-duty Border Patrol agent working as a security guard was inside the temple when the shooting began, and he opened fire as the suspect fled, San Diego County Sheriff Bill Gore said. The agent did not strike Earnest, but did hit the suspect's car, authorities said.Police said Earnest called 911 at around 11:30 a.m. and said he had been involved in the shooting and was armed.According to the federal complaint, Earnest told a dispatcher, ``I just shot up a synagogue. I'm just trying to defend my nation from the Jewish people ... They're destroying our people ... I opened fire at a synagogue. I think I killed some people.'' He allegedly added that he shot up the synagogue ``because the Jewish people are destroying the white race.''A San Diego police officer who had been en route to the synagogue spotted the suspect's vehicle and pulled him over at 17051 W. Bernardo Drive, less than two miles west of the synagogue, Deputy District Attorney Leonard Trinh said.Earnest got out of his vehicle with his hands up and was taken into custody without further incident, according to police.In the ``open letter'' that authorities say Earnest posted online shortly before the shooting, the author espouses flagrant anti-Semitic sentiments and a need to protect the ``European race.'' He wrote that he spent four weeks planning the attack, citing his ``disgust'' for Jews and a desire to kill them, and expressed admiration for the Australian white nationalist who attacked two mosques in Christchurch, New Zealand, in March, killing 50 people.The writer also claims responsibility for the March 24 fire set at the Dar-ul-Arqam Mosque, also known as Islamic Center of Escondido. The 3:15 a.m. fire was quickly extinguished by people inside the mosque. Graffiti left on the building made reference to the mosques attacks in Christchurch.Surveillance footage allegedly captured a suspect arriving at the mosque in the same type of vehicle in which Earnest was captured on the day of the synagogue shooting. 4568

Police received reports of gunfire at about 12:30 a.m. on Art Street in the college area. Officers found a car with a bullet hole, but no victim. They found some shell casings at the scene. Later, a man with a bullet wound to the hand showed up at Sharp Grossmont Hospital. Police went to the hospital to interview the victim, but he was uncooperative, police said. 492

  

SAN DIEGO (CNS) - A suspect was behind bars Wednesday in connection with a mugging that left a 73-year-old disabled woman gravely injured last week on a downtown roadside near Cortez Hill.Stanley Harris Hinton, 31, was arrested Monday on suspicion of carrying out the robbery and assault in the Core-Columbia district of San Diego, according to police.The 6-foot-3-inch, 215-pound suspect allegedly attacked Nannette Altevers, who uses a walker, near the corner of B Street and Fourth Avenue shortly after 10 p.m. Friday.Patrol officers responding to a 911 call about the assault found the assailant gone and Altevers suffering from extensive upper body trauma, Lt. Matt Dobbs said. She remains hospitalized in critical condition.Due to the severity of the victim's injuries, homicide detectives have taken charge of the case, the lieutenant said.Hinton was booked into San Diego Central Jail on suspicion of attempted murder, assault, robbery and elder abuse. He was being held without bail pending arraignment, scheduled for Sept. 25. 1044

  

SAN DIEGO (CNS) - A study released Monday by the San Diego County Childhood Obesity Initiative found that more than one-third of fifth-, seventh- and ninth-graders in public schools around the county are obese or overweight. The study found that 34% of students in the examined grades were overweight or obese during the 2017-2018 school year, using data from the California Department of Education. The county had a lower obesity rate than California's 39% and the Centers for Disease Control & Prevention's 2015-2016 national estimate of 40.7% for youth aged 2-19. The study found disparities in obesity among ethnic and economic groups, with 24% of white students classified as obese, compared to 49% for native Hawaiian or Pacific Islander youths and 43% of Hispanic or Latino children. In addition, 42% of students facing disadvantages like homelessness, being in the foster care system, meal scarcity and having parents without a high school diploma were found to be obese or overweight. Only 24% of students who were not deemed socioeconomically disadvantaged were found to be overweight or obese. ``Childhood obesity remains a pervasive challenge, and sadly current rates have not changed much from the previous report released for the 2014-2015 school year,'' said Dr. Wilma Wooten, the county's public health officer. ``This indicates a need for new and continued investment in our communities to address the root causes and environments that hinder children's health.'' According to the Childhood Obesity Initiative, students who face challenges like food scarcity are often more likely to face issues with obesity because they don't have easy access to healthier and more affordable food options. Within the county, higher levels of obesity in children roughly correlated with census tracts in which higher levels of the population had an income of 200% of the federal poverty level or less. In addition, school districts with a higher rate of students in the Federal Reduced Price Meals Program tended to have higher rates of overweight or obese students. ``As a nation, we struggle with the idea that a child can be both overweight and not have enough to eat,'' said San Diego Hunger Coalition Executive Director Anahid Brakke. ``But these are two sides of the same coin. Families struggling to make ends meet must often sacrifice buying healthy food for cheaper, nutrient-poor options that are filling but high in calories, fat and sugar.'' The Childhood Obesity Initiative and the YMCA of San Diego County plan to tackle the problem of childhood obesity by promoting the ``5-2-1-0 Every Day!'' campaign, which encourages children to eat five or more servings of fruits and vegetables, spend fewer than two hours on recreational screen time, be physically active for an hour or more and avoid sugary beverages like soda. All YMCA branches in the county will have free Sept. 14 open houses offering information to families on the campaign and how to combat childhood obesity. Attendees will also have access to information on receiving financial help with a YMCA membership. 3100
