WASHINGTON, May 1 (Xinhua) -- The launch of U.S. space shuttle Endeavour on its final voyage will be no earlier than May 8, after technical problems uncovered last week proved more complex than originally thought, the U.S. National Aeronautics and Space Administration (NASA) announced Sunday.NASA tried to launch Endeavour on Friday on its 25th and final flight to deliver the 2-billion-dollar Alpha Magnetic Spectrometer (AMS) particle detector to the International Space Station. BEIJING, Jan. 31 (Xinhua) -- China's Ministry of Finance (MOF) said Monday it had allocated 28.23 billion yuan (4.27 billion U.S. dollars) to assure retired enterprise employees receive their pensions before the arrival of the Spring Festival.The State Council, or the Cabinet, decided at an executive meeting last December to raise the retired enterprise employees' pension about 10 percent from 2010 levels, or about 140 yuan per person per month in 2011.The MOF also said local governments had issued 10.24 billion yuan of festival subsidies to 85.97 million people.The Spring Festival, the Chinese lunar New Year is a time for family reunions in China. BEIJING, Jan. 25 (Xinhua) -- China's 11 government departments have jointly released a guideline outlining major measures to lessen noise pollution amid rising noise disputes and complaints, the Ministry of Environmental Protection said Tuesday.The ministry's spokesperson, Tao Detian, said Tuesday the country saw rising complaints about noise pollution, which has caused an increasingly negative impact on the living environment in recent years.The 26-article guideline focuses on addressing noise pollution in fields including industry, construction, traffic and people's daily lives.Further, the regulation bans businesses from using acoustic instruments outdoors to lure customers.Also, heavy noise polluters are banned from entering industrial parks, according to the guideline.Moreover, motor vehicles should strictly observe speed limits, traffic restrictions and use of auto horns around "noise-sensitive buildings" such as hospitals, schools, government organs, scientific research institutions and residential buildings, it said.According to the guideline, government departments would also impose higher fines on noise polluters and collect fees for "discharges of excessive noise," in accordance with law.The newly issued document calls on various government agencies, such as the ministries on environmental protection, science and technology, public security, finance, housing, transportation and railways, to make coordinated efforts to curb pollution.Further, government organs could launch regular inspection campaigns in major cities, it said.According to the guideline, government agencies will set up a system to examine sound-proof qualities of civilian buildings and provide a list of major noise pollution sources by the end of this year.Also, the guideline ordered major cities to establish an automatic noise monitoring system and to equip each city in the country with at least one noise display screen by the end of 2011.

BEIJING, Apirl 1 (Xinhuanet) -- An Ariane rocket launch of two communications satellites was aborted Wednesday after a technical hitch at the scheduled moment of liftoff in French Guiana on Wednesday.According to Arianespace, the Ariane 5 rocket's Vulcain main engine ignited as scheduled at 5:45 pm EDT (21:45 GMT), but the checkout process during ignition detected an unspecified anomaly, shutting down the engine before the two solid-rocket boosters ignited.The 165-foot (50-meter) tall Ariane 5 rocket's main engine's checkout process "was not completed successfully, preventing the boosters' ignition and thereby aborting the mission," Arianespace officials said. "The Ariane 5 and its two payloads remain in a safe mode on the launch pad."The Ariane 5 rocket uses a Vulcain 2 first stage engine assisted by two solid rocket boosters to launch satellite payloads into orbit. The Vulcain 2 engine is fueled by cryogenic liquid hydrogen and liquid oxygen and is designed to burn for about 600 seconds to boost payloads into space.Jean-Yves Le Gall, Arianespace president, said it would return the rocket to the final assembly building to prepare it for another launch attempt while investigating the cause of the problem. No new launch date was immediately announced.The Ariane 5 was to launch the Yahsat Y1A and Intelsat New Dawn communications satellites.

KUNMING, March 13 (Xinhua) -- Local authorities said all earthquake victims had found shelter after nearly 9,000 tents were set up in the earthquake-hit Yingjiang County in southwest China.Altogether 53,000 people are being housed in large-sized tents erected in county plazas and village squares, said Jiang Zhaogang, spokesman with the rescue headquarters.Others moved in with friends, relatives, or makeshift houses for temporary accommodation, said Jiang.A 5.8-magnitude quake struck Yingjiang County in southwest China's Yunnan Province Thursday, leaving 25 dead and 314 injured. The tremor also toppled the homes of 1,039 families and left 4,994 others seriously damaged.As of Sunday, the central and local governments in Yunnan have disbursed 10,000 tents, 15,000 quilts and 15,000 coats for the homeless victims in the quake-hit region.White coated medical personnel patrolled and disinfected the tents every day, and no sign of epidemics have been detected.In one tent area, a local medical team was brewing traditional herbal juice for disease prevention, while residents lined up before the steaming wok with bowls, bottles, and even wash basins at hand."I invented this herbal brew especially for the disaster victims, which can help prevent flu and alleviate rheumatic pains," said Chen Benshan, an experienced practitioner of traditional Chinese medicine.Though the rebuilding of the county has not been put on schedule, less damaged schools are expected to resume classes on Monday."We want to start counseling classes as soon as possible to help the children recover from the terror of the earthquake," said Jin Xiasi, a member of the local rescue team.
