(KGTV) — A nine-hour standoff between San Diego SWAT officers and a Valley Center man ended with the suspect peacefully surrendering to authorities.William Halverson was arrested hours after the standoff unfolded in the early hours Saturday. He faces multiple charges, including domestic violence, elder abuse, and felon in possession of a firearm, according to San Diego Sheriff's Department.Deputies were called to a home in the 12000 block of Lilac Knolls Road just after 10 p.m. Friday over a verbal argument. When authorities contacted the victim inside the residence, they say they learned a dependent adult was immobilized inside.Halverson made several statements he would "kill anyone who come on his property, including law enforcement," SDSO says. The victim heard Halverson chamber a shotgun, deputies say, and knew of multiple weapons inside the house.A SWAT unit and SDSO Crisis Negotiation Team responded and urged Halverson to surrender.Halverson was arrested at about 9 a.m. and booked into Vista Detention Facility. 1062

Two dogs are safe after running onto a Phoenix freeway and disrupting traffic on Wednesday. Video from Scripps station KNXV in Phoenix showed two dogs running onto Interstate 17 near Deer Valley Road. The Arizona Department of Public Safety tried to catch the dogs, but they refused to stop. DPS stopped traffic for a brief time while troopers and Phoenix firefighters attempted to stop the dogs. Officials were able to grab one dog on I-17, but the other dog ran from DPS and away from the freeway into an RV park.Residents at the RV park were able to capture the second dog after almost an hour of running free. KNXV caught up with the dog and the owner: DOG CHASE: DPS following dogs on I-17/Deer Valley in Phoenix. UPDATE (July 27, 1 p.m.): The owner of missing 40-year-old tortoise Lou said her beloved pet was found safe and is back home.Jessica Comfort told ABC 10News that someone brought Lou to her front yard on Monday, but that person left before she could talk to them.Comfort said her tortoise did not have any visible injuries and is doing well.Comfort is working to schedule Lou a visit to the vet as soon as possible. SAN DIEGO (KGTV) — A woman in Santee desperately looking for her nearly 40-year-old tortoise says she's been able to rescue other reptiles during the search.The Texas and California tortoise mix, named Lou, weighs about 20 pounds and is slightly bigger than the size of a dinner plate. Jessica Comfort says he's been missing for two weeks."The night before he went missing, we had a water main break," says Comfort. "With the water shooting up over the roof, we had to get an emergency plumber and back some foliage, and we left the gate open, unfortunately."Comfort says she's been searching for the animal ever since. Signs have been posted around her Santee neighborhood and surrounding areas."The search has been wild and crazy," Comfort said.Lou hasn't shown up yet, but Comfort says she was able to rescue three other animals during her search. The animals included a small turtle, a Reed Foot tortoise that needed medical attention, and a Sulcata Tortoise named Rocky. Rocky will be reunited with his family very soon.Comfort has been working with the San Diego Turtle and Tortoise Society to ensure all of the found animals are safe. Twenty-one people have received some form of treatment in connection with the attempted assassination of a former Russian spy and his daughter with a nerve agent in England, though only three remain in a hospital, a police official told Britain's Sky News on Thursday.The three are former Russian spy Sergei Skripal; his daughter, Yulia; and Detective Sgt. Nick Bailey, said Kier Pritchard, temporary chief constable of Wiltshire police.Regarding the others, Pritchard told Sky News they've been "through the hospital treatment process, there have been blood tests and they're having treatment in terms of support and advice."Police confirmed Wednesday that a nerve agent was used in the attack in the southern city of Salisbury on Skripal and his daughter, Yulia, who remain in critical but stable condition.Western intelligence views Russia as a leading suspect, based on previous attacks using a similar substance and method, a Western intelligence official told CNN. The lengthy list includes a wide range of items, from airplane parts to syringes.The 25% tariff, which would be applied to all products, won't go into effect immediately. And the list isn't final. There's still time for businesses to lobby the government to remove certain items, and additional products can still be tacked on.But the current list would almost certainly lead to higher price tags on consumer electronics and various home appliances — including flat-screen TVs and home dishwashers."There's potential this a major hit to the pocketbooks of Americans, based on what we're seeing right now," said Jack Cutts, senior director of business research at the Consumer Technology Association.The USTR is also weighing tariffs on a number of key components in electronic devices, such as LED lights, copper wire, and capacitors and resistors.
