BEIJING, Jan. 29 (Xinhua) -- China's Foreign Minister Yang Jiechi clarified China's stance on Internet management and emphasized Internet is open and active in China when meeting with U.S. Secretary of State Hillary Clinton, a spokesman of China's Foreign Ministry said Friday.Spokesman Ma Zhaoxu made the remarks in response to a question on whether Yang and Clinton discussed the Google case during their meeting on the sidelines of an international conference on Afghanistan in London."Yang stressed that Internet in China is open and active," said Ma.Chinese people enjoyed adequate freedom of speech in line with the law and have access to various kinds of information, which is an important reason why Chinese people unswervingly follow the path of socialism with Chinese characteristics, Ma said."Yang said promoting the development of the Internet is our consistent policy," said Ma.Ma added that China has its own domestic situation and cultural tradition, and it accords with the world's common practice that China regulates the Internet according to its laws and policies."China advocates severely fighting against hacking through beefing up international cooperation, so as to protect Internet safety and citizens' privacy in accordance with the law," Ma said.According to the Internet Society of China, the number of cyber attacks from abroad saw a year-on-year increase of 148 percent in 2008.
BEIJING, Feb. 2 (Xinhua) -- China has dispatched inspectors to 16 provinces to urge local authorities to thoroughly investigate cases concerning food safety, the government's latest move against a string of reportedly resurfacing melamine-tainted milk products after a nationwide crackdown in 2008.Any law-breaking concerning food safety will be severely dealt with, an official with the National Food Safety Rectification Office led by Health Minister Chen Zhu said here Tuesday.The unnamed official said the office recently dispatched eight teams of inspectors. The official did not give details on the total number of inspectors involved or their identities.Milk powder laced with melamine that should have been destroyed has been used, local authorities discovered.Media reports said melamine-tainted dairy products have resurfaced in several Chinese provinces.Melamine is an industrial compound which can give a false positive on protein tests and cause kidney stones. Melamine-contaminated milk products left at least six children dead and 300,000 sickened in 2008."These cases reveal that the toxic milk powder recalled in 2008 was not completely destroyed and is now illegally reused for new products," the official said.In December 2009, three people from the Shanghai Panda Dairy Company were prosecuted on suspicion of producing and selling melamine-tainted milk powder. Local police said all the company's products had been recalled and that there was no harm to consumers.Another three people from the Shaanxi Jinqiao Dairy Co. Ltd. in northwest Shaanxi Province had also been detained by police over suspected tainted milk powder sales before its products reached retail stores.Food safety issues have became particularly sensitive in China after the 2008 milk scandal. The government has intensified supervision of food safety with new laws and regulations, including the Food Safety Law that took effect on June 1, 2009. Nationwide checks of food safety have also been increased.The official said food safety was a global issue, one that existed in both developing and developed countries.Improving food safety standards is a long-term tough task for China, the official added.

TIANJIN, March 21 (Xinhua) -- The construction of a new express railway section between two cities near Beijing was kicked off Sunday, which, when completed, is expected to further speed up economic integration around the Chinese capital.The 158-km-long railway linking coastal Tianjin and Baoding in Hebei Province will shorten the journey between the two cities to less than an hour.The project is part of the railway network that covers Beijing, Tianjin and cities in Hebei."The network will serve as an important impetus for the integration of the cities around Beijing," said Wang Ailan, a researcher with the Tianjin Academy of Social Sciences.An express railway between Beijing and Tianjin was put into operation in August 2008, shortening the 120-km journey between the two municipalities to only 30 minutes from the previous 74 minutes at least.The intercity railway network is centered at Beijing and Tianjin, and all the cities covered by the network, including Hebei provincial capital Shijiazhuang and coastal Qinhuangdao, can reach each other within two hours' rail ride, according to the plan .With an investment of 24 billion yuan (about 3.5 billion U.S. dollars) and a designed speed of 250 km per hour, the section between Tianjin and Baoding will serve both passenger and freight trains.The railway between Tianjin and Qinhuangdao, which is under construction, boasts a designed speed of 350 km per hour and will cut the trip between the two cities to 50 minutes when completed. Currently, the fastest train journey between the two port cities is about two hours.A high-speed passenger rail between Beijing and Shijiazhuang is also under construction. BEIJING, Feb. 18 (Xinhua) -- The Ministry of Industry and Information Technology (MIIT) has pledged fresh measures to fight offensive content transmitted by mobile phones and websites.China Mobile, China Telecom and China Unicom, the country's three mobile carriers, have been required to examine the quality of their business partners, Thursday's China Daily reported Thursday.The MIIT also asked the Internet service providers to supervise the content of websites and close irregular websites.Operators of pornographic websites had been evading supervision from authorities through technical tactics including frequently switching domain names and IP addresses, the paper quoted a report on PC World's online edition as saying.The authorities will introduce a blacklist and the design of content-filtering technology to help network operators stem obscene content from reappearing.The measures aimed to protect the healthy growth of the next generation and clean the social environment, the MIIT said in statement.
