SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments.The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens.The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change.The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. SAN DIEGO (CNS) - Authorities warned the public Friday to beware of crooks who have telephoned Poway-area residents in recent weeks and tried to swindle them out of money by falsely claiming that the victims were in arrears due to outstanding arrest warrants or other obligations to local government coffers."These scammers and impersonators sometimes provide the victims with genuine Sheriff's Department phone numbers, and in the past they have actually used the names of real department employees," sheriff's Lt. Christopher Collier said. "They may sometimes even want to arrange a meeting in the parking lot of a government building or station in an effort to appear legitimate."No employees of the regional law enforcement agency -- or of any other county body -- contact members of the public by telephone to discuss such matters, Collier noted."Nor would any employees ever try to arrange a meeting to allow (a) payment to be made," the lieutenant said. Gavin Newsom announced Monday the state will send .7 million to support San Diego's proposed purchase of two hotels to provide more than 330 rental housing units for San Diegans experiencing homelessness.The funds -- part of the state's Project Homekey -- will go toward the purchase of the Residence Inn Hotel Circle and Residence Inn Kearny Mesa, to be considered by the San Diego City Council in October.The purchase of the two properties would create 332 permanent supportive housing units, with 72 of the units having two bedrooms, enough to provide housing for more than 400 individuals. According to a city statement, the units were determined to require minimal work before people could move in. The Hotel Circle property was built in 2003, while the Kearny Mesa property was built in 1990 and underwent a renovation in 2013."San Diego has proven we can put state dollars to action on programs and services that reduce homelessness," said Mayor Kevin Faulconer. SAN DIEGO (CNS) - A man accused of opening fire inside a Poway synagogue, killing a woman and injuring three other people, pleaded not guilty today to more than 100 federal hate crime charges alleging he acted out of hatred toward the Jewish and Muslim communities.John T. Earnest, 19, is accused not only of the synagogue shooting but also of an earlier arson fire at an Escondido mosque. He is being charged by both federal and state prosecutors and faces a possible death sentence in both cases. Neither office has made a decision regarding whether they will pursue the death penalty.Earnest, of Rancho Penasquitos, is accused of carrying out the shooting at Chabad of Poway on April 27 -- the last day of Passover -- killing Lori Gilbert Kaye, 60, who was shot twice in the synagogue's foyer and died at a hospital.The congregation's rabbi, Yisroel Goldstein, 57, lost an index finger in the shooting. Two other people -- Almog Peretz, 34, and his 8-year-old niece, Noya Dahan -- were also injured.Earnest is also accused of setting a March 24 fire at an Escondido mosque -- a crime to which Earnest allegedly confessed in an online manifesto he posted prior to the synagogue shooting.Following his initial appearance Tuesday afternoon, he's slated to return to court May 28 for a preliminary hearing. He remains held without bail.He was charged last Thursday with 109 federal hate crimes: -- 54 counts of obstruction of free exercise of religious beliefs using a dangerous weapon, resulting in death, bodily injury and attempts to kill; -- 54 counts of hate crimes stemming from the synagogue shooting in violation of the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act; and -- one count of damage to religious property by use of fire.Each of the 54 hate crime and obstruction of free exercise of religious beliefs counts apply to a person who was inside the synagogue during the shooting, Brewer said. Among those people, 12 of the congregants present were children, he said.Earnest is due back in federal court May 28.Earnest is also charged in state court with murder, attempted murder and arson. Bernardo Drive, less than two miles west of the synagogue, Deputy District Attorney Leonard Trinh said.Earnest got out of his vehicle with his hands up and was taken into custody without further incident, according to police.In the ``open letter'' that authorities say Earnest posted online shortly before the shooting, the author espouses flagrant anti-Semitic sentiments and a need to protect the ``European race.'' SAN DIEGO (CNS) - A man was hospitalized in San Diego Saturday morning after being seriously injured when he laid down in front of his friend's car during an argument and was run over, authorities said Saturday.The incident occurred at 11:15 p.m. Friday in the 5800 block of Market Street in the Emerald Hills neighborhood, according to Officer John Buttle with the San Diego Police Department.The victim argued with his friend and in an attempt to get his friend's attention, he laid down in the street in front of a car the suspect was driving and was run over, Buttle said.A friend of the victim called 911 to report the incident and the suspect got out of the car and took the friend's cell phone and told the 911 operator the victim had laid down intentionally in front of his car, then the suspect drove away from the scene, said Buttle.The victim was transported to a hospital with serious, but not life-threatening injuries, he said.MAP: Track crime happening in your neighborhoodThe suspect's vehicle is a 2001 burgundy Mazda 4-door with California license plate number 7XNW211. 1095
