SAN DIEGO (KGTV) -- In the wake of this summer's protests over racial inequality, a high school athletic director from San Diego is trying to change a system he says doesn't have enough minority representation.Francis Parker AD Anthony Thomas started NOMAD, the National Organization of Minority Athletic Directors."We have to get comfortable being uncomfortable," says Thomas. "And we have to have difficult conversations within our community."Thomas began the organization with three other AD's from Oakland, Minneapolis, and Richmond, Virginia.They say NOMAD will guide and mentor minority coaches, athletes, and administrators who want to further their careers.Thomas says seeing the racial unrest in the wake of George Floyd's death was a turning point."I saw myself under that knee. I saw my student-athletes under that knee. I saw my nephew under that knee. So it was really a call to action," says Thomas.Thomas' school plays in the Coastal Conference. He noticed that only two of its 18 schools have black athletic directors. Thomas saw similar numbers across the state and country but couldn't find any specific data because no one had been tracking it yet on the high school level."You have to lead by example," says Thomas. "That's what we decided to do as Nomad is to get out ahead of it, and no longer wait, no longer be complicit."In its first five months, NOMAD has grown to more than 200 members. They've already held a handful of virtual webinars teaching people how to advance their careers in athletics. Thomas wants to make sure everyone has representation and opportunity."The data tells a story," says Thomas. "There's not a lot of opportunities for underrepresented people to become athletic directors, and we would like to see that change in the best way possible. And we want to facilitate hoping in that shift."Thomas thinks this can also help students by giving minority athletes people they can look up to who also look like them.He says NOMAD can also help guide conversations between players and coaches of different ethnic and racial groups that intersect in sports."This job is not about color. It's not about ethnicity. It's about passion. It's about loving kids. And that's what we want to do," he says. "But we also recognize that our leadership in every aspect needs to reflect its community." 2338

The bill, as written, would set California's standard time to year-round Daylight Saving Time — after the government authorizes the state to do so.If that approval were to come, California would apply year-round Daylight Saving Time beginning the second Sunday of March at 2 a.m.Chu said Friday he plans to introduce a resolution in Congress to authorize the change come in January.RELATED: Daylight Saving Time is here: Remember to set your clocks forward this weekend“I am committed to ending the harmful practice of switching our clocks twice a year and delivering on the voter’s decision at the ballot box in support of Proposition 7,” said Chu. “I share voters’ frustration that we will be shifting back to standard time on Sunday. Unfortunately, California and other states cannot move forward with permanent daylight saving time without authorization from the federal government."In January, I will introduce an Assembly Joint Resolution urging Congress to authorize states to practice permanent daylight saving time and continue my work to pass Assembly Bill 7 so California is ready for when Congress decides to take action."California is one of 14 states this year to introduce legislation for permanent Daylight Saving Time. There are also four bills waiting in Congress that could allow California and other states to make the time shift: H.R. 1556, S. 670, H.R. 1601, and H.R. 2389. Congress has until December 2020 to act on those bills.For now, Daylight Saving Time will end at 2 a.m. on Sunday, Nov. 3. 2361

SAN DIEGO (KGTV) – Just days into California's new stay-at-home order, many businesses say this time around they won’t comply with restrictions.Some restaurant owners tell ABC 10News they’re not doing it out of defiance, but as a way to survive.“We have to stand up for ourselves. We have to open or else we lose the risk of losing our business entirely,” said Annie Rammel, the owner of Oak + Elixir restaurant in Carlsbad.Rammel said she spent ,000 to have a deck built outside of Oak + Elixir on State Street to provide a safe dining option for patrons.It was going well until she had to shut things down once again this week as COVID-19 cases surged and the state put restrictions on in-person dining were put back in place.“Closed, open, closed, open,” she said. “A lot of us are not doing well; we’re not doing well, the take out and to-go we’re losing money on that.”Rammel and a group of small business owners in Carlsbad and Oceanside decided to reopen for in-person dining Friday and take their chances, including several restaurants in the Carlsbad Village.She said if she stayed closed, her 15 employees would be laid off during an already rough year.“It’s for our employees to put food on their tables; some of them have children that they have to provide for, the holidays are coming, and I’m just not going to do that,” she said.Her patio and additional outdoor sidewalk tables were ready for customers on Friday at 4 p.m. Rammel said she expected to seat approximately 100 customers.Just next door at Caldo Pomodoro, customers were seated outside for lunch Friday.“We’re basically fighting for our lives, and we’ve been here for 29 years, it’s a family-owned and operated restaurant, it’s not that we’re doing anything wrong, we just want to survive,” said Justin Davis, who works as a server at the restaurant. “If we shut down, we’re pretty much not going to open again. We did the plexiglass, redid our tables, and invested so much money into it, and we don’t see any reason why we should shut down again.”A Carlsbad Police spokesperson said officers respond to reports of businesses operating outside of the health orders, but the goal is to gain compliance through education.However, they said willful violations witnessed by officers will be reported to the county for documentation.“We’re scared to lose our ABC license, which is our liquor license,” said Rammel. “If that happens, the group of us is saying we’re going to push through, we have some attorneys on our side, and they say we have a really good fight because there is no evidence that these spikes are coming from us.” 2614

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer responded Friday after Governor Gavin Newsom issued new stay-at-home orders for the region.Faulconer said in a statement on Twitter that local businesses aren’t being treated fairly under the new guidance.“Restaurants made good faith efforts to comply with COVID rules.
