Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. BEIJING, May 10 (Xinhuanet) -- Researchers from California, Unated States, found that sexual orientation could play a role in cancer and more gay men are reported being cancer survivors than straight men, according to findings in the journal Cancer online Monday.The researchers found that gay men are 1.9 times more likely than straight men to report having had cancer. They also found that lesbian and bisexual women are more than twice as likely as heterosexual women to report fair or poor health after having cancer.Researchers looked at three years of responses to the California Health Interview survey, which included more than 120,000 adults living in the state.Among other health-related questions, participants were asked if they had ever been diagnosed with cancer and whether they identified as gay, lesbian, bisexual, or straight.Out of 51,000 men, about 3,700 said they had been diagnosed with cancer as an adult. While over 8 percent of gay men reported a history of cancer, that figure was only 5 percent in straight men, a disparity that could not be attributed to differences in race, age or income.About 7,300 out of 71,000 women in the study had been diagnosed with cancer, but overall cancer rates did not differ among lesbian, bisexual, and straight women.Ulrike Boehmer, the study's lead author from the Boston University School of Public Health, said higher rates of human immunodeficiency virus (HIV) may be related to the increased risk of cancer in gay men.However, the findings do not necessarily mean that being gay, lesbian or bisexual increases risk of cancer, said the researcher.
LOS ANGELES, April 14 (Xinhua) -- Vegetarians experience a much lower risk of metabolic syndrome than non-vegetarians, U.S. researchers have found.Researchers at Loma Linda University in California based their findings on analysis of more than 700 adults randomly sampled from a long-term study of the lifestyle and health of almost 100,000 Seventh-day Adventist Christians across the United States and Canada.While 25 percent of vegetarians had metabolic syndrome, the number significantly rises to 37 percent for semi-vegetarians and 39 percent for non-vegetarians, according to the study published in the April issue of the journal Diabetes Care.The findings showed that the risk of developing metabolic syndrome is 36 percent lower among vegetarians than non- vegetarians.This means that vegetarians are less likely to develop heart disease, diabetes and stroke -- three major conditions that are closely linked with metabolic syndrome, the researchers say.The study also found that vegetarians, though slightly older than non-vegetarians, had lower triglycerides, glucose levels, blood pressure, waist circumference, and body mass index (BMI). Semi-vegetarians, meanwhile, also had a significantly lower BMI and waist circumference compared to those who ate meat more regularly.The findings will not be affected by other factors such as age, gender, race, physical activity, calories consumed, smoking, and alcohol intake, the researchers say."In view of the high rate of metabolic syndrome in the United States and its deleterious health effects, we wanted to examine lifestyle patterns that could be effective in the prevention and possible treatment of this disorder," says lead researcher Nico S. LOS ANGELES, April 18 (Xinhua) -- Sugarcane has the effect of cooling temperatures, thus playing role in stemming global warming, a new study has found.Sugarcane does so by reflecting sunlight back into space and by lowering the temperature of the surrounding air as the plants " exhale" cooler water, according to the study conducted by researchers at the Carnegie Institution's Department of Global Ecology.The researchers used data from hundreds of satellite images over 733,000 square miles (about 1,173 square kilometers) in Brazil, where sugarcane is widely grown. They measured temperature, reflectivity (also called albedo), and evapotranspiration -- the water loss from the soil and from plants as they exhale water vapor.The findings showed that expansion of sugarcane in areas previously occupied by other Brazilian crops cools the local climate.Converting from natural vegetation to crop/pasture on average warmed the cerrado by 2.79 Fahrenheit (1.55 Centigrade, but that subsequent conversion to sugarcane, on average, cooled the surrounding air by 1.67 Fahrenheit (0.93 Centigrade), the researchers said in the study published in the April issue of Nature Climate Change."We found that shifting from natural vegetation to crops or pasture results in local warming because the plants give off less beneficial water. But the bamboo-like sugarcane is more reflective and gives off more water -- much like the natural vegetation," said lead researcher Scott Loarie. "It's a potential win-win for the climate -- using sugarcane to power vehicles reduces carbon emissions, while growing it lowers the local air temperature."Brazilians are world leaders in using biofuels for gasoline. About a quarter of their automobile fuel consumption comes from sugarcane, which significantly reduces carbon dioxide emissions that otherwise would be emitted from using gasoline.The researchers emphasized that the beneficial effects are contingent on the fact sugarcane is grown on areas previously occupied by crops or pastureland, and not in areas converted from natural vegetation. It is also important that other crops and pastureland do not move to natural vegetation areas, which would contribute to deforestation.So far most of the thinking about ecosystem effects on climate considers only impacts from greenhouse gas emissions. But according to co-researcher Greg Asner, "It's becoming increasingly clear that direct climate effects on local climate from land-use decisions constitute significant impacts that need to be considered core elements of human-caused climate change."

The regulation was signed by Chinese Premier Wen Jiabao Monday and immediately came into effect then.The regulation is aimed to ensure eligible claimants receive state compensation on time and in full.The regulation means governments at all levels must budget for state compensation payouts each year, and if the actual amount of state compensation payouts exceed what is budgeted for, additional funds must be used.The regulation also standardizes the procedure of applying for state compensation.State compensation refers to government pay outs to citizens for damages it has caused them through infringements of their rights.The State Compensation Law of China took effect since 1995.
