SAN DIEGO (KGTV) - A man involved in a DUI hit-and-run crash that seriously injured a young boy in the South Bay started his sentencing hearing Wednesday for violating federal immigration laws.Constantino Banda Acosta, a Mexican national who had previously been deported from the U.S. at least 15 times in the past, has been in federal custody since March over federal criminal re-entry charges.He was transferred to federal custody after charges against him stemming from a 2017 crash were dismissed.Banda faced charges in the May 6, 2017, crash in San Ysidro that sent young Lennox Lake to the hospital with serious injuries, including head trauma.Banda was initially charged with drunk driving and hit-and-run after authorities said he ran a stop sign at Dairy Mart Road and slammed his pickup truck into the Lake family’s car as they were heading home from a Disneyland trip.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152.Following a mistrial, a judge dismissed the case against Banda in March, saying there was no clear evidence that showed he was behind the wheel at the time of the crash.Banda’s lawyers had argued that another man in the truck, Jorge Adame Ariza, may have been driving the truck after a night of drinking with Banda.Adame said Banda got into a fight with another man outside a Chula Vista restaurant before the crash. SAN DIEGO (KGTV) -- A new report from the California Association of Realtors shows how much San Diegans need to make to buy a home. According to the report, you'll need to make well over 0,000 to qualify for a home loan. 6,270 to be exact. And that's the minimum qualification. The report also places the median home price in San Diego County at 0,000, ,000 above a report from April which indicated San Diego homes had a median price of 0,000. In the state of California, the median home price is more than 8,000, meaning that, on average, you'll need to make 1,500 statewide to pay for a home. What does the housing market look like in the rest of the U.S.? According to data from the association, the median home price in the rest of the country is a modest 5,500. You'd have to make ,820 to qualify for a loan of that size. So why is the California housing market so expensive? There are a lot of reasons, but in a report from the Sacramento Bee, Brian Uhler of the non-partisan California Legislative Analyst's Office gives one reason. Uhler says many places in California are great places to live, so, in an effort to protect the status quo, residents in those communities turn to lawmakers to create barriers to building new housing.Uhler added that California's coastal cities are, as far as housing construction, among the slowest growing in the U.S., comparing their growth to shrinking Rust Belt cities.  1505

SAN DIEGO (KGTV) -- A nightmare of an opening week is continuing for an Ocean Beach tattoo shop. First, around 4 a.m. Saturday, surveillance video shows a man igniting an explosive against the window of Blackwater Tattoo Studio. Then, Sunday around 11:30 p.m., another man rides by on a skateboard, throwing a battery like cylinder through the same window. The owner, Mike Kellerman, shared surveillance video with 10News of both incidents. RELATED: Increased police presence in Ocean Beach following series of crimesThe first video shows a man skateboarding to the front of the business, taping something to the front window, and lighting it on fire. Moments later, the device explodes and blasts a hole in the window. "I expected the first one; the second one kind of pushed the limit," Kellerman said, adding he is not going anywhere. SAN DIEGO (KGTV) – A program at the East Mesa Reentry facility is helping inmates transition out of jail and back into the workforce.This program is offering inmates certificates in trades which include welding, construction, heating, ventilation, and air conditioning, and more. The participants study and earn these certificates for free. The reentry program is helping over 700 men head back into the workforce in a positive way.“It’s something that they can give back to the community later on in life, where at one point they took away, but now they feel like they actually achieved something,” said Detron Williams. Williams is a few months away from earning a trade certificate in construction.The reentry program not only focuses on education but also helps inmates understand their emotions and build confidence. “They’ve built the confidence now, and they have learned the different techniques so that when they are out in the community they can either start a new life or they can go back to the work that they previously had,” Matt Russo said.For Williams and the other inmates he has talked to, this program also provides a sense of accomplishment.“Now they are building structures that later on in the future they can drive by and say I built that, I helped that,” Williams said. 1301

SAN DIEGO (KGTV) - A man was hospitalized early Thursday morning after being shot near the Children's Park in downtown San Diego, police said.San Diego police said the shooting was reported at around 1 a.m. in an area near J Street and 2nd Avenue.The victim was taken to the hospital, and 10News learned he is expected to survive from his injuries.Meanwhile, officers searched a nearby tent where the suspected shooter was last seen but could not find him.A description of the suspected shooter was not immediately provided.The shooting remains under investigation. 573
