YouTube star Brooke Houts is the subject of a police investigation over a video that appears to show her abusing her Doberman.Los Angeles Police Officer Rosario Cervantes said the department's animal cruelty task force is looking into the matter but didn't offer further details.Houts posted the video to her YouTube channel, which has more than 330,000 subscribers. The video has since been taken down, though it's unclear whether that was done by her or by YouTube.However, viewers shared the video on social media, where it drew widespread criticism.In the 50-second video, Houts says she is attempting to prank her dog. "I put plastic wrap on the door. I'm gonna have him run out," she says. "We're just gonna see what he does."The video cuts, and Houts is then heard asking, "it doesn't faze you?" The dog jumps on her chest, and she responds by slapping him across the face.Later, Houts gets closer to the camera and engages in another altercation with the dog.  LA JOLLA, Calif. (KGTV) -- The work of Jonas Salk helped cure polio 63 years ago, when the polio vaccine was created. The vaccine changed countless lives, changing the nation. Salk's work pushed further though, helping to create the March of Dimes. An organization that continues to work with the Salk Insitute in La Jolla - so it's researchers can one day eradicate other diseases. 10News Anchor Steve Atkinson spoke with polio survivor Dennis Nutter about his experiences with the disease as a child in the 1940s. "I was five-years-old in 1948. I just remember being extremely tired. I couldn't get up and walk," Nutter said. "Finally, I was just bedridden. The town doctor just said, 'let's just take him to the hospital and with a spinal tap they said it was polio.'"Professor Martin Hetzer is the vice president and chief science officer of the Salk Institute. "The March of Dimes is called the March of Dimes because it was literally...many, very small contributions that allowed people like Jonas Salk to pursue their science," he said. "And in his case, it led to the eradication of and the elimination of polio."The discovery saved millions of lives. "There are so many things that they, children today, don't have to endure that my generation had to," Nutter said. With the Food and Drug Administration (FDA) yet to develop a regulatory framework for CBD-infused products, states are stepping in. This week, Illinois introduced new legislation that could require the testing of CBD products sold in its state. The hemp-derived cannabidiol, or CBD, is sold as a supplement, promising to manage everything from anxiety and insomnia to chronic pain.Rahul Easwar, co-founder of Chicago-based CBD-retailer LeafyQuick, says the product is everywhere.“Gummies, edibles, we’ve got bath bombs, salts, topical lotions," Easwar says. "You name it, there’s CBD in it.”But while some CBD shops like LeafyQuick only sell products that have been tested, there are no laws requiring that. “We don’t obviously accept every brand that knocks on our door, and we go through a very stringent due-diligence process,” says Easwar.And because CBD products are considered supplements rather than drugs, they remain largely unregulated. Since 2015 the Food and Drug Administration has issued more than four dozen warning letters to firms marketing unapproved drugs allegedly containing CBD. Many did not contain the levels of the cannabis derivative they claimed to.It’s that uncertainty about what’s in the products that prompted Illinois state representative Bob Morgan to act. “These are products coming in from other states more often than not are not being tested,” says Morgan. “We don't know if they have heavy metals pesticides contaminants synthetic THC or something way worse.”Morgan is pushing a bill that would require all CBD products sold in the state to pass minimum testing standards. “We should have these high expectations, especially since people were consuming this product,” says Morgan. “These are things people are ingesting and we have to make sure they’re safe.”If they’re not safe, the proposed law would require untested products to be pulled from shelves and online. Sellers violating the law could face stiff fines.It’s something retailers like Rahul Easwar say is essential to the CBD business' long-term success.“Especially retailers, more so the consumers need to demand such regulations and more stringent regulations in my opinion.”For now, there are still no national standards for CBD testing.
