SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. SAN DIEGO (KGTV) — Cold, windy, and rainy conditions have prompted the San Diego Housing Commission to activate inclement weather shelters this New Year’s Eve. The commission activates the Inclement Weather Shelter Program when temperatures drop below 50 degrees, the chance of rain is higher than 40 percent or in the case of sustained high winds. The program is a partnership between the commission, the city of San Diego, Father Joe's and Connections Housing. The commission also funds the program. Father Joe’s Villages tells 10News they can take in an additional 170 people this New Year's Eve, including children.They will convert two dining halls into temporary shelters, filling them with cots. “When you’re out there in the rain and you get wet and then this cold air, you feel a chill in your bones, that’s what those on the streets experience,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages. SAN DIEGO (CNS) - A 17-year-old girl was shot Tuesday morning during an argument inside a Rolando apartment, San Diego police said.Shortly after 12:35 a.m., a security guard reported hearing an argument followed by a gunshot inside of an apartment in the 4700 block of Seminole Drive, near Stanley Avenue off 63rd Street and El Cajon Boulevard, San Diego Police Officer Robert Heims said.The security guard also reported seeing people run away after the shooting, Heims said. Officers responded to the scene and found that a 17-year-old girl had been shot in the left neck/jaw area.The victim was taken to a hospital for treatment of her injuries, which were not believed to be life-threatening, the officer said.A detailed suspect description was not immediately available. 782

SALT LAKE CITY, Utah — It’s beginning to look a lot like Christmas, well kind of. Cities across the U.S. still may be trying to deck the halls, but a COVID-19 Christmas just looks and feels different.For people of faith, a season full of worship and togetherness will be missed."They do feel isolated," said GlenRoy Watson, a bishop with the Church of Jesus Christ of Latter-day Saints.Watson’s congregation is made up of about 100 families."Normally at Christmas, we'd eat dinner and hang out and have a Christmas presentation," he said.This year, religious celebrations need to be held at home, but he had an idea."I'm just hoping that everyone will learn a little bit more about each one another and just continue to feel united," Watson said.He asked all families in his congregation to make a home video about their traditions or fond holiday memories to share with each other."It will be kind of like a mini movie," he said."For our Christmas tradition we read the story of Jesus Christ," congregation member Denise Cordero said as she sat with her young daughter by their Christmas tree and spoke to her iPhone camera.For church piano player VerLynn Brink, playing Christmas hymns for everyone at her church is what she will miss most."This is one of my favorite memories of Christmas," she said as she recorded a video on her phone while playing her piano. SAN DIEGO (CNS) - A 52-year-old man was struck and gravely injured Sunday in a San Diego trailer park, and the motorist who hit him in a stolen Hummer was arrested.The incident began just after 11:10 a.m. when the San Diego police received a call from Chula Vista police who were involved in the pursuit of the stolen Hummer, SDPD Lt. Andra Brown said.The Hummer was snatched from a RoadOne impound yard in Chula Vista, SDPD Lt. Bryan Brecht told the media.The vehicle initially crashed at a gas station at 1400 Melrose Ave. in Chula Vista, but continued evading police south on Interstate 5, exiting into a trailer park at 1600 Palm Ave., Brown said.Officers tried to stop the driver but he sped away and hit the pedestrian, Brown said. It appeared the collision was intentional, Brown added.The 44-year-old driver was eventually taken into custody with help from a K-9 dog deployed to stop him, Brown said. The driver was taken to a hospital for treatment of minor injuries before being taken into custody.
