BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.
SANTO DOMINGO, Aug. 19 (Xinhua) -- The number of deaths caused by cholera in the Dominican Republic have increased to 109, and there are 15,876 suspect cases, according to government figures released on Friday.Public Health Ministry said in a statement that the intensity of the outbreak has been decreasing since six weeks ago, but the region of Gran Santo Domingo, which includes the Dominican capital city, still faces a serious epidemic situation.The government is developing preventive measures which include informing the population, careful observation of diarrhea cases, providing drinkable water and building new public toilets as part of efforts to contain the outbreak, it added.The latest Cholera outbreak appeared in the Dominican Republic last November, a month after cases were reported in Haiti.The Ministry said they stepped up efforts to monitor the situation after tropical storm "Emily" passed through parts of the country two weeks ago.After the beginning of the rain season, cholera cases have increased generally and all the public hospitals in the country are provided with supplies and medical staff to care for the people with symptoms of cholera or other tropical diseases.
LOS ANGELES, July 27 (Xinhua) -- The Juno spacecraft of the National Aeronautics and Space Administration (NASA) arrived at its launch pad at the Cape Canaveral Air Force Station in Florida on Wednesday, ready for a mission to Jupiter to study the solar system, the Jet Propulsion Laboratory (JPL) said.The solar-powered, Jupiter-bound spacecraft was secured into place on top of its rocket at 10:42 a.m. EDT (7:42 a.m. PDT), said JPL in Pasadena, California.Juno will arrive at Jupiter in July 2016 and orbit its poles 33 times to learn more about the gas giant's interior, atmosphere and aurora, according to JPL."We're about to start our journey to Jupiter to unlock the secrets of the early solar system," said Scott Bolton, the mission 's principal investigator from the Southwest Research Institute in San Antonio, Texas. "After eight years of development, the spacecraft is ready for its important mission."Now that the Juno payload is atop the most powerful Atlas rocket ever made -- the United Launch Alliance Atlas V 551 -- a final flurry of checks and tests can begin and confirm that all is go for launch, according to JPL.The final series of checks begins Wednesday with an on-pad functional test. The test is designed to confirm that the spacecraft is healthy after the fueling, encapsulation and transport operations."The on-pad functional test is the first of seven tests and reviews that Juno and its flight team will undergo during the spacecraft's last 10 days on Earth," said Jan Chodas, Juno's project manager at JPL. "There are a number of remaining pre- launch activities that we still need to focus on, but the team is really excited that the final days of preparation, which we've been anticipating for years, are finally here. We are ready to go. "The launch period for Juno opens Aug. 5, 2011, and extends through Aug. 26. For an Aug. 5 liftoff, the launch window opens at 11:34 a.m. EDT (8:34 a.m. PDT) and remains open through 12:43 p.m. EDT (9:43 a.m. PDT), JPL said.Managed by JPL, the Juno mission is part of the New Frontiers Program managed at NASA's Marshall Space Flight Center in Huntsville, Alaska.
LOS ANGELES, Sept. 1 (Xinhua) -- Fisker Automotive, a Southern California electric car maker, announced on Thursday that it has signed a pact with BMW regarding the supply of engines and other related components for future models in a major tieup.The Anaheim, Orange County-based U.S. car maker will get a four-cylinder turbocharged engine, totalling 100,000 units every year, for its next generation of cars under a project code-named "Project Nina," the company said.The production of the model, a mass-market plug-in hybrid sedan, will begin at the end of 2012 and the sale is slated for 2013."The BMW engine was an obvious choice for us, as BMW is known for producing the best and most fuel efficient gasoline engines in the world," Fisker's CEO and Executive Design Director Henrik Fisker said. "We are very pleased to have signed this agreement with BMW."The firm did not disclose the terms.The U.S. automaker, founded in 2007, has produced electric vehicles with extended range (EVer). The first derivative of "Project Nina" will be a mid-sized premium sedan which utilizes the technology.The company's other products include Fisker Karma Sedan, a luxury sports car and the world's first premium electric plug-in hybrid.
