BEIJING, Nov. 16 ( Xinhua) -- The General Office of China's State Council, or the Cabinet, on Tuesday issued a circular, ordering more strict fire control measures to "resolutely" prevent serious fire accidents.Monday's blaze in an apartment building in Shanghai's downtown area left 53 people dead and more than 70 injured, one of the deadliest recorded fire disasters in the city.The circular ordered extensive campaigns to inspect and remove fire hazards and to educate the public about fire control, as well as strict implementation of the accountability system for fire accidents.Besides those directly responsible for serious fire accidents, local government chiefs would also be held accountable, it said.Police have detained eight people in connection with the deadly blaze.Further, an initial investigation has blamed the disaster on unlicensed welders, some of whom are among the detained.

XI'AN, Nov. 19 (Xinhua) -- A 100-member team of Chinese soldiers left here Friday for the Democratic Republic of Congo (DRC) for an eight-month UN peace-keeping operation there. They formed the first batch of China's 12th peace-keeping team to DRC since 2003. BEIJING, Dec. 23 (Xinhua) -- Chinese President Hu Jintao appointed a new representative and ambassador to the World Trade Organization(WTO) and a new ambassador to Myanmar, according to a statement from the Standing Committee of the National People's Congress (NPC) on Thursday.Yi Xiaozhun, 59, previously a vice commerce minister, was appointed representative and ambassador to the global trade body, replacing 64-year-old Sun Zhenyu, who was the country's first WTO representative since China's accession to the WTO in Dec. 2001.Li Junhua was appointed ambassador to Myanmar, succeeding the 54-year-old Ye Dabo.Prior to Thursday's appointment, Li was deputy director of the International Organizations and Conferences Department of the Chinese Foreign Ministry.The appointment was in line with the decision made by the Standing Committee of the NPC, China's top legislature.
