BEIJING, July 11 (Xinhuanet) -- Gay and bisexual men account for around one in every three new cases of HIV in China, according to the latest official statistics released by the Ministry of Health.About 5 percent of the group - officially termed men who have sex with men, or MSM - are living with the virus, which is a rate that is 88 times higher than the national HIV prevalence rate of 0.057 percent.The problem is particularly acute in large urban centers, with the prevalence rate in some southwestern cities reaching almost 20 percent.However, the statistics also show that less than half of all gay and bisexual men have access to HIV screening, while about 15 percent of those who are infected are not receiving treatment."Cities are at the heart of China's development and progress and must remain at the forefront of its HIV response," said Michel Sidibe, executive director of the Joint United Nations Programme on HIV/AIDS (UNAIDS), during a workshop about the HIV impact on MSM on Saturday in Chengdu, capital of Southwest China's Sichuan province."Through bold action cities can lead the way to achieving the UNAIDS vision of zero new HIV infections, zero discrimination and zero AIDS-related deaths," he said, according to a UNAIDS news release. "We hope that over the next year, many more Chinese cities will implement MSM strategies."Almost 10 percent of gay and bisexual men in Chengdu are HIV-positive, according to Yang Xiaoguang, director of the city's health bureau. He agreed with Sidibe that cities have a crucial role to play in AIDS prevention and added: "By working to build a strong, multi-sector response in Chengdu, with meaningful community participation, we can scale-up coverage of prevention, treatment and care services among MSM and halt the spread of HIV."During the workshop, senior Chinese health officials, representatives from civil societies and other delegates discussed a new five-year strategy that increases coverage of HIV prevention and treatment for the MSM population and promotes the participation of community organizations.Government estimates put China's population of gay men at between 5 and 10 million, although Zhang Beichuan, a leading expert on HIV at Qingdao University, puts the number closer to 30 million.Tong Ge, coordinator of China's MSM Health Forum, noted the importance of ensuring strong cooperation between the government and society."By building on the experiences of cities like Chengdu, which already have well developed AIDS responses, we can help promote multi-sector collaboration on an equal, orderly basis and strengthen the response to HIV nationwide," he said. "The next step will be to implement similar strategies in other cities nationwide."Chengdu's new strategy underscores the critical role community organizations can play in reaching MSM and other populations at a higher risk of infection, experts at the workshop said.In 2009, China had an estimated 740,000 people living with HIV/AIDS, according to UNAIDS statistics.
BEIJING, Sept. 4 (Xinhua) -- China's railway system has transported some 1.27 billion passengers during the first eight months of this year, up 11.8 percent from a year earlier, the Ministry of Railways said Sunday.The figure has accounted for 67.4 percent of the ministry's full-year target, said the ministry in a statement on its website.The Ministry of Railways has planned to send 1.9 billion passengers in 2011, up 13.1 percent year-on-year.The country's high-speed trains had been operating with improved order and efficiency, said the ministry, which has been required to run high-speed trains at slower speeds, as well as to reorganize bullet train schedules nationwide, for safety reasons.The State Council, or Cabinet, ordered increased safety checks after a fatal train collision that killed 40 people in July raised concerns over the safety of the country's high-speed railways.The ministry cut the number of high-speed trains running between Beijing and Shanghai to 66 pairs from 88 pairs per day, effective as of Aug. 16.Meanwhile, the railways transported more than 2.6 billion metric tons of goods from January to August, up 7.8 percent year-on-year, the ministry said.

MOSCOW, Aug. 24 (Xinhua) -- A Russian Progress cargo ship crashed into Siberia after failing to reach the right orbit Wednesday. The crash marked the second failure in space launch in less than a week and the third in this year, prompting local media to suspect a major reshuffle in Russia's space industry.UNPRECEDENTED FAILUREThe Progress M-12M unmanned freighter was launched to the International Space Station from Baikonur space center in Kazakhstan on Wednesday. It was expected to reach a near-Earth orbit in about nine minutes after launch.However, after the 325th second of the flight, which was just a few seconds before the vessel should reach the orbit, the ground control center lost it.Russian space agency Roscosmos confirmed later that the cargo ship failed to reach the orbit and fell down. BEIJING, Aug. 13 (Xinhua) -- Chinese rating agency Dagong Global Credit Rating Co. on Saturday defended its AAA rating given to the Ministry of Railways, which has been under public fire over a train collision last month.The ministry received the long-term credit rating after launching on Monday its first bond sales since the crash on July 23 that killed 40 people near the Wenzhou city of eastern Zhejiang province.It sold 20 billion yuan worth of three-month bills on offer in the interbank market, with a yield of 5.55 percent, a relatively high rate for short-term government paper.The rating was assigned because of the ministry's status as a government agency backed by the central government revenue, its sufficient capital flows and strong financing ability, Dagong said in an email to Xinhua.The agency made the elaboration in response to market doubts as the ministry is already heavily indebted and the accident has stirred up skepticism about the its credibility and the safety of fast-expanding railways.Adding to doubts is that the AAA rating of the ministry is even a notch above China's local currency debt rating of AA+, which was also rated by Dagong.Government data showed the ministry's debts exceeded 2 trillion yuan (313 billion U.S. dollars) as of the end of June, raising its debt ratio to 58.53 percent, slightly up from the end of the first quarter of this year.Dagong said in the statement that the debt-to-asset ratio is medium level, lower than the alert line for the ministry which is 75 percent.The ministry has large-scale assets of good quality and relatively large room for fund-raising, Dagong said.The ministry has "extremely strong" repayment ability as it is backed by the state's credit, Dagong said, referring it as one of the three authorities that are allowed to issue bonds, along with the Ministry of Finance and the People's Bank of China.In July, the ministry issued 20 billion yuan of one-year commercial papers with a coupon rate of 5.18 percent, but only 18.73 billion yuan of the total was bought.Analysts said it has become more difficult for the ministry to borrow money because of tightened market liquidity and concerns over the ministry's debt burden.China's top four banks said at the end of last month that they will continue to offer loans to the ministry based on market conditions and risk appraisal. Credit from the four largest state-owned banks including the Industrial and Commercial Bank of China and the Construction Bank of China has been the major source funding the construction of China's fast-growing railways in recent years.
