BEIJING, April 16 (Xinhua) -- China's top legislature will convene its bimonthly session from April 26-29 and review draft amendments to the State Secrets Law and the State Compensation Law.The decision was made Friday at a meeting of the Council of Chairmen of the National People's Congress Standing Committee, presided over by top legislator Wu Bangguo.The draft amendment to the State Secrets Law, which will undergo its third reading during the upcoming legislative meeting, aims to boost citizens' awareness of the importance of safeguarding state secrets.The draft amendment to the State Compensation Law, which will be submitted for its fourth reading, aims to better defend people's rights from being violated by the state. It is also hoped to cover the protection of detainees' rights following a series of deaths in the country's detention houses.The session will also deliberate, for the second time, on a draft law on protection of oil and natural gas pipelines, according to a statement issued by the council.The statement said a treaty on explosives left over from war and a Sino-Indonesian extradition treaty, both submitted by the State Council, or Cabinet, are expected to be ratified at the session.Lawmakers will also discuss Cabinet reports on protection of migrant workers' rights, the development of the cultural industry, strengthening road safety management, the implementation of a law protecting Taiwan compatriots' investment, as well as a motion regarding appointments and dismissals.At Friday's meeting, members of the Council of Chairmen expressed their condolences to victims of a deadly earthquake that hit Yushu Tibetan Autonomous Prefecture in northwest China's Qinghai Province early Wednesday.They also paid tribute to rescuers from the People's Liberation Army, armed police, among others at the forefront of quake relief.

BEIJING, April 6 (Xinhua) -- Indian Foreign Minister Somanahalli Mallaiah Krishna said here Tuesday that a strong and stable relationship between India and China has an impact on the entire world."As India and China manage their domestic priorities well, it has huge implications for global prosperity," Krishna made the remarks in his speech entitled "India and China in the 21st Century" at the China Institute of International Studies.The two countries "are raising the living standard of almost one-third of humanity," he said.In the past two decades, India and China have impacted significantly on global per-capita income, longevity and human development, said Krishna, there is much that can be gained through close cooperation.Facing challenges of urbanization, resource consumption, food and energy security, China and India can exchange best practices to benefit each other, the foreign minister said.He said "considerable scope" exists for joint projects in a huge infrastructure demand in India, covering sectors like power, roads, rail and telecommunication. On the Chinese side, the outsourcing of IT by state enterprises has only started recently. There is a potential waiting to be tapped, which would happen only by connecting Chinese users to Indian providers.As a reshaping of the global architecture is underway, evident in new groupings like the G20, BRIC, BASIC and the East Asia Summit, Krishna said as developing societies, India-China convergence is manifest on issues like climate change and global trade rules."We have to accept that there will be outstanding issues between the two countries even as our relationship forges ahead. BEIJING, May 20 (Xinhua) -- As the curtain is about to rise on the upcoming second round of the China-U.S. Strategic and Economic Dialogue (S&ED), to be held in Beijing on May 24-25, the world's attention will again focus on the Chinese capital.Chinese Vice Foreign Minister Cui Tiankai said Thursday that in order to achieve positive results from the dialogue, China will strengthen communications, enhance mutual trust and deepen cooperation with the United States.Analysts say this round of talks is of special significance because it signals a new consensus reached by the two sides after overcoming certain obstacles in their relationship.MOVING TOWARDS THE SAME DIRECTIONThe history of Sino-U.S. relations is full of twists and turns, so every step forward and every turn for the better is precious.The second S&ED will be another positive turn for both nations after they overcame a number of complicated problems in their relations.After Barack Obama took over the White House last year, Sino-U.S. relations got off to a good start. HAIKOU, April 25 (Xinhua) -- China's fishery administration said on Sunday it had started regular patrols of the South China Sea, sending two vessels to take over from two others currently escorting Chinese fishing boats in the area."China Yuzheng 301 and 302 take over from China Yuzheng 311 and 202, which have been patrolling the sea area of Nansha Islands since April 1," said Wu Zhuang, director of Administration of Fishery and Fishing Harbor Supervision for South China Sea under the Ministry of Agriculture.He said the patrol ships were sent to escort Chinese fishing boats in the South China Sea and reinforce China's fishing rights of the waters around Nansha Islands.The two ships set sail from Sanya, a coastal city in China's Southernmost Island Province of Hainan, on Sunday.China's patrol vessels escort the country's fishing boats and help treat fishermen who fall ill, Wu said.
