NEW DELHI, Aug. 8 (Xinhua) -- The 13th China-India Boundary Talks were held on Friday and Saturday in the Indian capital.     Chinese Special Representative, State Councilor Dai Bingguo and Indian Special Representative, National Security Advisor to the Prime Minister M.K. Narayanan exchanged in-depth views about relevant issues in an atmosphere of frankness and friendliness. PHUKET, Thailand, July 22 (Xinhua) -- China and the United States need to maintain high-level contact and deepen cooperation in various areas of common concern, Chinese Foreign Minister Yang Jiechi said here Wednesday in his meeting with U.S. Secretary of State Hillary Rodham Clinton.     Yang said the two countries should also keep close communication and collaboration on global issues and properly handle disputes and sensitive issues in order to push forward bilateral ties. Clinton and U.S. Treasure Secretary Timothy Geithner will be joined for the dialogue by their respective Chinese Co-Chairs, State Councilor Dai Bingguo and Vice Premier Wang Qishan.     The dialogue will focus on addressing the challenges and opportunities that both countries face on a wide range of bilateral, regional and global areas of immediate and long-term strategic and economic interests.     On Wednesday, Yang also met with his counterparts from Russia, South Korea and Pakistan. 

GUANGZHOU, Oct. 18 (Xinhua) -- Continuous severe drought over the past months has stunted rice crop, threatened reserviors and left hundreds of thousands of people short of drinking water in southern Chinese provinces.     In the southern Guangdong Province, where the precipitation in the first 10 months this year has reported a 14 percent drop compared with the average level of the past years, more than 55,000 hectares of cropland are affected and 50,000 people are facing difficulties in getting drinking water because of the drought.     Water level in Guangdong's reservoirs continued to drop. According to Guangdong Provincial Flooding and Drought Relief Headquarters, the water conservancy in Guangdong's 32 key reservoirs has reported a year-on-year decrease of 2.34 billion cubic meters.     The drought is continuing to take a toll on agricultural production in the province.     "I have never seen such a severe drought in my life," said a 73-year-old farmer in Zhoutian Township, Shaoguan City. "A great deal of crops have been damaged."     There have also been concerns of further crop damage as drought harms crop's ability to weather the winter.     In Nan'ao Island in Shantou City, home to more than 70,000 people, drought has brought inconveniences to local residents' daily bath and laundry.     The drought has left more than 70,000 people in Zhangzhou City in the southeastern Fujian Province short of drinking water.     Local hydraulic experts attribute the water shortage to the lingering drought as well as the water conservancy facilities' construction which lagged far behind the industrialization and urbanization.     In the central Hunan Province, low water level in Dongting Lake, China's second largest fresh water lake, has forced local fishermen into idle.     "October used to be a 'golden season' for fishing in the lake," said Gong Jianmin, a local fisherman. "But now we cannot go out to fish since the low water period has come early this year because of the drought."     In the eastern Jiangxi Province, the average precipitation since Sep.1 has seen a year-on-year 66-percent drop. Most cities and counties in Jiangxi have reported drought.

BEIJING, Sept. 17 (Xinhua) -- The recent U.S. comments that China poses a military threat to itself is "totally groundless and irresponsible", Spokesman with China's Ministry of National Defense Hu Changming said Thursday.     "China's military development is always a positive factor for both regional and global peace and stability," Hu said in a statement.     The country has always pursued a national defense policy that is defensive in nature and unswervingly follows a road of peaceful development, he said.     The 2009 National Intelligence Strategy document released by the United States listed China as a challenger of the U.S. interests and described China as "very aggressive in the cyberworld."     A senior U.S. defense official also said on Wednesday that China's "investments in cyber and anti-satellite warfare, anti-air and anti-ship weaponry, and ballistic missiles could threaten America's primary way to project power and help allies in the Pacific -- in particular our forward air bases and carrier strike groups."     "We demand the U.S. side to respect the fact, take measures to correct the wrong comments and stop doing things that undermine the military relations between the two countries," he said.

BEIJING, Sept. 16 (Xinhua) -- Uygur farmer Hashim Dawut felt quite touched as he was guided into Premier Wen Jiabao's office at the Zhongnanhai leadership compound in downtown Beijing on Monday.     The 57-year-old man had been looking forward to the moment for more than five years. Premier Wen met Hashim Dawut for the first time in his village in Bachu county of Xinjiang Uygur Autonomous Region on March 28, 2003, when Wen was inspecting and directing relief work after an earthquake measuring 6.8 jolted Bachu and Jiashi counties, killing268 people on Feb. 24 that year. Before he left for the capital, he wrote a letter to Premier Wen reading: "We have not seen each other for years, and as your younger brother, I miss you so much and want to take this opportunity to meet you again."     And Hashim Dawut was invited into Zhongnanhai again.     During their third meeting, they talked about the villagers' life, the growth of crops and a new rural medicare system for the farmers.     They also talked about the July 5 riot taking place in the regional capital Urumqi which killed nearly 200 people, mostly ethnic Han.     "The 'three forces' (separatism, terrorism and extremism) at home and abroad who incited the riots wanted to damage the brotherhood between the Uygurs and the Hans," said Wen. "And it was heartrending to see our people losing lives and properties in the riots."     "All of us felt grieved, and the bad guys were not willing to see the fact that we are living a happy life," Hashim Dawut responded.     "In Xinjiang, Uygurs and Hans are inseparable, and all the ethnic groups are inseparable, because we are a family," Wen said.     "And we should cherish the stability and development which did not come easy," he added.     "I will bring your words home," said Hashim Dawut.
