(AP) — Two major law enforcement organizations have dropped their opposition to California legislation that strengthens standards for when officers can use of deadly force, a shift that comes after supporters made changes to the measure.Spokesmen for organizations representing California police chiefs and rank-and-file officers told The Associated Press on Thursday that they won't fight the measure, which was prompted by public outrage over fatal police shootings.As originally written, the measure would bar police from using lethal force unless it is "necessary" to defend against an imminent threat of death or serious bodily injury to officers or bystanders.That's a change from the current standard, which lets officers kill if they have "reasonable" fear they or others are in imminent danger. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. (AP) — California sued Tuesday to block the Trump administration from cancelling nearly billion for the state's high-speed rail project, escalating the state's feud with the federal government.The Federal Railroad Administration announced last week it would not give California the money awarded by Congress nearly a decade ago, arguing that the state has not made enough progress on the project.The state must complete construction on a segment of track in the Central Valley agricultural heartland by 2022 to keep the money, and the administration has argued the state cannot meet that deadline. That line of track would be the first built on what the state hopes will eventually become a 520-mile (837-kilometer) line between San Francisco and Los Angeles.But Democratic Gov. Gavin Newsom says the move is retribution for California's criticism of President Donald Trump's immigration policies."The decision was precipitated by President Trump's overt hostility to California, its challenge to his border wall initiatives, and what he called the "green disaster" high-speed rail project," the state said in the lawsuit.California was not expected to tap the 9 million the Trump administration has revoked until 2021. If the lawsuit is not resolved before then, the election could put Democrats in the White House and Congress who may be friendlier to the project.The lawsuit faulted the Trump administration for halting cooperation with the state on granting environmental clearances for the project.
