WASHINGTON — The number of Americans seeking unemployment benefits rose last week to 898,000, a historically high number that is evidence that layoffs remain a hindrance to the economy’s recovery from the pandemic recession that erupted seven months ago. Thursday’s report from the Labor Department shows that the job market remains fragile, and it coincides with other recent data that have signaled a slowdown in hiring. The economy is still roughly 10.7 million jobs short of recovering all the 22 million jobs that were lost when the pandemic struck in early spring. 578

WASHINGTON — The Justice Department is quietly amending its execution protocols, no longer requiring federal death sentences to be carried out by lethal injection and clearing the way for other methods like firing squads and poison gas. The amended rule, published Friday in the Federal Register, allows the U.S. government to conduct executions by lethal injection or use “any other manner prescribed by the law of the state in which the sentence was imposed.” A number of states allow other methods of execution. The amendment to the "manner of Federal Executions" rule gives federal prosecutors a wider variety of options for execution to avoid delays if the state in which the inmate was sentenced doesn't provide other alternatives. The change also suggests that if the state where the crime occurred does not permit death sentences, a judge can designate another state with those laws and utilize their facilities to carry out the execution, according to CNN.The rule change will take effect in about a month. It remains unclear whether the Justice Department will seek to use any methods other than lethal injection for upcoming executions. On Monday, South Carolina prison officials said they have to delay an execution scheduled for Friday because they won't be able to obtain the lethal injection drugs needed. The South Carolina Supreme Court scheduled Richard Bernard Moore's execution for Friday after he exhausted his federal appeals. Moore has spent nearly two decades on death row for his conviction in the 1999 fatal shooting of a convenience store clerk in Spartanburg County. The South Carolina Department of Corrections said in a letter to the state Supreme Court last week that it won't be able to find drugs by Friday. They have not been able to secure the drugs since their last stock expired in 2013. The Associated Press obtained a copy of the letter. There are 28 states that allow federal and state executions, lethal injection is the primary manner of execution. At least nine of those states, according to CNN, allow for alternative methods such as electrocution, lethal gas, firing squad and hanging. 2136

VISTA, Calif. (CNS) - A 45-year-old apparently homeless man suspected of arson was arrested after allegedly setting a car on fire in Vista.Deputies responded to a report of a car fire in the 1200 block of East Vista Way, near East Bobier Drive, about 10 p.m. Tuesday, according to Lt. Nancy Blanco of the San Diego County Sheriff's Department."On their way to the scene, a witness reported seeing a man, who appeared to be homeless, walk by the car, break a window and start the fire," Blanco said.Deputies located Jose Garcia, matching the suspect's description, who allegedly had a lighter in one hand and a pipe to smoke illegal drugs in another, according to Blanco.Garcia was arrested after a witness identified him in a curbside lineup, Blanco said. He was booked at the Vista Detention Facility for arson and possession of illegal drugs. 852

Virginia Democratic Sen. Tim Kaine on Sunday said President Donald Trump continuing to blame Democrats for the lack of permanent protections for young undocumented immigrants is a break with reality."He is either lying or he is completely delusional," Kaine said on CNN's "State of the Union."Trump on Friday said Democrats were responsible for there being no permanent fix on the Deferred Action for Childhood Arrivals program, claiming, "The Democrats fought us, they just fought every single inch of the way. They did not want DACA in this bill."Kaine noted that then-President Barack Obama established the program, which has protected undocumented immigrants brought to the US as children from deportation, and that it is Trump who moved to end it."One person can save DACA," Kaine said. "If President Trump believes in DACA, all he has to do is retract his executive order from September where he broke a promise to Dreamers and said he was going to end the program."Trump has repeatedly railed against Democrats on DACA, with his comments on Friday coming as the latest such statement in a string of developments on the immigration program.Kaine said on Sunday that lawmakers would continue efforts to reach some kind of permanent shield for DACA recipients, but argued that without a consensus from the Republicans, a solution would require returning his party to power."We're going to keep looking for a solution, but the key is we do not have the support of the White House, we don't have the support of Republicans," Kaine said. "We either have to change their minds, or we have to get more Democrats in office." 1640

VISTA (CNS) - A Vista vodka distillery that shifted its operations to producing hand sanitizer during the coronavirus pandemic announced Tuesday that it will donate a portion of the proceeds to fund COVID-19 research.Misadventure & Co. said 15% of profits generated by its hand sanitizer sales will go to "scientific research institutions, including The National Institutes of Health Foundation, John Hopkins Medical Foundation and University of California San Diego Health Foundation in the name of COVID-19 research and response."In March, the company pivoted operations to manufacturing hand sanitizer after pandemic restrictions prevented patrons from visiting its distillery or tasting room."We are so thankful that we were able to pivot our business and save jobs when the coronavirus first struck. We want to give back by donating to institutions that will help find a vaccine," said co-founder Sam Chereskin."Now just like our sustainable vodka, consumers can feel good about purchasing their hand sanitizer through our website because they know they will support efforts to end this pandemic," he said. ``We call on more companies to join this movement and help donate a portion of their proceeds in a similar manner." 1239
