SAN DIEGO (KGTV) -- Children in San Diego could soon go without food if the federal government doesn't extend waivers put in place during the COVID-19 pandemic. The San Diego Unified School District is warning about that possibility after the U.S. Department of Agriculture ended supplemental food support for local families. The changes are expected at the end of September. The USDA decided they would end the supplemental support during the pandemic. After Sept. 30, families will be required to verify identification, proof of school attendance and eligibility to quality for the free family meals. These things were waived in March because of the pandemic. SD Unified officials say the USDA hasn't responded to their request to extend the waivers. District officials are taking steps to try and fill in the gaps by working with partners like the San Diego Food Bank and Feeding San Diego. The district also announced triple the distribution sites, up from 28 to 82. Students or their parents/guardians who qualify for subsidized meals can drive through or walk up to receive breakfast and lunch, Monday through Friday, from noon to 2 p.m. during the 2020-21 school year, which begins on Aug. 31.The district is also offering assistance to any family that needs help completing the required forms. The district says they have distributed more than 4 million meals to students since March. They say these meals are often the only quality meal they receive. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308

SAN DIEGO (KGTV) -- Caltrans is warning drivers about a series of SR-163 closures throughout the week. According to the agency, all lanes of north and southbound SR-163 between I-8 and Genesee Avenue for three to six nights. The highway will be closed so crews can remove falsework from the bridge on the SR-163 Friars Road overcrossing. The southbound closures will begin at 11 p.m. with the northbound closures starting at 11:30 p.m. All lanes will reopen at 5 a.m. The list below shows which lanes will be closed on certain nights: Sunday: All southbound lanes, the northbound far right collector lane and the right main lane (slow lane).Monday: No full freeway closure. Only the northbound and southbound right main lanes.Tuesday: All southbound lanes, and the northbound left lane (fast lane).Wednesday: All northbound lanes, and the southbound left lane.Thursday: No full freeway closures. SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year. This is an environmental nightmare and extremely dangerous with the rainy season rapidly approaching.”More than 100 homeless encampments were counted by volunteers with the San Diego River Park Foundation in October. 792
