BEIJING, March 14 (Xinhua) -- China's parliament, the National People's Congress (NPC), adopted here Sunday the amendment to the Electoral Law, which grants equal representation in legislative bodies to rural and urban people.Lawmakers applauded after NPC Standing Committee Chairman Wu Bangguo announced that the amendment was approved with 2,747 votes from the 2,909 NPC deputies present at the closing meeting.The amendment is regarded as part of China's efforts to narrow the urban-rural gap. The rural population was much more than that of cities at that time and an equal ratio of rural and urban representation would have meant an excessive number of rural deputies.With rapid urbanization and rural economic development, the proportion of urban population increased to 46.6 percent last year, he said, adding people's congresses at all levels have gone through many terms of elections, accumulating abundant experience."The time is right for equal representation," which is conducive to expand democracy, he said.Wang said the amendment ensures "equal representation among people, regions and ethnic groups."The amendment adds stipulations such as "organizing more face-to-face contacts between candidates and electors to allow deputy candidates to introduce themselves and answer voters' questions."It says the setup of polling stations, convening election congress and the management of mobile polling boxes should be further standardized and improved.It also suggests to set up "confidential polling booths" to root out bribery in elections.Violence, threats, corruption and other acts that disrupts elections should be investigated and punished, it says.The number of deputies to the NPC is limited within 3,000, and the distribution of the NPC deputies is decided by the NPC Standing Committee, according to the law

BEIJING, Feb. 1 (Xinhua) -- Chinese Premier Wen Jiabao has reiterated his country's support for the Copenhagen Accord and China's commitments to addressing climate change.In separate replies to letters from Danish Prime Minister Lars Loekke Rasmussen and UN Secretary-General Ban Ki-moon, Wen said the Copenhagen Accord resulting from the UN climate change conference in the Danish capital last year laid the foundation for advancing international cooperation on climate change and pointed the direction for future negotiations.The document reflected the political will of all parties to actively tackle climate change, upheld the dual-track negotiating mechanism of the UN Framework Convention on Climate Change and its Kyoto Protocol, and reaffirmed the principle of "common but differentiated responsibilities" for developed and developing countries, Wen wrote in the letters dated Friday.He said China would do its best to honor its commitments on climate change, including a reduction of carbon dioxide emission intensity per unit of GDP by 40 to 45 percent by 2020 against 2005 levels, an increase to 15 percent of non-fossil fuels in the country's total primary energy mix by 2020, and an increase of 40 million hectares of forest and 1.3 billion cubic meters of forest volume by 2020 from 2005 levels.Wen said China will continue to play an active and constructive role and work jointly with the international community for a meaningful conclusion of the Bali Roadmap negotiations at the Mexico climate talks with a comprehensive, effective and binding outcome that will reinforce the implementation of the convention and the protocol.

ABU DHABI, Jan. 20 (Xinhua) -- The 2010 World Expo, slated for May 1 to Oct. 31 in the eastern Chinese city of Shanghai, will provide an opportunity for the United Arab Emirates (UAE) and China to enhance their mutual understanding, officials said Wednesday.The UAE is the first country to complete the "base-build" of its own pavilion at the Expo, with the exception of China's national pavilion, the state news agency WAM reported.The UAE pavilion will carry the Gulf nation's message to the people of China and many other countries, Saqr Ghobash, chairman of the National Media Council that is coordinating the project, was quoted as saying."We are particularly focused on the theme of Expo 2010 -- ' Better City Better Life' -- because we recognize that this resonates very deeply with the UAE's own experience," he said.Ghobash added that the UAE government and people have made huge strides towards creating a modern society that respects its past whilst embracing the present."We have much to share with our friends and partners in other countries.
