SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services.The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. SAN DIEGO (KGTV) - A San Diego man thanked lifeguards Thursday for saving his life after he fell from the Ocean Beach pier.Adrian Castillo, 19, was drinking alcohol with his brother and friends in January when he suddenly fell backwards into the cold water.Castillo’s brother called 911 and after nine minutes, lifeguards Marc Brown and Jim Lockwood found him floating face-down in the water.Castillo was technically dead for five minutes.He spent three days in a coma and also suffered pneumonia from the cold water.“I have a scar in the back of my head,” said Castillo. “I have a couple of scars on my chest from grabbing on the poles.”Castillo is now fully recovered.“I’m very grateful,” said Castillo.  “If it wasn’t for them I probably would have been lost out in the ocean for like a month or something.”“We’re happy that you’re back and safe and alive,” Brown said to Castillo. “You have a second chance in life now.”San Diego Lifeguards, Police and city officials want everyone who heads outdoors this summer to be educated on rip current safety, drowning prevention, bonfires and know what they should not bring to our local beaches.The city has created a website to help guide locals and visitors to safety. 1230

SAN DIEGO (KGTV) -- A San Diego woman has filed a claim against the San Diego County Sheriff’s Department after she says she was groped by one of their deputies.The complaint by the unidentified "Jane Doe" alleges that Deputy Richard Fischer "rubbed and fondled" her on Aug. 20, the San Diego Union-Tribune reported.It claims Fischer was sent to her home with another deputy about 3 a.m. for a welfare check, but he returned alone an hour later and asked to be let inside."Fischer lied to her and said he needed to use her restroom," the claim states. "Jane Doe let him into her home, but immediately realized the restroom claim was just a ruse to get in the house."It goes on, "Fischer told the woman he thought she was cute, hugged her for 10 seconds without consent and then rubbed his hands down her torso, shoulders, arms, back and buttocks. After the hug, he told her again he thought she was good looking, then hugged her again; the woman resisted more aggressively the second time.The woman has now filed a million claim against the San Diego County Sheriff’s Department.In response, the department has placed Deputy Fischer on administrative assignment.The department responded to the claim in part by saying, “…the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations.”The woman says she has no surveillance video to back up her claim, but thinks the sheriff’s own technology will provide proof of her claim.The woman said when Deputy Fischer came back to her home, he arrived in one of the department’s marked vehicles, vehicles that have GPS monitoring.Among the allegations against the Sheriff's Department are sexual assault and battery, sexual harassment and infliction of emotional distress.Read the department's full statement below: "The Department has received a complaint and claim from a female adult alleging inappropriate hugging by Deputy Fischer.  The employee was immediately moved to an administrative assignment upon notification of the complaint.  The Sheriff's Department does not comment on pending criminal or internal investigations.  However, the department holds all of our employees to the highest standards and is in the process of conducting a prompt and thorough investigation into the allegations." 2372

SAN DIEGO (KGTV) - Airports across the nation saw more than 6 million travelers Thanksgiving weekend, concerning medical professionals.Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego, is worried those who gathered with people outside their household will contract the coronavirus."The infection will go on to spread to their household members, other people they work with, etc., so we'll see more cases on top of more cases," Smith said.San Diego has been in the middle of a surge, with climbing coronavirus cases steeper than we saw in July. Smith said Thanksgiving gatherings could bring a spike on top of it all."It gets actually a little bit worse, so heading into Christmas, we can start seeing our cases rise, and Christmas is an even longer holiday with more opportunities for gathering and if they're not going to be socially distancing I can just see how this piles on," Smith said.Just up the freeway, Los Angeles will see more restrictions Monday, limiting retail capacities, closing playgrounds and prohibiting any gatherings with those outside your household."They might be telling us what's going to happen to us soon. I hope that's not the case, but I do worry they are the canary in the coal mine," he said.The density of cases makes it even more important to take precautions like wearing a mask, washing your hands and keeping your distance. Smith also advises staying home if you can."The more it's circulating in the community, means the more risk there is for even those who are doing "the right thing" to still get it," he said.Smith said the light at the end of the tunnel is coming."We're also better at treating it than we were back in April, May, June, July.
