BEIJING, Feb. 11 (Xinhua) -- President Hu Jintao held a telephone conversation with his Brazilian counterpart Luiz Inacio Lula da Silva on bilateral ties Thursday, with both sides expressing willingness to promote cooperation.The Chinese president said China-Brazil relations have been deepening in a comprehensive way, marked by frequent exchange of visits between their leaders and political mutual trust.The Brazilian president's state visit to China last year brought the two countries' strategic partnership to a new level as the two sides reached consensus over a broad range of major issues, Hu said.The two countries have agreed to map out a joint action plan, he said, adding that exchanges and cooperation in various fields have seen new momentum and the two sides have maintained close coordination and cooperation in international and regional affairs.China-Brazil cooperation enjoys solid political foundation and broad prospect for development, Hu said.He said further development of their strategic partnership is in the fundamental interests of both countries and is their common aspiration. It is also conducive to world peace and common development, he said.He also said China highly values its relations with Brazil and is ready to work with the Brazilians to further promote strategic partnership between the two countries.On cooperation between the BRIC nations -- Brazil, Russia, India and China, Hu said the four countries share the same or similar opinions on many global issues and have great potential in bilateral and multilateral cooperation.China attaches great importance to the cooperation platform of BRIC countries and is willing to strengthen communication and cooperation with Brazil, Russia and India, he said.Hu emphasized China and Brazil are both members of the BASIC countries and share extensive consensus on the issue of climate change. BEIJING, Feb. 9 (Xinhua) -- China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives who are suspected of having committed a crime known as fake invoice fraud.The campaign will have a code name known as "spring thunder", said Liu Jinguo, Vice Minister of Public Security.While addressing a teleconference Monday, the vice minister said: "As the Spring Festival is drawing near, the demand for fake invoices remains strong. Perpetrators will get on the move."Statistics show that the police across the country uncovered 237 cases involving fake invoice fraud and detained 234 suspects in January. They also destroyed eight large sites making and selling fake invoices, and confiscated more than 12 million fake invoices in the past month.Fake invoice vendors are common in Chinese cities, where they offer receipts used for tax purposes. Such invoices could cause huge losses in tax revenues and could feed illegal activities, such as smuggling, money laundering and corruption.The Spring Festival, or the New Year's Day on the Chinese lunar calendar, will fall Sunday. It is an occasion for reunions of relatives and friends, completed with much fun and plenty of eatings. Spring Festival is the most important event for people of Chinese origin.

BEIJING, Jan. 23 (Xinhua) -- China's education authorities have banned employment of new substitute teachers, but denied a deadline for dismissing those still at work."Governments at all levels must ensure the inflow of qualified teachers and prohibit any school from taking on more substitute teachers," said Lu Yugang, deputy director of the personnel department of the Ministry of Education.Longtime employment of substitute teachers would not only impair the interests of students but also be unfair for the teachers as they are usually low paid, Lu said.However, the role of substitute teachers played and the contribution they made should not be forgotten, Lu said. "We cannot just tell them to leave the school and go home."Discussions about the future of substitute teachers have been featured prominently in newspapers and on websites in recent days, as it was reported all the substitute teachers would be dismissed in 2010.Substitute teachers are more often seen in poor places, mostly rural villages, as local governments could not afford to employ enough licensed teachers.By the end of 2008, China had about 311,000 substitute teachers, according to the ministry.Lu said the substitute teachers qualified for the job should be given opportunity to be formally recruited while those who were dismissed should be compensated.In recent years, substitute teachers have been gradually replaced by graduates from normal universities as the government invested more in the education in rural areas.
