Scalp sores, breakage and hair falling out in chunks. It's a hair care nightmare and women are blaming it on the Monat hair care product line."I took a picture of my hair, compared it to a picture of before I stared Monat, and my eyes just filled up with tears. It was so thin and it was stringy and I was just sick," said Erin Ostby, a military spouse who used and sold Monat products.Women like Ostby say they watched their hopes for beautiful, healthy hair wash down the drain after using Monat."It's devastating!" said Heather Fox, a customer in Phoenix."I had bald spots in the back of my hair," reported Amber Alabaster of Oklahoma City.Autumn Thomas, a mother in Canada, sent pictures of her 2-year-old son's abrupt and acute hair loss. She included a doctor's diagnosis tying it, as well as pain and redness on the scalp, directly to Monat shampoo.  Fox used it on her son too."And right away he had a reaction to his scalp. He had big, red, open sores throughout his scalp. It was really itchy." As a salesperson, Ostby is what the company calls a Market Partner.  "I have over 100 people in my downline -- customers and Market Partners. I reached up to my W-2 said five figures in those eight months in additional income. So realizing what was happening was a hard pill to swallow."Her decision to stop selling Monat didn't come easily."I was crying to my husband," she recalls. "I was vacuuming every day because I was losing so much hair. And I think I was in denial. I didn't want to believe it was the product."All three women say their Market Partners told them that it was a problem with them and they needed top go to their doctor."I had a full panel done, blood work, everything," Fox said."And there was nothing that pointed to a reason -- besides product use -- of why I lost my hair," Ostby said. They and consumers who complained online were told it was normal and part of a detox process documented in the company's own sales literature.  "We no longer do that. We don't do it," said Monat spokesperson Gene Grabowski regarding using the term "detox."Monat would only agree to a phone interview where said all the complaints just don't add up."To have this happen in such a short period of time, statistically is impossible," Grabowski said.Monat question consumer claims about their products."It's been a real challenge because we have seen the pictures online and we've heard the complaints but we haven't seen any documentation of accuracy of a single one."   2577

SAN MARCOS, Calif. (KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold. The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence. On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. There is no need for this particular tactic.”He added that originally the restraint was to be a last resort tactic, but has gradually become a common move during arrests.Palomar Community College District Interim Superintendent and President Dr. Jack Kahn applauded the move, saying, "Palomar College is committed to training professionals, including police officers, who will serve and build up the community. We applaud the Commission, and our Police Academy leaders, for taking meaningful action on this issue." 1730

SAN FRANCISCO (AP) — The Coast Guard is investigating what caused a ferry boat to crash twice into docks at San Francisco's famed Ferry Building, slightly injuring two people aboard.Coast Guard spokesman Chris Shih says investigators are looking into mechanical issues and other factors that led to Friday's crash. The agency regularly inspects the ferries.A Golden Gate Ferry spokeswoman says the boat was traveling from Larkspur and carrying 53 passengers when it struck an outer berth before bumping into another dock. The vessel's hull was damaged when it struck the concrete promenade and knocked a guardrail. The Coast Guard says there were reports of two minor injuries that didn't require treatment beyond first aid.Witness Tiffany Dennis says the crash set off panic among a crowd of people dining and shopping at the waterfront attraction. 856

SAN YSIDRO (KGTV)-- Activists for deported veterans are concerned as US Customs and Border Patrol agents call artists, asking them to paint over their work.On the Mexico side of Friendship Park, inside Friendship Circle, an upside-down American flag with white crosses for stars, stands as a reminder, bringing awareness to deported veterans and the difficulty they face."It's like an SOS in the military if you're being overrun by the enemy, and part of that was you know, we need help," Advocate Hector Barajas said."I think veterans should do their time, or should receive some kind of treatment instead of getting deported, you know if you get in trouble," he said. Barajas said the veterans who were deported were convicted of a crime and not citizens of the U.S. Back in the days of the Vietnam War, Barajas said the U.S. took anyone who was willing to fight. In Tijuana, Barajas not only co-founded the mural in 2013, he's helped 375 deported veterans in Mexico, from 40 different countries. His shelter and resource center, Deported Veterans Support House, provides food, clothing and shelter, as they transition to life in Mexico.Barajas?was a deported veteran himself, and seeing that flag gave him hope.On the other side of the flag are names of deported veterans, some have "RIP" painted next to their names.Instead of stars, the flag has white crosses. "The crosses of people who made the sacrifice for others to seek the American dream but we've also had others who have died on this side of the border," Barajas said. That part of the mural is what US Customs and Border Patrol is focusing on, according to Barajas, "they asked me if I could paint it to paint away the stars so it didn't look like an American flag."US Customs and Border Patrol released this statement:Barajas told the agent he doesn't maintain the mural and washed his hands of the issue. Though he was upset that so much attention has been pointed at this particular mural, "it should be free speech I should you know be able to do anything with that flag," he said. The federal government owns the border wall, as well as the immediate area in front of the wall. 2202

SAN MARCOS, Calif. (KGTV) - Months after the massive Equifax data breach, a North County couple got some heart-dropping news from the Internal Revenue Service (IRS).    Jennifer, who asked 10News not to identify her full name, says her accountant was just about to e-file her taxes when she got the letter from the IRS."It said we needed to verify that we filed, and if we had not filed, we had to call them immediately to tell them we hadn't filed," said Jennifer.RELATED: Equifax finds additional 2.4 million impacted by 2017 breachIn short, someone had already filed in her name, raising the suspicions of IRS employees.    "You feel violated. It's scary," said Jennifer.Jennifer spent an hour on the phone with IRS caseworkers, who told her the red flags were immediate."The numbers for the deductions were off, but also the final number on the refund, which must have been way off," said Jennifer.RELATED: San Diego City Attorney announces lawsuit against Experian over massive data breachThe fraudulent tax filing comes almost seven months after the wide-ranging breach at the credit reporting company Equifax."We immediately and proactively froze our credit and then got letters saying both me and my husband had both been compromised," said Jennifer. While they have credit monitoring and froze their credit, that doesn't protect them from fraud, which is a form of identity theft. Jennifer's accountant told her she wasn't the only one getting these letters from the IRS.RELATED: It's tax scam season. Here's when to call shenanigans"He's seeing a huge uptick in these letters, this year," said Jennifer.Jennifer says her fraud was caught early enough that everything can be cleared up within two months. Now she's bracing for what's next."You're so vulnerable and your information is out there," said Jennifer.According to the Identity Theft Resource Center, the best way to protect yourself is to file your returns as early as possible. If you're mailing returns, mail them directly from the post office. And if filing electronically, use a secure network."Tax time presents a perfect storm for scammers, from tax identity theft to imposter scams, consumers must stay vigilant and prepared. Remember to go to the source of truth when you are contacted by anyone purporting to be from the IRS or other government entity," said Eva Velasquez, President of the Identity Theft Resource Center. 2462
