SAN DIEGO (KGTV) - A local Marine Corps veteran will be part of the National Memorial Day Concert in Washington, D.C. He'll be honored for his service, and the work he does with other veterans who have PTSD.Bill Rider is the founder of American Combat Veterans of War, a non-profit that he started in 2013."We let them know we're going to be there for them, we mentor them," Rider said about his group. "Just about anything and everything they could possibly need, ACVOW does."ACVOW runs programs that help veterans cope with PTSD. Their "Veterans Moving Forward" program visits vets at the Vista Detention Center. Its goal is to reduce recidivism rates to below 10% for veterans.Another program called Safe Warrior Outreach pairs younger veterans with older veterans to talk through their struggles and share stories."We're trying to chip away at the stigma of PTSD," said Rider. "Human beings were not meant to watch their friends be killed in such a visceral way. And, they're not meant to kill other human beings."It's an issue he has first-hand experience with. Rider joined the Marine Corps when he was 19 years old and was part of the 1st Battalion, 9th Marine Regiment. That regiment became famous for its part in the battle of Khe Sahn, where it had the highest casualty rate in Marine Corps history."It was, on a daily basis, a visceral passing of Marines and warriors," said Rider. "In one battle, we lost 45 or 50 people, and another 150 were wounded."Rider left the Marines in 1969. When he returned home, it wasn't long before the lingering effects of PTSD started to show."The way I knew something was quite different was when I was transferred back to my little hometown in Ohio. A car backfired, and I instinctively laid out on the sidewalk, expecting more shots," he said.Now he's dedicated his life to helping other vets who deal with PTSD. SAN DIEGO (KGTV) — A pair of North San Diego County residences may become the latest local site to receive a national historic place designation.The Boathouses in Encinitas will be considered at an Aug. 1 meeting by the California State Historical Resources Commission to be placed on the National Register of Historic Places.On 3rd Street, the pair of boathouses, known as the S.S. Moonlight and the S.S. Encinitas, sit blocks from the water but remain very much connected to 1920s life on the water. They were always intended to be homes and not actual vessels, but also meant to replicate the appearance and scale of boats at the time.Today, the homes represent what the California agency calls "an architecturally significant example of Fantasy-themed programmatic residential architecture." In short: Residential architecture meant to resemble something other than a traditional building.The boathouses were purchased by the Encinitas Preservation Association in 2008 and are currently rented out as private homes. Once the loan is paid off though, the plan is to convert the pair of quirky dwellings into a small museum.But explorers can visit the homes anytime on 3rd St. or do so with a helping of history from the Encinitas Historical Society during guided walking tours every third Saturday between Sept. and July. 1564

SAN DIEGO (KGTV) - A marijuana delivery driver was robbed at gun point and shot in North Park late Friday.According to San Diego Police Officer Robert Heims, the 21-year-old victim was making a delivery in the 2000 block of Haller Street at about 9:01 p.m. when a gunmen approached his vehicle and demanded marijuana.Related: Million dollar Fed?cartel seizureThe driver grabbed the suspect's gun and as they wrestled for the weapon the driver was shot twice in the right hand. SAN DIEGO (KGTV) - A new study found that living in San Diego's suburbs could cost more than living in the city.The study, by Zillow and Care.com looked at the costs of mortgages, property taxes and child care to see which are of town is less expensive. SAN DIEGO (KGTV) - A plan to essentially force 16 Lemon Grove teachers to resign was approved Tuesday night in a 3-2 vote. The Lemon Grove School District informed the teachers that it would move in a different direction at the end of this school year. The teachers were at the district for two years, the end of their probationary period. Any more time and they would become permanent. The district says it will replace those positions with new teachers for next year. "Our governing board believes that each child deserves the very best," the district said in a statement. "We will continue to provide that to you in Lemon Grove School District.""Why aren't we maintaining the teachers that have been here and have built relationships with our children? Built relationships with our parents? With our community," parent Rosa Carney said. Angela Vento, who has four children in the district, said her 9-year-old son Joshua was upset when he found out his teacher would be let go."She's always there for him," Vento said. "He has epilepsy and she helps him through that."Two teachers who asked to remain anonymous said the district gave them a choice of resigning, or being terminated with a non-renewal status.
