SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. A spokesperson responded that the company is reviewing the provisions passed by Congress. SAN DIEGO (KGTV) - Many residents living in and around the polluted Tijuana River Valley expressed frustration this week with a plan to use taxpayer money to fund a campground instead of working on a fix to the raw sewage pouring over the border from Mexico into San Diego County. California Senate Bill 507 was signed by Governor Jerry Brown last month and allotted .5 million towards a campground and only 0,000 to study potential fixes to the sewage.“It seems like it’s the bastard child of San Diego and it just sucks.  It’s not fair,” said Ginger Sacco of the Citizens Against Sewage group.Sacco told 10News they were under the impression the bill, which was backed by Senator Ben Hueso and Assemblyman Todd Gloria, would be used to fight the sewage problem.  Instead, Sacco said they only learned last week most of the money would fund a campground backed by San Diego County Supervisor Greg Cox.“I can’t imagine people in their right mind wanting to camp down here knowing all the sewage and toxins that have been coming through here,” said Sacco.A spokesman for Supervisor Cox emailed 10News a statement:“The .1 million comes from a 1988 State park bond act that was specifically designated by the voters for the purchase of land to expand the Tijuana River Valley Regional Park. At this time, after the purchase more than 1,800 acres, there are no additional lands necessary for inclusion to the Regional Park, therefore, we sought State legislation to slightly shift those park funds for the creation of the park and open space amenities.0,000 of that money was allocated to study potential fixes to the sewage spills on the U.S. side….County taxpayer money designated by the voters for a County park is not the proper funding source for an international water pollution prevention and treatment project costing hundreds of millions of dollars.”A spokeswoman for Senator Hueso said she issued news releases that mentioned the campground element.  Sacco said the residents never saw or heard about the campground until recently.An SB 507 promotional YouTube video featuring Assemblyman Gloria focused heavily on the sewage damage but doesn’t mention the campground.  His spokesman sent 10News a statement:“Assemblymember Gloria has been and remains committed to exploring solutions that will stop the pollution in the Tijuana River Valley. The purpose of the video was to highlight the State’s commitment to funding a feasibility study for the development of infrastructure on the U.S. side of the border.As mentioned in the video…this bill starts us on a path toward a long-term solution. It is worth noting that without SB 507, the State would not be funding a feasibility study. In fact, none of this money would be coming to the Tijuana River Valley.” 2807

SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment.There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state.The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues. The measure failed.The Legislative Analyst’s Office said the measure could increase health care costs for state and local governments by the low tens of millions of dollars a year. Under the measure, the LAO said state Medi-Cal costs, and state and local employee and retiree health insurance costs could increase due to governing entities negotiating higher payment rates and patients requiring treatment in more costly settings like hospitals. 2243

SAN DIEGO (KGTV) - Lupus patients were shocked and scared when they found out they couldn't get a refill of their life-altering prescription, due to COVID-19.Grandmother Michele Fumar said her daughter has had lupus, an autoimmune disease, since she was 11. She's 27 now, married with two young kids.Her daughter got an email from Kaiser Permanente reading in part, "in order to keep an essential supply of hydroxychloroquine (Plaquenil) for critically ill COVID-19 patients, we have placed a temporary freeze on refills."She was just shocked, we were all shocked," Fumar said about reading that email. "This drug is very important to maintain her health so yes it is just very frustrating."The kind of lupus her daughter has attacks her kidneys. Even while taking her prescription she's had complications. Fumar said her daughter became ill at the mall several years back, suddenly weak with a headache. That trip to the emergency room turned into a week long hospital stay.Fumar said her daughter has been trying to wean off of the medication with no luck thus far. "She only has 16 days left of her prescription." Now they're both scared. Her daughter was told to space out the medication, but they don't know how that will affect her health.Janae Lessnau was just diagnosed with lupus in January. On average it takes six years to get diagnosed with lupus, meeting several criteria from several specialists, the Lupus Foundation says.Lessnau said the drug has already had a huge impact on her life, "it helps with fatigue, it helps with the joint pain. It's not really affecting my kidneys or any vital organs right now but not being on it, it could increase the spread, you know increase the process."Lessnau said she felt lucky to pick up her monthly prescription Tuesday at CVS. She heard at the pharmacy she won't be able to get a refill in the future.In contrast, CVS put out a statement reading in part, "With client consent, CVS Caremark is setting appropriate limits on the quantity of each of these medicines for potential use in treating COVID-19. Members who already take these medicines for approved uses will be able to bypass the new quantity limits.""We all feel bad for the patients who may be suffering from COVID-19 but it's not a proven solution," Fumar said. Lessnau agreed adding, "when did we get to the point where we pick and choose lives?"The Lupus Foundation is contacting politicians in Sacramento for help, hoping to find a solution."Right now, today we can't say yes there is a shortage, I don't believe that's true. But what I am afraid of is it will be very quick, because if people are hoarding the drug it will turn out to be like the toilet paper," Executive Director of the Lupus Foundation Southern California Division Elizabeth Savage said.After reaching out to Kaiser Permanente they said they are re-evaluating their policy. 2874
