With that, the questions and concerns about what that means for drivers out on the roads.“I think we will see an increase in DUI marijuana’s,” said Officer John Perdue, a San Diego Police officer in the traffic division.Perdue is an expert at DUI and drug recognition. Since November 8, 2016, when California voters approved Prop. 64, or the adult use of marijuana act, he’s been hearing the same thing when he comes across drivers he suspects are driving high.“Their first reaction is one of two, either A. ‘I have a medical marijuana card’, or B. ‘marijuana is legal.’ And I have to remind them, so is alcohol, but you still can’t drive under the influence of it,” Perdue said.How exactly will police be able to tell if someone is driving high?One tool that officers will use to help is the Drager Drugtest 5000, a presumptive drug screening test that can detect seven types of drugs in a person’s system.Like an alcohol breathalyzer, Perdue said, “the person has every right to refuse this.” But unlike alcohol, it doesn’t have a percent limit.If the Drager reads positive, Perdue said, “it doesn’t necessarily mean they’re impaired or under the influence, it just says that chemical or drug is in their body.”  So to be arrested for DUI, it’s still up to the officer to decide if the driver shows impairment.But that can be tough. Look at the Drager as an extra tool that’s used along with field sobriety tests, what an officer smells, sees or finds in the car, to formulate that officer’s opinion of whether a driver is high.“The hardest thing will be, because there is no per se limit right now, the officers are really going to have to be aware of the signs and symptoms,” Perdue said. 1808

SAN DIEGO (KGTV) — Pilot Robert DeLaurentis touched down this week in San Diego after traveling 26,000 miles in the name of peace.DeLaurentis, known as the peace pilot, flew from the South Pole to the North Pole in a journey that took him to six continents and 22 countries in the name of peace."The mission of the flight is world peace and we're connecting the South Pole and the North Pole, the two places on the planet where peace has always existed and helping to connect everybody in between," DeLaurentis said.His journey to the only two locations on Earth that have never seen war will be chronicled in the upcoming documentary, "Peace Pilot to the Ends of the Earth and Beyond," featuring a collection of interviews, blogging, and observations.DeLaurentis encountered a slew of mechanical issues during his adventure."In fact, when I left Ushuaia for the South Pole I packed up all my personal belongings in a hotel rook with my address I assessed my chances of coming back at about 50%," says DeLaurentis. SAN DIEGO (KGTV) -- Police are investigating a possible road rage incident that ended with a car crashing into a tree in Scripps Ranch.According to San Diego police, the crash happened just after 11 p.m. Monday on Scripps Ranch Boulevard and Spring Canyon Road.Police said a couple in a silver SUV called 911 and claimed a black car intentionally backed into them, causing the black car to lose control before crashing into a tree.However, the driver of the black car said he accidentally cut off the SUV, so they then hit him from the back and forced him to crash.The incident remains under investigation, as police try to sort out the full details of the episode.No injuries were reported. 699

SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. If you're a Comic-Con mega fan, patience is a vital part of the experience. Many slept on the grassy courtyard for hours, just to claim a seat inside the coveted Hall H. Fans say they can't get enough. "I've been a fan since the first season came out," Superfan, Marvin Calderon said. "I'm also a fan of the comic books."Calderon showed us his right arm. It is entirely covered with "The Walking Dead" themed tattoos, proving to us, his extreme loyalty to the show.Friday's panel featured the showrunner, Angela Kang, her executive producers, Robert Kirkman, Gale Anne Hurd, Dave Alpert, and Greg Nicotero, as well as cast members Norman Reedus, Danai Gurira, Melissa McBride, Jeffrey Dean Morgan, Avi Nash, Cooper Andrews, Ryan Hurst, Nadia Hilker, Eleanor Matsuura, and Cailey Fleming.
