BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market.The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year. The target of building 10 million government-subsidized apartments is 72.4 percent more than last year, according to official figures.China's affordable housing provisions are divided into different categories, including "economic housing" that are sold below market prices, "price-capped housing," government-owned "low-rent housing" for extremely poor residents and "public-rent housing" for a wider range of people.

But now, China has a large industrial robot market, along with Japan, the Republic of Korea and the United States," says Li Zexiang, general chair of the 2011 International Conference on Robotics and Automation (ICRA 2011), which concluded Friday in Shanghai.Chinese robotics researchers have suggested to the government that rules and regulations for robot usage should be created. Professor Wang Tianmiao from the Beihang University (BUAA) told Xinhua about the suggestions during the conference.Wang says that in the future, it might not be possible for artificial intelligence to take the place of humans in some social roles. BEIJING, Feb. 16 (Xinhua) -- China's police forces have formed a nationwide computerized network to share information about fugitives, fingerprints, stolen vehicles and other crimes.Sources with the Ministry of Public Security said Wednesday that almost all police officers throughout the country have access to the network, including those in border checkpoints and exit-entry administrations.The network can verify the identification cards of Chinese citizens and help the police with anti-terrorism and anti-drug operations, a statement released by the ministry said.The Public Security Ministry is working with other government agencies such as the ministries of national security and foreign affairs, the central bank and civil aviation administration to share information from the network.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. SAN FRANCISCO, March 29 (Xinhua) -- Amazon.com Inc. on Tuesday announced the launch of an on-line music storage service,which enables users to store digital music in the cloud and access it from computers and devices running Google's Android operating system.The new service, called "Cloud Drive," offered customers five gigabytes of free storage on Amazon Web servers for all kinds of digital files, including music, photos, videos and documents. For paid plans, users can purchase storage space starting at 20 U.S. dollars a year for 20 gigabytes.The on-line retailer also launched "Cloud Player for Web" and " Cloud Player for Android." The former allows users to get the media files they stored on Amazon's servers from a Web browser on a Mac or PC. The latter lets users play music they have uploaded on Cloud Drive, computers or a smartphone that runs Android operating system.Analysts said Amazon is stepping up its rivalries with Apple and Google. Both companies are also working on similar services, allowing users to store their music on-line and access it from any compatible device.Media reports said that Apple was pushing hard to launch a digital music locker service in April. Google was also reported to be testing its own digital locker service but it still needs to make agreements with major music labels.
