BEIJING, May 10 (Xinhua) -- The energy intensity of China's centrally-administered state-owned enterprises fell close to government targets from 2005 to 2009, a senior SOE administrator said Monday.The level of energy consumption per 10,000 yuan of output value was down 15.1 percent over the five-year period, said Li Rongrong, director of the State-owned Assets Supervision and Administration Commission (SASAC).Combined investment in energy-efficient and emissions reduction projects by centrally-administrated SOEs totaled 87.84 billion yuan (12.9 billion U.S. dollars) in 2009, said Li.This helped reduce sulfur dioxide emissions per 10,000 yuan of output value by 36.8 percent and chemical oxygen demand by 33 percent compared with 2005 levels, said Li.Enterprises executives who performed poorly in promoting energy conservation and emissions reductions, would be held for responsible by the SASAC, said Li.But he did not explain what would be considered a "poor" performance nor what penalties would be enforced.Under China's 11th five-year plan (2006-2010), the centrally-administered SOEs are expected to reduce energy intensity by 20 percent by the end of 2010 from 2005.By the end of 2009, China had 131 centrally-administered SOEs, many of them leading companies in highly polluting industries, including petrochemicals, steel, power generation, and non-ferrous metals industries.

BEIJING, May 8 (Xinhua) -- To achieve equitable development globally, China adheres to a principle of "common but differentiated responsibility" on climate change, a senior official said here Saturday.Xie Zhenhua, vice minister of the National Development and Reform Commission (NDRC), made the remarks at the International Cooperative Conference on Green Economy and Climate Change.Xie's comments came a day after Chinese Premier Wen Jiabao said that according to the principle of "common but differentiated responsibility," the international community should further clarify the mandatory reduction targets for developed countries and mitigation actions for developing nations."Developed countries discharged a great amount of greenhouse gases during their industrialization in the previous two centuries. That is the main cause of global warming," said Xie, one of China's leading negotiators for climate change talks. "That's why they should take most of the responsibility to reduce carbon emissions."Developed countries have already overused the earth's atmosphere for emissions, occupying what should be emission quotas for developing countries who are developing to meet their citizens' basic needs, he said."Developing countries are now beginning to industrialize. It is unfair to limit their development," Xie added.Xie said developed countries should transfer environmentally friendly technologies to developing nations and increase their aid to poor nations.Although a challenging task, China was likely to lower its energy consumption per unit of gross domestic product (GDP) by 20 percent at the end of this year compared with the 2005 level, he said.China would work to play a constructive role to promote a successful Cancun conference and further enhance dialogue and cooperation with the international community in terms of tackling climate change and promoting sustainable development of the world, he said.Five months after the Copenhagen talks and seven months before the Cancun conference, Saturday's conference was recognized as a platform to promote the materialization of pledges in the Copenhagen accord and urge for a fruitful Cancun conference.With a theme of "Low carbon, New energy and Sustainable development," the conference was organized by the China Center for International Economic Exchanges. The conference has invited top leaders, environment officials and entrepreneurs from both China and countries including Brazil, India, Mexico and South Africa.

BEIJING, April 18 (Xinhua) -- China welcomes and appreciates the international community's willingness to aid quake relief work in northwest China's Qinghai Province, Foreign Ministry spokeswoman Jiang Yu said on Sunday.Jiang said the international community had extended condolences and expressed concerns about the relief work after a 7.1-magnitude quake struck the Tibetan Autonomous Prefecture of Yushu, Qinghai, early Wednesday, killing at least 1,706 people.Some countries and organizations have expressed their willingness to offer assistance, which is a clear manifestation of their goodwill to China, Jiang said."Chinese government welcomes and sincerely appreciates their goodwill," she said, adding that the information for receiving donations has been published.The spokeswoman said the Chinese government is sparing no effort in rescue and relief as more rescuers and relief materials are being sent to the quake zone."We believe the people affected by the earthquake will surely overcome the disaster and rebuild their home with concerted efforts of the Chinese people and the support of the international community," Jiang said.
