SAN DIEGO (KGTV) — Despite a concerted effort to repair San Diego's crumbling sidewalks, a new report by city staff details the vast number of areas in desperate need of repair, as well as the skyrocketing cost to get them fixed."We're repairing more now than we ever have, but it continues to be a source of frustration," City Council member Mark Kersey told 10News in an interview Wednesday ahead of a City Council meeting on the matter.The new data shows that crews have repaired or replaced more than 27,000 sidewalks since the last major assessment was completed in 2015. However, more than 81,000 sidewalks still need attention. And while an estimate in 2016 put the costs to complete the work at million, that number has now jumped to to 100 million."The way it's set up right now is the sidewalk is the property owner's responsibility," Kersey explained. "They own it and they're supposed to maintain it. But because it's in the public's right of way, if someone trips and falls and hurts themselves, the city is the first one to get sued."Kersey says the repair process is far more complex and time-consuming than simply seeing a problem area and fixing it. Much of this stems from trying to prod property owners into making the repairs. However, Kersey says the costs of getting the right permits can be prohibitive, even sometimes matching the actual cost of the work. There is a city program which offers to bypass permitting and have the city do the work for half of the cost, though only a few dozen repairs are processed through the program each year.Another concern is mounting legal costs. On top of the cost of the actual repairs, the city has spent millions of dollars settling lawsuits stemming from dangerous sidewalks. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program. SAN DIEGO (KGTV) - Each year around this time, we marvel as gray whales make their way from Alaska down to Baja, Mexico, to give birth. However, this year's migration started late. "This year, with the migration being so late, a lot of the moms aren't actually making it to the lagoon before they give birth. So we're seeing a lot of these pregnant females giving birth on the migration this year," said Captain Domenic Biagini, founder of Gone Whale Watching San Diego.While the migration is late, Biagini says the whales look much healthier than last year, when many died. "Likely these whales spent a little longer feeding this year to make up for what they didn't get last year, and with less sea ice than normal, they're able to actually go further north looking for food, which then also makes the migration longer," said Captain Dom. Biagini says the calves aren't strong enough to dive, so he's already seen close calls with private boaters speeding by. "The problem is a lot of these grays, especially the moms with babies, are intentionally trying to keep a low profile and people aren't realizing that they're there as they're flying through thee areas. So it's really crucial to be conscious of your speed and surroundings during gray whale season," said Biagini.He says while the newborns are more vulnerable, the moms do a good job keeping a low-profile.They should arrive at their destination in a week or two. 1433
SAN DIEGO (KGTV) - Gusty Santa Ana winds and dry conditions prompted the National Weather Service to declare a Red Flag Warning for parts of San Diego County.A Fire Weather Watch was initially set to take effect Thursday, but NWS officials -- citing Santa Ana winds and low humidity -- updated the declaration into a Red Flag Warning.The warning is scheduled to take effect Thursday at 10 a.m. and will expire at 10 p.m. Friday. As a result, Cal Fire is increasing staffing this week. LATEST WEATHER FORECASTNWS officials said, “Santa Ana winds will develop Thursday with peak winds arriving Thursday night into Friday morning before gradually decreasing Friday afternoon and evening.
