MEXICO CITY (AP) — Mexico has reached a deal with the United States to pay the shortfall in its annual contribution of water from border-area rivers, by transferring rights to water held in border dams that normally supply cities and towns downstream. The agreement announced Thursday allows Mexico to meet the Oct. 24 deadline which, if missed, could have endangered a cross-border water-sharing treaty that greatly benefits Mexico. Middletown, Connecticut (WFSB) -- A car slammed into Middlesex Hospital in Middletown, Connecticut and caught fire on Thursday morning.According to Middletown Mayor Dan Drew, the act was intentional and that there were gas cans in the car.Drew said in a noon news conference that a man in his 20s crashed into the emergency room entrance and then set himself on fire. He was reportedly at Bridgeport Hospital in critical condition.One person was hurt, according to dispatchers.“I heard a noise," said Gary Mills, an eyewitness. "I was in my room. I put my shoes on and looked out the window and I saw all the smoke coming out. I said 'something is happening over there.' My sister got up. We went outside and we saw all the flames and then over this side I see this guy screaming, he was screaming! MICHIGAN — Six Detroit-area doctors were charged with fraudulent health care billing and unlawful prescribing of opioids, according to a federal indictment.The defendants, identified as Rajendra Bothra, Eric Backos, Gainu Edu, David Lewis, Christopher Russo and Ronald Kufner, each played different roles at different times, the indictment said. Over the course of the conspiracy, the defendants allegedly submitted claims for more than 2.5 million to Medicare, 2.6 million to Medicaid and .2 million to Blue Cross/Blue Shield of Michigan for services and equipment that was medically unnecessary, not eligible for reimbursement and/or not provided as represented.According to the indictment, the defendants issued more than 13,217,987 dosage units of Schedule II opioids, including Oxycontin, Percocet and Vicodin.The scheme, beginning in January 2013, was operated at three clinics: The Pain Center located in Eastpointe and Warren and the Interventional Pain Center in Warren.
